name, the agenda item number you are calling about, and leave your comment.
Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the
members and saved as Agenda Correspondence. Voicemails will not be played
during the meeting.

received after the deadline will not be processed until the following day.

SUBJECT: INITIAL REVIEW OF PROPOSED ORCUTT AREA / RIGHETTI RANCH
PARK PROJECT

RECOMMENDATION
1. Review and discuss proposed layouts (Attachment A) for the Community Park, Linear Park,
and Pocket Park in the Orcutt Area / Righetti Ranch Park project.
2. Provide direction to Staff on the preferred draft layout options to proceed with final layout
preparation.
DISCUSSION
Background
The Orcutt Area is in the south-eastern portion of San Luis Obispo and includes subdivisions such
as Righetti Ranch, Bullock Ranch, Taylor Ranch, Vinifera, Jones Ranch, and Vintage Apartments.
The boundaries include Orcutt Road, Tank Farm Road and the Union Pacific Railroad. The plans
for this area include three new parks – 11.25-acre community park (at Tiburon Way and Ranch
House Road), 1.16-acre linear park (Tiburon Way and Righetti Ranch Road), and 0.2-acre pocket
park (Twin Creek Road and Righetti Ranch Road).
This comprehensive park system is required by the conditions of approval of the Orcutt Area
Specific Plan and the Righetti Ranch Development. These parks were originally planned with the
development and conceptual designs were created in 2016. Due to the recently implemented Parks
and Recreation Blueprint for the Future: 2021-2041 (master plan) the consultant is updating the
conceptual designs to meet the recreational needs of the residents living in the community and the
City as a whole.
The current project scope is to design and build three new parks based on the recommendations
from the public, staff, and the Parks and Recreation Commission. Amenities currently included in
the Linear Park conceptual layouts are a small parking area, garden plots, compost area, locked
storage shed, hydration station, two fenced dog areas, and a shaded seating area. The Community
Park conceptual design includes a parking lot, tennis courts, pickleball courts, basketball courts,
playground equipment (0-5 ages and 5-12 ages), restroom, hydration stations, shaded seating,
BBQ/picnic area, bike and walking paths, soccer fields, bike pump track, pedestrian bridges to
park amenities, and possible future expansion of a dirt bicycle skills trail. The Pocket Park
amenities include seating, meditation area, and landscape for butterflies.

The City is working with RRM Design Group to design the parks. RRM Design Group created
conceptual layouts based on the Parks and Recreation Blueprint for the Future: 2021-2041 and
community feedback.
Public Outreach
The public’s input about its parks and park amenities is a critical foundational step that staff
facilitates with all projects in parks. City staff conducted an in-person Open House at the Ludwick
Community Center on April 11th, 2023, as well as promoted an online survey from April 2023
through May 2023 to receive community input on the project components for the design. Staff
have reviewed the partial preliminary results of the survey and will provide an example of current
data at the May 3rd Parks and Recreation Commission (PRC) Meeting as part of this update. The
final results of the survey will be posted on the Parks and Recreation Current Projects website
when the survey closes after May 10th, as well as presented at a future PRC Meeting.
PARKS AND RECREATION COMMISSION CONSIDERATION / NEXT STEPS
The Parks and Recreation Commission purview is to review and make recommendations for
changes which could have an impact on the City’s parks and park facilities. Staff will review all
feedback from the Parks and Recreation Commission Meeting to accompany the April 11 th Open
House, as well as the on-line survey results. This feedback will be used for staff to revise the
layouts to meet the desires of the community.
