Excavated soils suspected of containing petroleum hydrocarbons have been segregated and stockpiled at the City Corporation Yard on P,rado Road. On March 30, 2001, SECOR collected samples from two soil stockpiles. The stockpile of suspect soil was designated as Stockpile A and the pile considered uncontaminated was designated as Stockpile B. Two samples were collected from each stockpile. The samples collected from the suspect pile (Stockpile A) were intended to represent worst -case samples. On April 2, 2001, SECOR collected one sample of suspect soil that was excavated from Santa Rosa Station 1 +84 along the utility alignment. This sample was collected as a composite of the stockpiled soil. The analytical results of the three soil samples collected from suspect soils did not contain detectable concentrations of BTEX compounds. The two samples collected from Stockpile A on March 30, 2001 did not contain detectable total petroleum hydrocarbons (TPH). The sample collected on April 2, 2001 contained 11 milligrams per kilogram (also parts per million) TPH, which is well below the 100 part per million action limit observed by the City of San Luis Obispo Fire Department (SLOFD). The two samples collected from the stockpile considered to be uncontaminated did not contain detectable TPH or BTEX. The concentrations of total lead measured to date in the soil samples are within the range of naturally occurring levels and are well below the SLOFD action limit of 50 parts per million. Copies of laboratory reports and chain of custody forms are attached. Based on the analytical results obtained to date from the soil stockpiles at the Corporation Yard, the excavated soil is acceptably uncontaminated and is not subject to regulation or restrictions by the SLOFD. On arrival at the scene, vie determined that gasoline was being washed down the gutter from the Beacon Station at 174 Higuera. The (,%later Quality Control Board vias contacted and their agent advised us that under the circumstances that it would be okay to flush the remaining gasoline into the drainage system. According to Al Brawley, station manager, the spill was caused by the tank truck operator leaving his truck unattended during the filling of the station's tanks. The tank filled and by the time the driver was able to shut the fuel off, we extimate as much as fifty (50) gallons vias spilled on the ground. The station manager, unaware of laws prohibiting flushing flammable liquids into the street, creeks, or drains, used a garden hose to flush the spill into the street. The Fire Department has contacted the State Fire Marshal's office and has requested action against Al Ramos, the tank truck operator, of Hanford. I would like to bring to your attention the fact that San Luis Obispo Creek is considered a navigable water since it empties into the Pacific Ocean. This office was notified by the Department of Fish and Game on April 15th at 9:00 a.m. that a discharge occured at the Cuesta Service Station on April 14th at 3:40 p.m., which entered San Luis Obispo Creek. They stated that your department was the responding agency and that they had not received notification until approximately 6:30 p.m. April 14th. In the future, this office would greatly appreciate notification if a pollutant enters the creek, or if the possibility of a discharge exists so we may also respond and issue citations if necessary. Schlobohm, Fire Chief SUBJECT: Gasoline Leaks From Service Stations In accordance with a recent comment by Mayor Schwartz that a progress report on the various gasoline leaks discovered in the vicinity of Monterey Street would be appreciated by the City Council, the following information is provided in the event you feel that this would be of interest to them: 1. Monterey Street at Pepper - The "Economy" Service Station on the S.W. corner is owned by the Gulf Oil Company, which voluntarily replaced underground fuel tanks following tests on July 24, 1973 which indicated that one or more of the tanks, or the underground product piping, was losing fuel and was possibly the source of the presence of explosive gasoline vapors in the Monterey Street Sanitary Sewer at Pepper, Johnson, and Toro Streets. According to Gulf Oil Company Representatives, the tanks removed from this location were subsequently tested and were found to be free from leaks and satisfactorily passed pressure tests. At this time, therefore, there is no way to prove or disprove whether the cross -threaded connection on the fill opening, or other possibly leaking joints or connections to the tanks, pumps, or dispensers was responsible for the apparent loss of fuel during the tests made July 24th, or for the explosive concentrat- ions of flammable liquid vapors found to be present in sanitary sewer manholes at the three intersections mentioned. Although possibly explosive concentrations of flammable liquid vapors are still present at all three locations, readings are at lower levels only, and the absence of high concentrations of vapor at street level would seem to indicate that'the hazard to pedestrians or passing motorists is relatively small. 2. Monterey Street, County Garage, near Santa Rosa - The gasoline tank located underneath the concrete rloor o- �h-_ unt`' q?r'n_' was estimated to be lea i.ng fuel a- to rate o- one or tUo;o gallons per day. County officials responsible for maintenance Mr. D. Williamson Gasoline Leaks from Service Stations November 27, 1973 Page 2 and operation of service facilities at this location were very cooperative and complied quickly with Fire Department requests that the tank be emptied of fuel and removed from service. Rather than having the leaking tank physically removed, however, the Fire Department approved a county proposal to temporarily abandon the tank, fill it with water, and re -check the level each week to determine the exact amount of liquid lost per week. This tank will be physically removed at such time as the county garage is demolished or re -modelled. 3. Monterey Street at California Blvd. - The Mission Gulf Service Station on the N.W. corner of Monterey and California Blvd. was found on November 16, 1973 to be 'leaking gasoline into the storm sewer at this location. Two test holes were bored adjacent to the concrete box culvert on the side toward the under- ground tank location, and gasoline was discovered at the 6 foot level. Mr. Harry Kaplan (property owner) retained the Neilson Construction Company to uncover one of the product lines between the tank and pump islands. This line was found to have a number of large holes. Based on this discovery, the Fire Department requested that the owner replace all product lines at this time, since all have been in service for 17 years and failure to replace all lines could result in additional leaks at some future date. The owner agreed to the request, and the Neilson Construction Company is in the process of replacing all product lines and testing underground fuel tanks for possible leaks. Permit forms for installation of flammable liquid tanks at service stations have been revised and will be utilized as of November 28, 1973. (copies attached) 4. Monterey Street at Johnson Avenue - The Arco Service Station on the S.E. corner of Monterey Street and Johnson Avenue has been suspect for some time as a possible source of the intrusion of gasoline into the sanitary sewer on Monterey Street, but no proof exists at present that the condition of underground gasoline tanks and/or product piping is indeed responsible for the presence of hazardous concentrations of flammable liquid vapors consistently found in the sewer manhole Mr. D. Several weeks ago, the Gulf Oil Company obtained a City Permit to bore several test holes along Monterey Street. The test hole (6-89) on Monterey Street in front of the Arco Service Station was found to have liquid gasoline floating on the water, and the possibility that a gasoline leak exists at this location seems to now be a strong probability. In order to carry out the City's responsibility to provide citizens with an adequate level of safety from the hazards of fire and explosion, it is my recommendation that professional testing of the three underground gasoline tanks and product piping at the Arco Service Station at this location be ordered without delay. I would specifically recommend that the tests be performed by the Dialysis Company, 17151 Sherman Way, Van Nuys, California. Mr. NEILL related that he had parked his veh at the south curb in the 1200 blk of Monterey St, and had gone for a test-drive in &aother veh from they auto sales lot at that location, and during his absence, the veh had been involved in a fire. The cause of the fire was determined to be gasoline in the gutter of the 1.200 blk of Monterey fit, which had been pumped from the manhole located at the intersacntion of Monterey St and Johnson Ave by a Pacific Telephone and Telegraph crew, headquartered at 2135 Parker St, this 'city. A MR. Dwight STEVENS, wbo resides at 5020 Cslle Rios, in Rolling I Ills, 543-4143, had been in charge -3f the crew at the time of the fire. 4R. Stevens related that they were pumping water from the manhole, in order that they might get access to their underground cable at that location. He stated that all of a suden, that the small pump which they were using, ceased to function, and backfired, ac whic'► time it ignited gasoline, which they had apparently pumped from an art:, where it had settled within, the sewe-r system of San Luis Obispo city. The backfire caused they ignition of the fuel, which continued to run down tha 1200 blk of Monterrey St, in an ignited condition. Upon reaching the area where the owner of the above vehhad parked It caosedckmage to his tires on the right side of the veh, as well as paint daauage to the right side of the veh. City Fire Marshal Don Sylvia said today it is his opinion the gasoline, which testing has indicated is more than a year old, is from leaks found at the Cuesta Station at Monterey and Pepper streets and the Gulf Station at California Boulevard and Monterey in the summer of 1973. He said both leaks were repaired in 1973, and the gasoline which caused a minor above ground explosion last week, and has penetrated telephone company conduits, is old fuel. Meanwhile telephone service is ex- pected to be resumed late today to the area which had been cut off. Telephone company crews began stringing a temporary overhead line Wednesday, bypassing the Johnson Avenue and Monterey Street in- tersection where the damaged lines are. A consultant, touted 'as "world renowned" by fire officials, has been flown in from Chicago to advise the fire department and telephone company on ways to eliminate the gasoline. John Ainlay arrived in San Luis Obispo late Tuesday night and began testing the fuel Wednesday. Ainlay, who said his services are paid for by the Western Oil and Gas Association, said he estimates there are between 300 and 500 gallons of gasoline still in the ground, but it does not present any danger below the street surface. A pump has been installed about 100 feet east of the telephone company manhole where the gasoline was discovered and pumping operations to expel the fuel began this morning. Sylvia said special pumps have been brought in to separate' th4- gasoline from the water. He said the gasoline would probably be stored in drums and used for fire department training exercises in the future. Earlier this week the telephone company pumped out about 4,000 gallons of mixed gasoline and water and transported it to a special dump site at Casmallia. It cost about 50 cents per gallon to dispose of the liquid in addition to transportation casts. Park, Fire Marshal SUBJECT Gasoline Leak on Monterey Street Prior to my arrival as Fire Marshal to the City of San Luis Obispo, the City had a problem with gasoline appearing in the telephone vault at Monterey and Johnson. This later influenced the Fire Department, in cooperation with Gulf Oil and the telephone company, to run tests of the soil in the area between Johnson and Pepper on Monterey. As an outcome of their testing, they installed a drain line in front of the Cuesta Station down to a sump located near Johnson on Monterey. After my arrival as Fire Marshal, this was one of the first problems brought to my attention. It was my job to witness the test on the new piping that was being installed in the Cuesta Station in hopes of eliminating the leak. It was my opinion, at the time, that the test be applied not only to the new plumbing, but also to the existing tanks. The test consisted of measuring the fuel in the tank before and after the test to note any change in the liquid level. The test itself was five pounds of air pressure applied to the tank and plumbing. The results were as follows: Regular gasoline; time of test 0632 to 0755 hours. Liquid level before 55 inches, after 55 inches. Lost h pound, leak was found at the gauge and repaired, no loss afterward. Premium gasoline; time of test 0822 to 0919 hours. Liquid level before 52 inches, after 52 inches. No lead gasoline; time of test 0932 to 1047 hours. Liquid level before 50-7/8 inches, after 50-3/8 inches. There was a difference in the depth of the fuel, however, this could have been due to the fact that the gauge was hard to read as far as the eighth fractions. Even though we had an appreciable difference in the amount of depth of fuel, later in the report I think we will prove that this has no bearing on the problem. Memorandum 23 June 1976 Page 2 In the first part of May of this year, Bill Dugger, from our Department pumped 14 gallons of gasoline out of the hole after four days of draining. This month, after four days of draining, we were able to get 7h gallons of gasoline. This shows a drop of approximately 50% in the amount of fuel gathered from the sump hole in the last month. On 23 June 1976, I had a meeting with Mr. Henton of the telephone company. He seemed, still somewhat upset with the problem and stated that he wished to do more than just wait it out. I informed him that the Fire Department would be glad to cooperate in any new ideas or methods in securing an end to the gasoline problem. He showed me two reports that he received from Truesdale Laboratory in Los Angeles. Their report showed that they could not tell what brand of gasoline, however, they were able to tell that the grade was premium. I would like you to look back at the test results on the tank of the Cuesta Station. There was no leak of fuel or loss of air during the test on the premium tank which was held for just over an hour's time. In summary, I would like to state that everyone involved has done everything that they could do in order to eliminate this problem. We at the Fire Department would be more than glad to assist though, in any method or procedure that would bring this to a speedier end. The telephone company has expressed a possible desire to continue the soil testing in the area and examine the topography to check on possible rock formations that would help us determine the exact location of the leak or pocket of fuel, if one exists. Again, I assured them we would cooperate in any way possible. Upon arrival, we determined that the toilet was overflowing because City crews • were flushing the sewage system. However, there was an odor of gasoline and upon talking to the City crews at Monterey and Pepper, they confirmed that they also noticed gasoline in the sewer. The sewer in question runs from near the property line between Karleskint-Crum and the service station and as such, gasoline must be entering at some point in that block of Monterey between California and Pepper. The City crews, under Myron Torik, advised me that they would thoroughly flush that line and I suggested that we check the main hole at Monterey and Pepper the first part of this next week to see if any additional gasoline was entering the pipe. Mr. Dewar and the Gulf Representative re- quested that they be allowed to pressure test the storage tanks while still containing gasoline. They further claimed that it would take several days to pump the gasoline from these tanks. I emphatically denied their request to pressurize the storage tanks while containing gasoline and explained that if the leak does in fact come from one of the tanks, any pressuri- zing will either; 1) Force a larger quantity of gasoline into the ground and thereby to the sewer systems, and; 2) Might also cause a major rupture of the tank causing a totally uncontrollable large loss of gasoline intq the under- ground stratas. I further attempted to explain my opinion as to the potential liabilities that might be incurred by their actions in this matter, and informed them that it was my understanding that equipment is MEMORANDUM 25 July 1973 Page 2 available to pump these tanks in one or two hours time. I related Inspector Alstots order that the tanks will be pumped dry without further d c1_ay, but that they could immediately begin pressure tests of product piping as long as it did not pressurize tanks. Received a call about an hour later that a truck had been arranged for from Santa Maria that would pump the tanks dry in about one (1) or two (2) hours. Fire Department Representatives are working with all properties within this immediate area having known on -site storage or use of gasoline in an attempt to locate the source of the leak. Other personnel are periodically washing down the sewer and storm drain, and twice a day all buildings served by this section of drainage system are inspected for possible explosive concentrations of gasoline fumes. At this time I believe the following steps should be taken without delay; 1. A otan., by truck immediately began pumping all product from the involved tank - expected completion, approximately 1500 hours this date. I advised Mr. Dewar that it woula be necessary for him, immediately upon emptying the tank, to drop 200 lbs. of dry ice into the tank and completely purge it with CO2 to remove all residual gas fumes, and securely capb I called City Engineer Romero to the scene, showed him the location of the involved tank, and requested that he take all appropriate steps Possible to reduce or eliminate further gasoline intrusion at Monterey Street., Inspector Alstot was left at the scene with instructions t directly witness the total removal of all flammable liquids and combustible vapors from the involved tank. Mr. Dewar was further advised that it was my opinion that as a result of our relatively recent history of product storage and delivery system failures at this facility, the condition of all underground storage tanks is immediately suspect. Mr. Dewar agreed. Further action in this respect appears appropriate, and necessary, I would strongly r ec osmnend that the fo l lowing actions be continued by our department until such a time as all gasoline vapor readings are eliminated in the area of concern; 1. Deluge flushing of the sewer main. Continue, 24 hours a day as necessary, to keep the vapor readings at a safe level below the lower explosive limit of gasoline. At the present time, both the vapor readings and deluge flushing are being done by our people using the Public Works Dept. detector and the hydrant at the corner of Monterey and Pepper Streets 2. Vapor readings at all interior terminals of buildings served by the involved sewer line be continued on a twice -a -day basis as long as vapors are present in street manholes. All building occupants should be advised each time that it is extremely important to maintain adequate water levels in all "P" traps of these buildings. 3.
