SUBJECT: AIRPORT AREA FEE REVENUE APPROPRIATION: DESIGN SERVICES
RECOMMENDATION
1. Appropriate $40,000 in Airport Area Impact fee revenues to fund consultant design services
for Tank Farm widening near Santa Fe.
DISCUSSION
With current development activity in the vicinity of Tank Farm & Santa Fe including Mindbody,
SESLOC Federal Credit Union, and the vacant property on the corner of Broad & Tank Farm,
additional roadway design work needs to be performed. This work will help determine how Tank
Farm widening east of Santa Fe, as part of Mindbody and others, will integrate into widening west
of Santa Fe as part of Chevron. The AASP public facilities financing program has been developed
to consolidate funding to assist in coordinating improvements between developments. This request
will utilize previously collected AASP transportation impact fees to help with this effort and will
not require funding from the General Fund.
Advancing this design work is also needed for refinement of right-of-way and construction cost
estimates for the intersection and approaches of Tank Farm & Santa Fe. As part of the Airport Area
Specific Plan the intersection of Tank Farm & Santa Fe is planned to be controlled by a multi-lane
roundabout. The draft Chevron EIR has reaffirmed roundabout control as the environmentally
superior option, and identifies it as mitigation to Chevron’s original signalization proposal. Next
steps include drafting reimbursement agreements, refining fair share estimates, and completing
impact fee calculations. To complete those steps, the planning level conceptual designs need to be
refined into higher level construction plans. Therefore, staff is recommending that $40,000 in
Airport Area Impact fee revenue be appropriated for this use. Once appropriated staff will seek
design services from its list of on-call civil engineering firms with expertise in roadway design and
roundabouts.
CONCURRENCES
The Community Development Department, being responsible for processing the Chevron EIR &
other development activities in this vicinity, supports this recommendation.
MindBody and other developers in the vicinity have also requested that this design work be
completed to assist in facilitation of their current planning, design, and construction efforts.

FISCAL IMPACT
Year to date, the City has collected $225,000 in airport area transportation impact fee funds. These
revenues are collected for the purposes of study, design, and construction of infrastructure in that
specific plan area. Expenditures are either in the form of credits, reimbursement for work done by
the developer, or for funding work done directly by the City as in this case.
ALTERNATIVES
1. The Council may choose to deny this appropriation. However, this is not recommended as
these impact fee funds have been collected for this purpose. Also without this additional
design level detail staff will not have the information necessary to inform the Chevron
development agreement or to plan for the Tank Farm Corridor east of Santa Fe.
2. The Council may choose to direct staff to proceed with design through a reimbursement
agreement with developers in the vicinity. However, staff does not recommend this as this
would involve agreements with multiple developers in the area for a relatively minor design
effort that can be more simply and efficiently managed by City staff.
