You may address the Council by completing a speaker slip an d giving it to the City Clerk prior to the meeting . At this time, you may address the Council on items tha t are not on the agenda . Time limit is three minutes . State law does not allow the Council to discuss o r take action on issues not on the agenda, except that members of the Council or staff may briefl y respond to statements made or questions posed by persons exercising their public testimony right s (Gov . Code Sec . 54954 .2). Staff may be asked to follow up on such items . Staff reports and othe r written documentation relating to each item referred to on this agenda are on file in the City Clerk's Office in Room 4 of City Hall . CONSENT AGEND A A member of the public may request the Council to pull an item for discussion . C2.RESULTS OF THE NOVEMBER 6, 2012, GENERAL MUNICIPAL ELECTION . (CODRON/KENNEDY GRIMES ) RECOMMENDATION : Adopt a resolution declaring the results of the November 6 , 2012, General Municipal Election . C3.INTEGRATED REGIONAL WATER MANAGEMENT PROGRAM — REVISE D MEMORANDUM OF UNDERSTANDING .(MATTINGLY/HORTON ) RECOMMENDATION : Approve the "San Luis Obispo County Region Integrate d Regional Water Management Program Participants Memorandum of Understanding " and authorize the Mayor to execute the agreement . C4.LONG TERM LEASE OF A PORTION OF THE CITY'S CALLE JOAQUI N AGRICULTURAL RESERVE TO CENTRAL COAST AGRICULTURA L NETWORK TO PROVIDE FOR ONGOING MANAGEMENT O F AGRICULTURAL OPERATIONS ON THE SITE .(CODRON/OTTE ) RECOMMENDATION : 1) Approve the proposed long term lease with Central Coas t Agricultural Network (CCAN) to manage and operate the Calle Joaquin Agricultura l Reserve (CJAR). 2) Authorize the Mayor to execute the lease and to amend the lease to include two additional parcels once the related title dispute is fully resolved . PUBLIC HEARING S PHI .CONTINUED HEARING ON THE APPEAL OF THE PLANNIN G COMMISSION'S APPROVAL OF A NIGHT CLUB (SLO BREWING COMPANY ) RELOCATION IN THE HISTORIC DOWNTOWN COMMERCIAL (C-D-H) ZON E (A57-12).(JOHNSON/CARLONI — 150 MINUTES ) RECOMMENDATION : Adopt a resolution (Attachment 1), denying the appeal of th e Planning Commission's action to approve the project and granting final approval of a Night Club Use Permit allowing the relocation of SLO Brewing Company within th e Historic Downtown Commercial zone, based on findings and subject to conditions . 2 • • Council Agenda Tuesday, November 20, 201 2 COUNCIL LIAISON REPORTS (not to exceed 15 minutes ) Council Members report on conferences or other City activities .
