1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Human Relations Commission was
called to order on April 5, 2023 at 5:00 p.m. in the Council Hearing Room at City
Hall, 990 Palm Street, San Luis Obispo, by Chair Colyer-Worth.
2. OATH OF OFFICE
City Clerk Teresa Purrington administered the Oath of Office to Human Relations
Commissioners Vincent DeTurris and Sierra Smith.
3. ELECTION OF CHAIR AND VICE CHAIR
As required by the Human Relations Commission Bylaws, the Human Relations
Commission held the annual election of Chair and Vice Chair for one-year terms.
Motion By Commissioner Carlotti
Second By Commissioner Warrecker
Elect Dusty Colyer-Worth to the position of Chair for a one-year term.
Ayes (7): Commissioner Campos, Commissioner Carlotti, Commissioner
DeTurris, Commissioner Smith, Commissioner Warrecker, Vice Chair Kasprzak,
and Chair Colyer-Worth
CARRIED (7 to 0)

Elect Angie Kasprzak to the position of Vice Chair for a one-year term.

To approve the Human Relations Commission Minutes of March 1, 2023.

Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua
presented the staff report and responded to Commission inquiries.

Approve the transfer of the following liaison duties from Commissioner
Souza and Commissioner Grothaus to Commissioner DeTurris and
Commissioner Smith for the 2022-23 Diversity, Equity, and Inclusion High
Impact Grant.

DeTurris, Commissioner Smith, Commissioner Warrecker, Vice Chair

6.b GRANTS-IN-AID 2022-23 MID-YEAR REPORT REVIEW
Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua
presented the staff report and responded to Commission inquiries.

Action: The Human Relations Commission reviewed the Grants-in-Aid
2022-23 program and received updates from each commissioner’s liaison
assignment. No formal action was taken.

6.c STUDY SESSION: DIVERSITY, EQUITY, AND INCLUSION PROGRAM
UPDATE AND STRATEGIC PLAN FRAMEWORK
Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua
presented the staff report and responded to Commission inquiries.

Action: The Human Relations Commission received a presentation on the
Diversity, Equity, and Inclusion Program Update and Draft Strategic Plan
Framework and held a Study Session to provide the following feedback for
staff to consider:
• The HRC recommended to ensure incremental trainings are
implemented and to add a strategy for dialogue and conversation in
the Organizational Culture & Structure component of the Draft DEI
Strategic Plan Framework.
• DEI Manager, Nestor Veloz-Passalacqua, stated that it is important
to add narrative and images that create a more inclusive
environment as part of the Communications component of the Draft
DEI Strategic Plan Framework.
• The HRC recommended to recognize and build language that
shows and creates a story of progress and success as it relates to
communication and to seek and report tangible, noticeable and
anecdotal changes under the Community Development & Support
component of the Draft DEI Strategic Plan Framework.
• The HRC recommended the inclusion of sustainability in climate
change as part of the Adaptability & Sustainability component of
the Draft DEI Strategic Plan Framework.
7. COMMENT AND DISCUSSION
7.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST
Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua
provided the following update:

• The HRC will review grant recommendations for the DEI SLO
Business Grant at the May 3rd HRC meeting.
• The HRC will receive a short update from Police Chief Rick Scott
on the Community Services Officers at the May 3rd HRC meeting.
• The HRC was made aware that the Draft DEI Strategic Plan
Framework will be presented to City Council on May 2nd and they
all were invited to attend.
• The HRC was made aware that the Human Services Grant
recommendation for funding is a Consent Item on the May 2nd City
Council Meeting and they were invited to attend.
8. ADJOURNMENT
The meeting was adjourned at 7:07 p.m. The next Regular Meeting of the Human
Relations Commission is scheduled for May 3, 2023 at 5:00 p.m. in the Council
Hearing Room at City Hall, 990 Palm Street, San Luis Obispo.
