The survey is open until May 10. The various park options were reviewed in detail. Two concept options were presented for the Community Park (11.25 acres). Two concept options presented for Linear Park (1.16 acres). One option was presented for the Pocket Park (0.2 acres). d. Commission comments: Toni Kincaid: Preferred Option 2 with more parking. Linear Park - No picnic area. More parking. Pocket Park needs a water station. Kari Dupperon: Pocket Park - Small tables needed for chess or other activities. Linear Park - What is the demand for a Community Garden? Community Park - option 2 is preferred. Also, a special needs playground area. Director Avakian: Special needs playground areas are being addressed moving forward and are identified in the Parks & Rec Blueprint (master plan). Commissioner Roudebush: Community Park option 2 is preferred. Playground accessibility needs to be considered. Linear Park - More parking is needed, especially for those using the garden plots. Commissioner Stowe: Community Park option 2 is preferred. Six pickle ball courts and bike pump tracks are good. Linear Park - Option 1 is preferred with modifications. More garden plots. Pocket Park - Great design, add more tables. Commissioner Blair: Linear Park - More parking and more dog space. Pocket Park - very good, perhaps more tables. Community Park - Basketball courts near the street is a concern. Option 2 parking is good with some adjustments. A stage or performance area would be great. Linear Park - I really like the picnic area and engagement activities. Pocket Park - adding water station is good. Art and art installation could be added. Community engagement in participation of creation. Parks and Recreation Committee DRAFT Minutes May 3, 2023 4 | P a g e Chair Spector: A family friendly theme for all the parks. Central focal areas are needed in all the parks. Parking is very important. More trees. More seating. Multi-use areas for a variety of events are needed. Dog park should be bigger if possible. Pickleball court areas could be adjusted/modified. A gazebo/stage area should be included. Fencing options need to be discussed and looked at as part of the plan. Including art of some sort would be good. Community garden quantity should be discussed further. Bike path details are also important. Chair Spector: Commission final comments? Could Park Maintenance review these plans as they will be maintaining the areas? Also, a water station at pocket park is necessary. Director Avakian: Thank you Commission for your commitment and attention to these plans and goals. Avila Ranch (park system) is coming (soon) and will have a lot of these same amenities. Accessibility means many things for our community. Transit, connectivity, and art is part of the blueprint. Noise and lights are things we always consider in the design. Even sports noise is considered. Lighting regulations and proximity to neighborhoods must be considered as there is a surrounding neighborhood. Parks Maintenance is part of the planning process and design group. Chair Spector: Shuttle busses to park events could be possible. Erica Long: We have met with Parks Maintenance. Skating (roller) areas have also been proposed. Could be dual purpose with Pickleball or Tennis. Commissioner Spector: There is value in a multi-use mind set for reviewing the options. Commissioner Dupperon: Various basket heights are needed for different age groups. Commissioner Roudebush: Lighting considerations. No later than 9 pm. Lower field lighting may not be needed. Commissioner Blair: Need lighting for sports courts (tennis, pickleball, basketball). Director Avakian: Lighting timelines can be adjusted with technology (e.g, 8pm, 9pm). Final review of the proposed layouts (Attachment A) for the Community Park, Linear Park, and Pocket Park in the Orcutt Area / Righetti Ranch Park project. 2. Provide any additional direction to Staff on the conceptual layouts to proceed to construction documents. DISCUSSION Background The Orcutt Area is in the south-eastern portion of San Luis Obispo and includes subdivisions such as Righetti Ranch, Bullock Ranch, Taylor Ranch, Vinifera, Jones Ranch, and Vintage Apartments. The boundaries include Orcutt Road, Tank Farm Road and the Union Pacific Railroad. The plans for this area include three new parks – 11.25-acre community park (at Tiburon Way and Ranch House Road), 1.16-acre linear park (Tiburon Way and Righetti Ranch Road), and 0.2-acre pocket park (Twin Creek Road and Righetti Ranch Road). This comprehensive park system is required by the conditions of approval of the Orcutt Area Specific Plan and the Righetti Ranch Development. These parks were originally planned with the development and conceptual designs were created in 2016. Due to the recently implemented Parks and Recreation Blueprint for the Future: 2021-2041 (master plan) the consultant updated the conceptual designs to meet the recreational needs of the residents living in the community and the City as a whole. The current project scope is to design and build three new parks based on the recommendations from the public, staff, and the Parks and Recreation Commission. Amenities currently included in the Linear Park conceptual layouts are a small parking area, garden plots, compost area, locked storage shed, hydration station, two fenced dog areas, and a shaded seating area. The Community Park conceptual design includes parking lots, tennis courts, pickleball courts, basketball courts, playground equipment (0-5 ages and 5-12 ages), restroom, hydration stations, shaded seating, BBQ/picnic area, bike and walking paths, soccer fields, bike pump track, pedestrian bridges to park amenities, and possible future expansion of a dirt bicycle skills trail. The Pocket Park amenities include seating, lawn area, a table, and landscape for butterflies. Meeting Date: June 14, 2023 Item Number: #2 Orcutt Area/Righetti Ranch Parks Project Page 2 The City is working with RRM Design Group to design the parks. RRM Design Group created conceptual layouts based on the Parks and Recreation Blueprint for the Future: 2021-2041 and community feedback. Public Outreach The public’s input about its parks and park amenities is a critical foundational step that staff facilitates with all projects in parks. City staff conducted an in-person Open House at the Ludwick Community Center on April 11, 2023 attended by approximately 200 community members, as well as promoted an online survey from April 2023 through May 2023 to receive community input on the project components for the design with over 1,000 responses. Previous Parks and Recreation Commission Meeting On May 3, 2023, staff presented an overview of the public engagement process for three new parks in Orcutt Area / Righetti Ranch neighborhood and two conceptual layouts for the Community and Linear Parks and one conceptual layout for the Pocket Park to the Parks and Recreation Commission and the public. Staff received feedback from the commission and the public on the preferred layouts and features to include in the final design. Staff used input from the meeting to update the design features and produce one revised layout for each park. The revised layout for the Community Park incorporates two parking lots (133 parking spaces), two restrooms, two tennis courts (lighted), eight pickleball courts (lighted), two basketball courts (lighted), playground equipment (2-5 ages and 5-12 ages), four hydration stations, shaded seating, BBQ/picnic area, bike and walking paths, two soccer fields, a bike pump track, pedestrian bridges to park amenities, two bocce courts, and possible future expansion of a dirt bicycle skills trail. The revised layout for the Linear Park incorporates fifteen garden plots, two fenced dog areas, picnic tables, a compost area, a maintenance shed, hydration station, and an expanded parking lot (22 parking spaces). The revised layout for the Pocket Park includes tables, benches, and a hydration station. PARKS AND RECREATION COMMISSION CONSIDERATION / NEXT STEPS The Parks and Recreation Commission purview is to review and make recommendations for changes which could have an impact on the City’s parks and park facilities. Staff reviewed all feedback from both public outreach events, survey responses, community submitted comments via email, and PRC recommendations and feedback from April and May meetings. This feedback was synthesized, and staff worked directly with RRM Design to produce the revised layouts. ATTACHMENTS A. Community Park, Linear Park and Pocket Park Conceptual Layouts and Renderings
