On behalf of the applicant, Covelop, and the project team at RRM and Peck Planning, we want to express our appreciation to the City staff who have approached this project with enthusiasm and constructive comments. The application has benefitted from the comments received at the cha- rette that was held earlier this year, and the several meetings that we have had with staff members and City Council members. The attached packet is intended as the official starting point for the project. The packet includes a project description, illustrative and descriptive graphics, circulation improvement details, a detailed quantitative summary of the project, a phasing plan, and an analysis of the project’s conformity with General Plan, Specific Plan and Community Design Guidelines policies and regulations. It also includes a fairly detailed quantitative analysis of the project’s conformity with recently minted Airport Land Use Plan. The purpose of this submittal is to get comments from the City on the necessary technical stud- ies that will be needed for the entitlements, additional information for the application, a determination of the scope and type of environmental review needed, and comments on the proposed design itself. We have already initiated several studies that we know we will need to evaluate the project ahead of formal submittal including a preliminary traffic operations assessment and VMT assessment; and up- dated bio report (although many of the mitigations called for in the original EIR have been or will soon be competed); a noise impact analysis; a air quality hazards assessment; and an updated Geotech and Phase 1 environmental report.
