As discussed in prior communications to the Planning Commission and the City Council , the Board believes this project achieves important goals for the Downtown Associatio n whose mission is first and foremost to create an economically viable busines s environment for its members as well as serve a variety of other functions for the entir e community, visitors and guests . By allowing this project to move forward, we engage in the process of determining an d • allowing for the best and highest use of our commercial center, encourage smart growt h concepts and basically, move forward in a practical manner . It's plain to see that th e music venue evolving through the efforts of industry professionals will be a boon to ou r community and put SLO on the map for yet another good reason . We are fortunate t o have the opportunity at hand to attract top name musical talent that appeals to all ag e groups and tastes . The people who are involved in this venture are mostly young , educated, local families who have a lot invested in this community and wish to provide a service . They have also proved they are responsible and willing to work with th e community to provide the best product . Further, the project will provide much-needed improvements to the creek area, which, i f one were to walk there today, appears shabby and blighted with the metal fences, boarde d up windows, trash and dark areas . Tourists visiting this holiday season won't b e impressed by what they see along the creek walk . Regarding the appeal, the Downtown Association previously submitted to the Counci l that most points in the appeal do not appear to be substantiated . Moreover, the Board also believes that Downtown is an evolving entity with a tremendous amount of energ y that provides not only Downtown's lifeblood but its opportunities . It's important t o understand that preservation of historic resources is a goal of the Downtown Association ; fossilization of Downtown as it stands at any given moment is not . In fact, the Mai n Street 4-Point program of downtown revitalization has successfully been utilized in downtowns across America for decades and while historic preservation is at its heart , • economic revitalization recognizes that in order to maintain your precious resources, you • have to create an environment that is active, energetic, financially attractive to investor s and businesses and has an organization in place to oversee all of those aspects, which i s what the Downtown Association, a veteran National and California Main Street program , has been doing since 1975 .
