We have done some refinements to the project description that we want included in the analysis. Attached is the most up-to-date version of the project description, project graphics and other matters that are probably of interest to proposers for the work. Since our last conversation, we have made several modifications that I wanted to note: 1. The buildout numbers have changed. We now propose 725 MF dwelling units and 796k of commercial/office/industrial space. 2. The left turn in at our west development site (Area 11) has been eliminated and a worm has been added to the drive approach to restrict left turns out or in. A dedicated RT has been retained to move WB entering trips from the through trip stream. 3. The “safety median” and additional improvements to Tank Farm Road have been changed to Phase 2. The traffic study may inform if this is appropriate timing. Please let me know if additional information is necessary to start the solicitation process for a consultant. I felt the revised draft to Chevron looked good for distribution on Monday 7/6 in advance of our next call 7/20 (for which I recall you will be out of town). We will be introducing the definition of hazardous materials and indemnity for the first time, and so expect that to be the major focus of the 7/20 call. We also felt that a conference call with County Counsel only between 7/6 and 7/20 would be in order, and SMW will provide some times and dates. The attached RWQCB letter is just for our records, as I hadn’t been aware that RWQCB had taken any action on the final RAP. Where feasible, avoid concentrating truck trips to/from the site during the AM (7-9) and PM (4-6) peak commute periods 2. Continue to utilize approved haul routes that eliminate the need for trucks to make left turns to/from Tank Farm Road when accessing the remediation site. 3. The 3rd new proposed inbound haul route (the bottommost route shown in Table 1 in the attached CCTC memo) seems unnecessarily circuitous. Recommend avoiding this route unless there are significant extenuating circumstances that would require this. 4. I’ll defer to the County to make the determination as to whether the project should make a fair share contribution to the SR 227 Corridor Fee Program. 5. The applicant shall continue to make road impact fee payments towards impacts to City streets consistent with the fee schedule approved in the TMP.
