HomeMy WebLinkAbout05-20-2014 C5 2014 Sewer System Management Plan UpdateCity of San Luis Obispo, Council Agenda Report, Meeting Date, Item Number FROM: Carrie Mattingly, Utilities Director Prepared By: Bud Nance, Wastewater Collection Supervisor SUBJECT: 2014 SEWER SYSTEM MANAGEMENT PLAN UPDATE RECOMMENDATION Adopt a resolution approving the 2014 Sanitary Sewer Management Plan Update and authorize the City’s representative to recertify the plan with the State Water Resources Control Board. DISCUSSION Background The SWRCB adopted statewide General Waste Discharge Requirements (GWDR) for publicly owned sanitary sewer systems in 2006. The GWDR required the development and implementation of a system-specific local Sewer System Management Plan or SSMP that documents a comprehensive program for sewer system operation, maintenance, repair and reporting of all Sanitary Sewer Overflows (SSOs) in the statewide spill reporting database. The City must maintain compliance with the requirements. City Council adopted the original SSMP by Resolution on April 21, 2009. It has proven to be an effective tool for tracking and monitoring the management of the wastewater collection system and preventing SSOs. 2014 SSMP Update The SSMP undergoes an internal audit at a minimum of every two years, and requires approval by Council every five years or when the audit identifies a major change is needed. This update includes the 2013 amendments to the GWDR for reporting SSOs which are outlined in Appendix C. The next update is anticipated in 2019. The 2014 Sewer System Management Plan Update was completed by City staff. The following modifications were made as part of the 2014 update: Subject Revision Page Lift Station Summaries Table 2 reflects recent CIP upgrades since the 2009 SSMP adoption 5 General Plan Policy Numbers Table 4 reflect changes that occurred as part of the 2010 update of the Water and Wastewater Management Element 12 Predictive and Preventative Maintenance Table 6 reflects annual maintenance summaries. 15 Staff Information Table 10 reflects current staff certifications 19 Maintenance Table 12 reflects current equipment stored at the Corporation 21 May 20, 2014 C5 - 1 2014 Sewer System Management Plan Update Page 2 Equipment Yard Sanitary Sewer Overflows Table 14 reflects annual SSO’s. 28 Capacity Assessment and Enhancement Table 16 reflects new sewer lines added to new development and sewer lines replaced with CIP 39 Sanitary Sewer Overflows Table 18 reflects SSO causes and spill volumes per the California Integrated Water Quality System reporting data base 42 Program Audit Section X reflects SSMP audit check list 44 Sanitary Sewer Overflow Emergency Response Plan Appendix C page 57 and Appendix D page 60 reflects regulatory requirements on spill reporting and compliance 57; 60 Capital Improvement Plan Appendix F identifies Wastewater Collection projects 2013 to 2018 65 With the support of Council, activities and program elements identified in the SSMP continue in compliance with State regulations. FISCAL IMPACT There is no fiscal impact related to the adoption of the 2014 SSMP Update. ATTACHMENT 1. T:\Council Agenda Reports\2014\2014-05-20\Sanitary Sewer Management Plan (Mattingly-Nance) C5 - 2 Attachment 1 R ______ RESOLUTION NO. _____ (2014 Series) A RESOLUTION OF THE CITY OF SAN LUIS OBISPO ADOPTING THE SEWER SYSTEM MANAGEMENT PLAN UPDATE WHEREAS, the State Water Resources Control Board adopted Statewide General Waste Discharge Requirements (GWDR) for publicly owned sanitary sewer systems requiring the development and implementation of a system-specific local Sewer System Management Plan (SSMP) that documents a comprehensive program for sewer system operation, maintenance and repair. The regulations also include provisions that the agency’s governing body approve, at a public meeting, the final SSMP by August 2, 2009. WHEREAS; the City Council approved the SSMP at a public meeting on April 21, 2009; and WHEREAS; the SSMP shall be updated every five years, must include any significant changes and be approved by the City Council; and WHEREAS; the City has therefore prepared an updated SSMP for public review and a properly noticed public meeting regarding the SSMP update was held by the City Council on May 20, 2014; and WHEREAS, the City of San Luis Obispo did prepare and shall file a recertification after the adoption of the SSMP update with the State Water Resources Control Board. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that the Sewer System Management Plan, consisting of updated text with tables and figures, presented to the Council on May 20, 2014, on file in the City Clerk’s Office, is hereby adopted.
