FF2 pulled an 1.75 line and started fire attack on the right flank. Engineer 2 connected to the 2.5 inch supply line that was laid in by E4. T2 remained Div. R. E3 and Cal Fire was assigned to Div. R. Div. R constructed a scratch line around the right flank of the fire and overhauled the smoldering vegetation and trees. T2 remained on scene for the fire investigator and assisted in lighting and movement of materials. Additional Narrative (#1 of 4 ): E-3 was assigned to assist Div R on the right flank by IC. E-3 personnel performed fire attack utilizing hand tools and chainsaw to support the hose team from T-2. E-3 assisted E-4 with reloading their 2.5" supply line and was released by IC from the incident. Additional Narrative (#2 of 4 ): E4 assigned to lay in from a hydrant, laid in approximately 400' of 2-1/2" supply line to T2 who was pumping. Assisted DIV A with fire suppression and lighting. Fire knocked down, broke down supply line and placed E4 back in service and available, released by Mustang IC. Additional Narrative (#3 of 4 ): I responded to a request for a fire investigator and arrived on scene at approximately 8:30pm. I met with Battalion Chief Shayne SKOVE and Cal Poly University Police Officer Destry VALDEZ. I observed an estimated 50ft x 50ft area of burned vegetation located approximately 15ft north of the northwest corner of the Mustang Village Building 116 parking lot. A homeless encampment was observed on the north end of the burned area with minimal to no damage to items/debris observed in and around the encampment. Several palm trees were burned up to 40ft in height and a wood fence that dissected the area was mostly burned and/or removed to gain access to the fire during suppression activities. Due to conditions and still much foam present, I returned the following morning, 3/26/23, at 9:20am to resume my investigation. I determined from burn indicators and char patterns that the likely area of origin was in between two palm trees on what appears to be Cal Poly University property. I eliminated electrical wiring and weather as potential causes of the fire, but I could not eliminate an external ignition source as a potential cause of the fire. The cause of the fire was classified as undetermined. Additional Narrative (#4 of 4 ): BC3 arrived on scene and established Mustang IC, to find a 50'x50' vegetation fire that had extended into several eucalyptus and palm trees producing 30'-40' flame lengths, slow rate of spread with no wind, and no structures immediately threatened, T2 assigned Div Romeo, right flank for perimeter control, and primary search of encampment, E3 assigned to assist Div R, T1 assigned Div A left flank for perimeter control, E4 assigned to assist with water supply and then assist on Div A, 3477 assigned to assist with mop up, Investigator requested due to suspicious origin and damage to fence, Fire determined to be on Cal Poly property, IC worked with CPPD to notify State Fire Marshall(SFM) of fire on school property, SFM declined to respond due to SLO City investigator already on scene, Mop up and overhaul conducted, crews assisted investigator with lighting, All units released from scene, Mustang IC terminated. sms A Page 9 of 10 911 Call Received Time: 03/25/2023 19:32:18 Time Dispatched:03/25/2023 19:33:10 First Unit Arrived At Scene: 03/25/2023 19:40:35 Response Mode To Scene: Code 3 Aid Given or Received: 2-Automatic aid received Incident Type:140-Natural vegetation fire, other Incident Street Number: 1 Incident Street Name: MUSTANG TRT Header Total Response Time Exceeded Question Answer Notes This form is required any time a code 3 incident total response time that is not mutual or automatic aid exceeds 7 minutes.
