Luke, thank you for your help on this and past projects. We have done some refinements to the
project description that we want included in the analysis. Attached is the most up-to-date version of
the project description, project graphics and other matters that are probably of interest to
proposers for the work.
Since our last conversation, we have made several modifications that I wanted to note:
1. The buildout numbers have changed. We now propose 725 MF dwelling units and 796k of
commercial/office/industrial space.
2. The left turn in at our west development site (Area 11) has been eliminated and a worm has
been added to the drive approach to restrict left turns out or in. A dedicated RT has been
retained to move WB entering trips from the through trip stream.
3. The “safety median” and additional improvements to Tank Farm Road have been changed to
Phase 2. The traffic study may inform if this is appropriate timing.
Please let me know if additional information is necessary to start the solicitation process for a
consultant.

Hi Christine,
We had a another good internal call today with the SMW team. I felt the revised draft to
Chevron looked good for distribution on Monday 7/6 in advance of our next call 7/20 (for
which I recall you will be out of town). We will be introducing the definition of hazardous
materials and indemnity for the first time, and so expect that to be the major focus of the
7/20 call. We also felt that a conference call with County Counsel only between 7/6 and
7/20 would be in order, and SMW will provide some times and dates.
The attached RWQCB letter is just for our records, as I hadn’t been aware that RWQCB
had taken any action on the final RAP. We all agreed that it is a weird letter since RWQCB
doesn’t approve and merely provides its concurrence, while also stating go ahead and get
going!

Bob

Mayor and Council –
Attached is a large pdf document that provides a draft project description for the
Chevron Project. Katie was informed by Chevron’s representative, Vic Montgomery,
that the Chevron team is setting up one-on-one meetings with Council members. As
staff understands the purpose of those meetings is twofold. One they are to inform
Council members about the proposed project presently undergoing environmental
review by the City and the County (the attachment is a the draft project description).
Two, they will discuss Chevron’s desire to begin discussion with the City about
possible terms for a Development Agreement. Staff has tentatively scheduled
Council’s consideration of that request for July 20, 2010.
Please be in touch with staff with any questions you may have about the attached
Document (which hopefully goes through to your email boxes).

Attachment A - Revised Project Description For Proposed Revisions To The Chevron Tank Farm Remediation.pdf
Joe,
As we discussed, here are my comments that I would request the County consider as part
of the permit modification/extension:
1. Where feasible, avoid concentrating truck trips to/from the site during the AM (7-9)
and PM (4-6) peak commute periods
2. Continue to utilize approved haul routes that eliminate the need for trucks to make left
turns to/from Tank Farm Road when accessing the remediation site.
3. The 3rd new proposed inbound haul route (the bottommost route shown in Table 1 in
the attached CCTC memo) seems unnecessarily circuitous. Recommend avoiding
this route unless there are significant extenuating circumstances that would require
this.
4. I’ll defer to the County to make the determination as to whether the project should
make a fair share contribution to the SR 227 Corridor Fee Program.
5. The applicant shall continue to make road impact fee payments towards impacts to
City streets consistent with the fee schedule approved in the TMP.
Thanks for the referral and opportunity to comment on this.

Luke,
We are working with the County as a subconsultant to SWCA on the permit (DRC2015-00067) to
modify Chevron’s remediation to extend the duration of soils transport and modify the haul routes
slightly. The number of daily trucks would not change from current levels and is lower than what was
evaluated in the FEIR.
I have attached our memo summarizing the project, analysis, and recommendations for changes to the
traffic management plan for your review and comment. The project description is also attached for your
reference. I have included Brian since he is the City lead on County referrals.

Thanks, Ellen.
I know a part of the recent delay has been Chevron’s work on the revised Land Use
Covenant with the Central Coast Regional Water Quality Control Board. I will chat with Kim
and look to see if they anticipate that being an agenda item / document available for our
review at this time. If not, it may not be totally necessary for you to attend, though I will
leave that to your judgment.
Covelop recently submitted a “pre-application” project description. I’ve attached it here for
interest / reference, and there is brief discussion about the LUC at the bottom of page 14
and top of page 15.
Thanks again,
