A Regular Meeting of the San Luis Obispo Human Relations Commission was
called to order on April 5, 2023 at 5:00 p.m. in the Council Hearing Room at City
Hall, 990 Palm Street, San Luis Obispo, by Chair Colyer-Worth.

City Clerk Teresa Purrington administered the Oath of Office to Human Relations

Action: The Human Relations Commission received a presentation on the
Diversity, Equity, and Inclusion Program Update and Draft Strategic Plan
Framework and held a Study Session to provide the following feedback for
staff to consider:
The HRC recommended to ensure incremental trainings are
implemented and to add a strategy for dialogue and conversation in
the Organizational Culture & Structure component of the Draft DEI
Strategic Plan Framework.
DEI Manager, Nestor Veloz-Passalacqua, stated that it is important
to add narrative and images that create a more inclusive
environment as part of the Communications component of the Draft
DEI Strategic Plan Framework.
The HRC recommended to recognize and build language that
shows and creates a story of progress and success as it relates to
communication and to seek and report tangible, noticeable and
anecdotal changes under the Community Development & Support
component of the Draft DEI Strategic Plan Framework.
The HRC recommended the inclusion of sustainability in climate
change as part of the Adaptability & Sustainability com ponent of
the Draft DEI Strategic Plan Framework.

The HRC will review grant recommendations for the DEI SLO
Business Grant at the May 3rd HRC meeting.
The HRC will receive a short update from Police Chief Rick Scott
on the Community Services Officers at the May 3rd HRC meeting.
The HRC was made aware that the Draft DEI Strategic Plan
Framework will be presented to City Council on May 2nd and they
all were invited to attend.
The HRC was made aware that the Human Services Grant
recommendation for funding is a Consent Item on the May 2nd City
Council Meeting and they were invited to attend.

The Human Relations Commission will receive information about the Community
Services Officer (CSO) Program from Police Chief, Rick Scott, and will provide feedback.
BACKGROUND
This presentation is an introduction to the Community Service Officer (CSO) Program.
The San Luis Obispo Police Department will begin implementing the Community Service
Officer Program in late Spring 2023. This new program , which consists of four (4) non-
sworn civilian employees, will help with the Department’s main purpose: to build
community. The focus of the CSOs is to address quality-of-life issues and respond to non-
criminal infractions. There has been input and feedback from Council along with support
from the City Manager, HR, and the Police Department to make this program possible.

SUBJECT: Introduction to the Community Service Officer Program

Dear HRC,
I would like to brief you on an exciting new program from the San Luis Obispo Police
Department. In late spring (2023) our new Community Service Officer team will hit the
streets of SLO.
This new team of four (4) non-sworn, civilian employees will help accomplish the complete
expansion of the old Field Service Technician program with a new purpose in building
community. With input and feedback from Council, the new six (6) person team will sport a
new look with logo polos shirts and khaki style utility pants. More importantly, these non-
sworn officers will greatly help our attention to the downtown core by providing
personalized services to our business community, residents, and visitors. Paramount to their
purpose is fostering community connections and delivering personalized services.
CSOs will exclusively focus on quality-of-life issues by rapidly responding to non-criminal
infractions, such as drinking, smoking, noise, blocking right of way, and minor disturbances
of the peace. Community Service Officers will build effective partnerships with community
stakeholders and allow sworn Police Officers to focus on more serious calls for service. Our
CSO team will have a variety of available patrol modalities being bike, vehicle, but most
commonly on foot. While our new team has been hired, they will be very busy for several
weeks going through the necessary training before engaging the community.
I am very proud of this program and know their impact will be felt immediately and
appreciated by our community. I want to give a very special thanks to City Manager Derek
Johnson, our HR team, and police department for their support in helping this idea become a
reality for our city, furthering our new brand of policing.
I welcome this team and support their success in this new and important role for our
department and community.

RECOMMENDATION
Receive preliminary recommendations from the DEI SLO Business Grant Subcommittee

BACKGROUND
The offices of Diversity, Equity, & Inclusion and Economic Development & Tourism
partnered to provide financial support to local businesses and promote the economic and
social well-being of community members through the DEI business grant. This program
is a part of both DEI and Economic Recovery, Resiliency, and Fiscal Responsibility Major
City Goals with the goal of making San Luis Obispo a more welcoming and inclusive place
for all community members. Applicants did not have to be an underrepresented or
underserved business owner to apply for the grant, but the specific proposal must be
geared towards expanding services or access, but not exclusive to, those are
underserved or underrepresented.
There were 32 applications and $150,000 to distribute and the Commissioners took into
consideration the funding criteria which was:
Applicants must be a business based in the City of San Luis Obispo with a current
business license and be in good standing; or if the application is for a new
business, the applicant must complete 5 hours of one-on-one SBDC consulting
services and secure a business license prior to receiving the grant funds.
Funding requests must be for activities, services, or other concepts that primarily
occur in the City.
Funding requests must be focused on serving underserved/underrepresented
communities; however, all activities, services and other concepts must be
accessible to all people.
Requests must be for activities, services, or other concepts with the ability to show
measurable impact and/or successes.

Viability and sustainability are also key indicators in final review and
recommendation to the City Council for grant awards.
NEXT STEPS
Receive preliminary recommendations for applications, discuss the subcommittee’s
findings, open to public hearing, discuss comments from public hearing, and vote on the
final funding recommendations for Council.
