5. COMMENT AND DISCUSSION
5.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST
Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua
provided the following update of upcoming projects:
HRC to begin thinking about goals and objectives to be achieved
for FY 2023-2024.
HRC was apprised that the Human Services Grant
Recommendations were approved by Council and that the Draft DEI
Strategic Plan Framework was presented to Council as well on May
2, 2023 and feedback was received, which will be incorporated.
HRC was apprised that the Office of DEI will participate for the very
first time at Pride Month by having a table and sharing information
to the community.
The DEI Manager announced that the City’s Mandatory Workplace
Harassment & Discrimination Prevention Training is not required for
unpaid advisory body members, so HRC members do not need to
attend.
The DEI Manager announced that we are in the process to receive
Requests for Quotes to establish a contract with a consultant that
will aid in the development of the DEI Strategic Plan .

RECOMMENDATION
Provide feedback about the Human Services Grant and the Diversity Equity Inclusion
High Impact Grant processes to improve future grant cycles.
BACKGROUND
The Human Relations Commission has been the advisory body in the City of San Luis
Obispo that administers and reviews the Human Services Grant (formally known as
Grants in Aid) and provides funding recommendations for City Council. Additionally, in
2022, the Human Relations Commission began administering the Diversity Equity
Inclusion High Impact Grant. With these two grants being a part of the 2023 -2025
workplan, a review of the grant processes is needed to ensure the success of the grant
program. Though the Human Relations Commissions is not involved with the application
process of the Community Development Block Grant, it is the advisory body that holds a
public hearing and votes on recommendations to go before Council.
NEXT STEPS
With the input from Commissioners on pre award, award, and post award, staff consider
the feedback as a greater review of the grant program is taking place.

RECOMMENDATION
Review and evaluate the Human Relations Commission 2022-23 Workplan and provide
feedback on the 2023-24 Draft W orkplan.
BACKGROUND
A workplan is necessary for the HRC as there are many tasks the commissioners are
responsible for and a workplan is needed to ensure agenda items are organized. The
workplan allows for anticipated items such as the various grant programs that reside in
the HRC as well as items related to the Major City Goals in the City of San Luis Obisp o.
The workplan also allows for Commissioners to bring forth important subject matters in
the community to the HRC. This workplan is what staff use to create the agenda packet
each month.
DISCUSSION
Determine what needs to be carried over into the 2023-24 workplan and draft the 2023-
24 workplan. This will be done by evaluating each item listed to determ ine if it was
accomplished, the reasoning if an agenda item was incomplete, and items to be
considered to continue in some capacity. Additionally, with the HRC vision statement,
Grant Programs, Major City Goals, DEI objectives, and other objectives of the HRC, draft
the 23-24 workplan.
NEXT STEPS
Staff will ensure Council liaisons are sent 2023-24 workplan to receive feedback, followed
by staff finalizing plan and presenting it to Commissioners on July 5, 2023, for a vote to
approve.
