Grant Process Review Item 4a Human Relations Commission Agenda Report For Agenda of: 6/7/2023 Item Number: 4a FROM: Nestor Veloz-Passalacqua, Diversity, Equity, and Inclusion Manager Phone Number: (805) 781-7073 E-mail: nveloz@slocity.org SUBJECT: GRANT PROCESS REVIEW RECOMMENDATION Provide feedback about the Human Services Grant and the Diversity Equity Inclusion High Impact Grant processes to improve future grant cycles. BACKGROUND The Human Relations Commission has been the advisory body in the City of San Luis Obispo that administers and reviews the Human Services Grant (formally known as Grants in Aid) and provides funding recommendations for City Council. Additionally, in 2022, the Human Relations Commission began administering the Diversity Equity Inclusion High Impact Grant. With these two grants being a part of the 2023 -2025 workplan, a review of the grant processes is needed to ensure the success of the grant program. Though the Human Relations Commissions is not involved with the application process of the Community Development Block Grant, it is the advisory body that holds a public hearing and votes on recommendations to go before Council. NEXT STEPS With the input from Commissioners on pre award, award, and post award, staff consider the feedback as a greater review of the grant program is taking place. ATTACHMENTS A - Grant Program Review Page 17 of 34 Page 18 of 34 Diversity Equity Inclusion Grant Program Review This will be used for discussion during the June HRC Meeting. We will be reviewing in 3 parts to best understand opportunities to strengthen different components of the process. It will be divided into: Pre-Award, Award, & Post Award. Pre-Award The pre-award stage involves everything that happens before the grant recipient is officially chosen/notified, including planning, application, and review process. 1. Development of funding criteria, finalizing application, finalizing timeline and communication plan 2. Collection of applications 3. Review of applications through subcommittee, City staff following up on any questions with application Page 19 of 34 Award The award stage is where the Grantmakers award the grant, work with awardees on final agreement, and award funds. 1. Subcommittee presentation to HRC, public hearing, and presentation to Council 2. Notification to all applications status of application and amount awarded. 3. Creation of contracts/agreements and distributing funds Page 20 of 34 Post-Award After the grant agreement has been signed and the funds have been disbursed, the post-award stage begins. This is the stage where the grantor and recipient work to ensure any expectations or requirements outlines in the agreement are being met. This stage includes implementation, monitoring, and closeout of the grant program. 1. HRC liaison assignments 2.
