MEMORANDUM f"f SOP}' To: Spencer Myer San Luis Obispo Fire Department From: Fred Tornatore _ Resource Insights Date: April 17, 1997 SUBJECT: SURFACE SOIL SAMPLING AND ANALYTICAL RESULTS FOR 50 PRADO ROAD In May 1996, I submitted an Environmental Risk Prevention Plan for 50 Prado Road, San Luis Obispo to your office. This plan (see attached) was prepared to meet, in part, the City of San Luis Obispo Fire Department's requirements per the City of San Luis Obispo's use permit for the 50 Prado Road site. This use permit (A-66-96) was approved on May 20, 1996 by Mr. Ronald Whisenand. 50 Prado Road was the site of temporary auto storage for the San Luis Obispo County Older Vehicle Retirement Program, conducted by Resource Insights from late May 1996 to the end of December 1996. During this period several hundred vehicles were temporarily stored at the site, with less than 100 vehicles stored at the site at any one time. The last vehicle was removed from the site in January 1997. Storage of Vehicles and Environmental Protection Storage of vehicles at the site was conducted principally in the area known as the "back lot", and in the unpaved portion of the "front lot" (see attached Figure 1). The back lot and the unpaved portion of the front lot were covered with imported decomposed granite (approximately 3 inches thick) placed over the native soil of the site. The procedure for storing vehicles at the site was as follows: 1) sellers brought their vehicles to the site; 2) vehicles were purchased, generally on the paved area within the front lot of the site; 3) vehicles were parked in the back lot of the site and large oil drip pans were placed under the motor of the vehicle; 4) when the back lot became full or vehicles were being moved out for shipment to the auto dismantler in Paso Robles, some vehicles were stored on the unpaved area in the front lot — oil drip pans were placed under these vehicles as well. Although oil drip pans were placed under parked vehicles as soon as possible upon temporary storage, there were occasions when vehicles were either already leaking oil, or were leaking oil from areas under the vehicle other that the motor, i.e., transmission leaks, power steering leaks, power brake leaks, etc. As soon as these leaks were detected an additional oil drip pan was placed under the area where leaking oil was observed. Thus, there was some leakage of oil onto the site's soil surface. Upon observation that oil had leaked onto the site's soil, the impacted soil was dug up to visually clean with a shovel and placed into a 55-gallon drum kept on site for such a purpose. Post Storage Soil Sampling and Analyses Sampling procedure The City use permit -required Environmental Risk Prevention Plan also had a condition that the site's surface soil would be representatively sampled and analyzed for petroleum hydrocarbon contamination. On March 5, 1997, the site's surface soil was sampled and the samples sent to a state -certified laboratory under standard Chain -of -Custody protocols. Using guidance from the U.S. EPA's SW-846 (Test Methods for Evaluating Solid Waste, 3ra Edition: Chapter 9 — Sampling of Solid Wastes) the site was sampled in the following manner: ➢ The back lot, which was approximately 100' by 120', was measured into 10' by 10' grids. A small sample of soil was taken at the approximate center of each grid. For economic reasons, these samples were composited into a sample for each row delineated in attached Figure 2. Thus, there are ten composite samples for the back lot. ➢ The unpaved portion of the front lot (as shown in Figure 3), which was approximately 50' by 90', was measured into 10' by 10' grids. In the same manner as the back lot, samples taken at the center of each grid 2 were composited by row. There were 5 composite samples taken in the front lot. ➢ Samples were composited in 1-liter plastic containers, put on ice, and transported to the state -certified lab. ➢ A representative sample for the drums used to store impacted soil were also collected and transported to the laboratory. Laboratory Analyses and Results Laboratory analyses for the surface soil samples was conducted for Total Petroleum Hydrocarbons as Oil (TPHo). The TPHo was measured by extraction using EPA Method 3550 with a silica gel wash, followed by modified EPA Method 8015 with direct injection into a gas chromatograph with a flame ionization detector. This is the common method used when leaking motor oil or waste oil has impacted a site. In addition, due to the presence of motor oil, a total metals scan was conducted on the soil sample taken from the impacted soil storage drum. Since no sampling was conducted when the imported soil was brought into the site, it is unknown if these low levels encountered are background levels for this soil. Additionally, the soil sampled had some organic matter contained within (such as minor amounts of vegetation and roots). Although a silica gel wash was used during the extraction phase of the laboratory analyses, some of this biogenic material could have contributed to the TPHo level reported. The average for the back lot was 43 mg/kg TPHo and the front lot average is 36 mg/kg TPHo. Given these low levels, there does not appear to be a need for any additional remedial action or further sampling. Sampling and analyses of the drummed soil indicates that it is non- hazardous. However, due to the elevated level of TPHo (3600 mg/kg), this drummed soil (2 drums) will be removed by All Waste Services and disposed on in an appropriately permitted landfill. 4 Inspection of the Site The site is available for your inspection. Resource Insights has vacated the premises and the site will be returned to the landlord. ENVIRONMENTAL RISK PREVENTION PLAN ENVIRONMENTAL RISK PREVENTION PLAN MEMORANDUM To: Spencer Myer San Luis Obispo Fire Department From: Fred Tornatore Resource Insights Date: May 24, 1996 SUBJECT: ENVIRONMENTAL RISK PREVENTION PLAN FOR 50 PRADO ROAD, SAN LUIS OBISPO Project: Temporary storage of automobiles as part of an Old Vehicle Retirement Program being conducted in the San Luis Obispo Air Pollution Control District. Up to 100 vehicles may be temporarily stored on the site in an orderly manner (no stacking) which would allow inspection by APCD officials prior to be transported off -site to an automobile dismantler. Environmental Protection Summary: There will be no crushing or dismantling of Program vehicles on the site. Vehicles will be in running condition while stored on the site. No fluids will be drained from the vehicles while stored on -site. An automotive fluid catchment pan (or equivalent) will be placed beneath each vehicle so any leaking fluids will be captured. As a backup, there will be cleanup supplies and materials on site in case of fluid leaks not being contained by the catchment devices. Fire extinguishers will also be available on site in case of an unhkeiy fire event. Environmental Protection Plan All vehicles will have an automotive fluid catchment pan (or equivalent) placed under the vehicle to catch any leaking fluids. These catchment pans will either consist of 3 foot by 4 foot (approximate) shallow metal pan or a metal (or plastic) pan of approximately 18" in diameter and 3 to 4 inches deep placed under each vehicle. Each vehicle will be inspected when brought to the site to determine where leaks might occur under the vehicle. Depending on the inspection, more than one catchment pan may be needed. The ground surface beneath stored vehicles will be inspected no less than once a week to determine if any automotive fluids are contacting ground surface. This inspection schedule may be increased on a car -by -car basis if the initial inspection observes that a specific car may leak excessively. Such cars will be noted on the storage paperwork. Vehicles will be stored at the site generally one month or less before being transported offsite. There will be no draining of automotive fluids while vehicles are onsite. Any fluid draining will be conducted by the dismantler and at their facilities. There will no storage of hazardous materials on the site, other than a few spray cans of starter fluid, a few spray cans of paint for identifying vehicles, and a few new batteries for replacement in cars needing them. All of these items will be kept in small inventory and purchased locally on an as need basis. Any fluids will leak onto the ground surface will be cleaned up immediately upon observation or report. The site yard will contain two shovels, one wheelbarrow, appropriate absorbent for petroleum hydrocarbons, and a container (55-gallon drum) to contain the impacted soil and/or absorbent once the leak has been cleaned up. This drum will be labelled appropriately and kept closed while awaiting removal by an appropriately permitted vendor. Additional containers will be acquired if necessary. Fluids (principally motor oil) deposited in the catchment pans will be drained into dedicated containers and taken offsite for recycling. Any other fluids would be deposited into dedicated containers for transport offsite by an appropriately permitted vendor. Any absorbents used on the catchment pan surfaces to clean them will be deposited in the absorbent/impacted soil storage drum. Personnel performing the cleanup will wear protective gloves and safety glasses. Personnel will be trained in cleanup and supervised -by Mr. Fred Tomatore. Mr. Tomatore has been involved in various aspects of site cleanup over the last ten years. He has conducted emergency response training and it a certified instructor for the California Department of Toxic Substances Control Compliance School. There will be three fire extinguishers onsite. One in the proposed office structure; one in the front part of the storage yard, located on the outside of the office structure; and one at the gate separating the front and rear portions of the Program storage yard. Upon vacating the site, a representative sampling and analtyical plan will be implemented. for spilled petroleum hydrocarbons. This program is to begin in May 1996 and extend for approximately two (2) years. The ultimate intent of the program is to improve air quality in the district air basin. How It Will Work: Resource Insights will purchase pre-1982 vehicles from the existing used car marketplace, compile the documentation necessary to establish that the vehicles qualify for the program, then send the vehicles to a licensed dismantler for crushing. No crushing or dismantling of any type will occur on the Prado Road site. Up to 100 vehicles may be temporarily stored on the site and stored in an orderly manner (no stacking), which would allow inspection by APCD officials. The vehicle dismantler will load the vehicles onto a flatbed truck (or equivalent) for off -site transport. Hours of operation of the program are expected to be normal business hours, with possible operation on Saturday and Sunday depending on the availability of vehicles coming to the site. There may be some after-hours picking up of vehicles by the dismantler. Site Improvements: The Prado Road site to be developed for this program currently is a relatively flat parcel of approximately 27,500 square feet (125 feet by 220 feet). There are no trees on the site and groundcover consists of ruderal plant species. Surface drainage is to Prado Road. Currently the property owner is storing some materials on the north side of the site. Also, on the north side of the site is a small building. Access to this building will continue to be from a gate along Prado Road (near the northwest corner of the parcel). The site is approximately 900 feet south of U.S. Highway 101. The site is located in mixed commercial and governmental services area. Auto parts and repair facilities are located to the south. On the north is a large vacant field with some large trees. To the east are some additional building structure on the remaining of the parcel. Across Prado Road is the City's Wastewater Treatment Plant and the ECOSLO Recycling Center. The proposed vehicle lot is to be fenced with 6-foot chain link and a visibility barrier. Currently three sides of the site already have 4-inch diameter metal poles in place, spaced approximately ten feet apart. These would serve as the poles for the proposed chain link fence. The site would be graded, and surfaced with compacted crushed rock. Access to the yard would be provided through a gate on Prado Road (see Site Plan). A mobile modular office (approximately 12 feet by 56 feet) would be placed on the site. Electricity, sewer, and water are available on the site. Security lighting would be installed. Environmental Protection: As stated above, there will be no crushing or dismantling of any type on the Prado Road site. Nor will any fluids be drained from the vehicles while stored onsite. An automotive fluid catchment pan (or equivalent) will be placed beneath each vehicle so any leaking fluids will be captured. As a backup, there will be cleanup supplies and materials on site in case of fluid leaks not being contained by the catchment devices. Fire extinguishers will also be available onsite in case of an unlikely fire event. No adverse noise is expected from this operation, particularly since no crushing or dismantling will occur on site. Although the site is located in "Special Consideration" (S) Zone due to potential flooding hazard from San Luis Obispo Creek, flooding should not be a concern since the modular office building is elevated and will be anchored in accordance to City building requirements. The presence of the chain link fence with fl- inch diameter supporting metal poles should be sufficient to keep any vehicles from floating away in the event of significant flooding of the creek. A visibility barrier will be installed on the fence surrounding the site. This is an older single -walled system where the sump is not contained. I measured about three inches of free product inside the southern sump. Further review of the tank inventory records showed that this tank was coming up a little short. A site investigation notice was sent (see file for more detail). I still have not formally heard back from the operators. What needs to happen is the following: 1. Test the entire system to determine if there are any leaks. 2. Make provisions to remove all free product. 3. Conduct an expanded site assessment, broader based than previous one. Also, this site was referred to the Regional Water Quality Control Board (RWQCB), because ground water was impacted. Their number is 549-3147. 1525 Calle Joaquin: This was a former Chevron station which was demolished earlier this year. Four tanks were removed, however, since ground water was at 3 feet below ground surface (bgs), approval was given to backfill the tank pit(s). There was evidence that the tanks and/or piping did leak so the appropriate paperwork was completed (see file), and a investigation/clean order given. Chevron is contracting the environmental work with Bectal. Again, since ground water was impacted, the RWQCB may become the lead agency. Remember, you are still responsible for the soils though. You will probably here back from Chevron/Bectal in April, if not send a second letter. 3076 Duncan Lane: Unocal bulk plant, is currently having the groundwater monitored on a quarterly basis. In 1988 a tank was removed and there was evidence that it had leaked. Also, I have approved plans to do upgrading to the site; electronic tank monitoring, leak detectors, spill containment, and drainage. A Fire Department (excavation is required). This is out to bid now and work should start soon. NOTE: This is an older site, so digging may get you into a site investigation, watch this one!!! 277 Granada (JBL): I have been involved with this facility for three years. They are expanding their operations and must comply with current UFC. A code consultant has been hired (Rienhart Hanselka), he is good. I know him, so if I can be of assistance please call me. 1144 Higuera: Spring Toyota, has requested that the two underground tanks be temporary closed. The annual permits are still due, but the tanks are emptied and sealed in accordance with Sec. 79.116. Also, the tanks will be required to removed after one year. This is an old site and I am sure there may be a slight problem with tank overfilling. 1001 Marsh Street: ARCO Station is temporary closed. It has a ground water problem witch is being handled by the RWQCB. ARCO is looking for a new lessee to take over the site. They will keep us posted. The tanks ,are double walled and the site is all to current underground tank code. 1480 Monterey Street: I have been told that the prior operator is going to sue the Fire Department for something??? Anyway, this site is closed because the tanks and piping failed to pass the annual test. This action was initiated by the current operator. As such I have contacted the property owner to inform him that he must repair and retest the system, and conduct a site investigation as a condition of reopening. Otherwise the tanks must come out. See file. 2149 Parker St: See file regarding Anhydrous Ammonia. Needs to move ASAP. 50 Prado Road: Next to the old pump house adjacent to Prado Rd., there is a tank vent line. (John Madden knows where it is). Anyway, I have placed an environmental hold on this site through the Community Development Department. What this means is that when an applicant wants to pull any type of permit for this site, a red -flag will appear, prohibiting further actions until this tank issue is resolved. The requirement is to determine whether or not the tank is still present. If it is, remove it. If there is no tank, show that the soils have not been impacted; i.e. one soil sample at about 9 feet below grade where tank was. The reason for this position is as follows: During a visit to this site for an unrelated issue, the vent noticed. Discussions with one of the tenants indicated that the property owner had removed the tank recently during a weekend. The ground looked disturbed, as if a tank was removed. (See file for details). 1499 San Luis Drive: San Luis High School has two diesel generator tanks. They are currently filled with water, but they are scheduled to be removed during the upcoming easter break. The contractor is Cal Coast Excavation, Ron Kenedy. He is licensed for removing tanks, however, you should direct sampling. Check the file, I believe a permit has already been issued. 1998 Santa Barbara Street: Formerly Daylight Gardens, there is an abandoned tank along the High Street fence (see vent line). This tank is required to be removed. An environmental hold was also placed on this site. See files and John Madden. 2160 Santa Barbara Street: So. Calif. Gas. Definite questionable past site use. Whether we buy the property or not, an environmental assessment shall be required prior to any development. 900 Southwood (Sinshiemer Pool): Concerning the storage and use of chlorine gas, I have been working with Don Headly for some time. I did not respond to the questions in your earlier letter because every item on Mr. Wittmeyer's list was clear and self-explanatory. I am aware you did not request involvement with our department, but the Fire Department did as a result of a fire inspection. When we receive an inspection re- ferral request from the Fire Department, especially one that questions safety, we act on it without desire. Regardless of your safety record, unsafe conditions can and do exist in places of employment and only through inspections by knowledgeable experts in health and safety, are those unsafe conditions brought to light. Wherein your letter you say you "...will continue to cooperate with your department...", I do not get the impression that you are cooperating. The best measure of that would be for you to obtain a permit and have us inspect to see if the work you have done is acceptable or how to correct any remaining problems. Page 1 of 2.
