Zoom participation will not be supported. For those attending in-person, City facilities will be at limited capacity and masks are strongly recommended. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Public Comment during the meeting: Meetings have returned to an in-person format. To provide public comment during the meeting, you must be present in the Council Hearing Room. Although the Committee will not take action on items presented during the Public Comment Period, the Chair may direct staff to place an item on a future agenda for discussion. 3.CONSENT Matters appearing on the Consent Calendar are expected to be non- controversial and will be acted upon at one time. A member of the public may request the Tree Committee to pull an item for discussion. The public may comment on any and all items on the Consent Agenda within the three-minute time limit. 3.a CONSIDERATION OF MINUTES - APRIL 24, 2023 TREE COMMITTEE MINUTES 5 Recommendation: To approve the Tree Committee Minutes of April 24, 2023. 4.TREE REMOVAL APPLICATION 4.a 1150 LAUREL LANE TREE REMOVAL APPLICATION 9 Recommendation: Review a Tree Removal Application to remove (3) Eucalyptus, (13) Pine, (1) Redwood, (2) Ash, and (1) unknown tree located at 1150 Laurel Lane and provide a recommendation to the Community Development Director. 4.b 1460 MADONNA ROAD TREE REMOVAL APPLICATION 25 Recommendation: Review a Tree Removal Application to remove one (1) Sweetgum (Liquidambar styraciflua) tree located at 1460 Madonna Road. 5.COMMENT AND DISCUSSION 5.a ARBORIST REPORT Receive a brief update from Acting City Arborist Anthony Whipple. 6.ADJOURNMENT The next Regular Meeting of the Tree Committee meeting is scheduled for July 24, 2023 at 5:30 p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo. CALL TO ORDER A Regular Meeting of the San Luis Obispo Tree Committee was called to order on April 24, 2023, at 5:30 p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo, by Chair Canella. 2. ELECTION OF CHAIR AND VICE CHAIR As required by the Tree Committee Bylaws, the Tree Committee held the annual election of Chair and Vice Chair to a one-year term. Motion By Member Rosten Second By Member Bate Elect Elizabeth Lucas to the position of Chair for a one-year term. TREE REMOVAL APPLICATION 5.a 1326 HIGUERA STREET TREE REMOVAL APPLICATION Acting City Arborist Anthony Whipple presented the staff report. Applicant representative, Marc Brazil (Stalwork, Inc.), provided an overview of the site conditions as shown in the project application, along with recent related expenditures due to those conditions, and responded to committee inquiries. Chair Lucas opened the Public Hearing. Public Comments: None --End of Public Comment-- Chair Lucas closed the Public Hearing Motion By Member Rosten Second By Vice Chair Parker Recommend the Community Development Director approve the Tree Removal Application to remove one (1) Camphor (Cinnamomum camphora) and six (6) Brazilian Pepper (Schinus terebinthifolia) trees at 1326 Higuera Street; and replanting as detailed in the "1326 Higuera Street Replanting Plan" as submitted with the Tree Removal Application (Install seven (7) 24" box Lagerstroemia 'Tuscarora' Standard form, with six being planted along the sidewalk frontage, between the existing fence and low retaining wall, and the seventh being planted inside the fenced yard.) Applicant representative, Bob Hill (Arbor First), reviewed tree failures in the vicinity, safety concerns, mitigation efforts performed to -date, and responded to questions raised by the Committee. Chair Lucas opened the Public Hearing Public Comments: None --End of Public Comment-- Chair Lucas closed the Public Hearing Motion By Member Canella Second By Member Rosten Recommend the Community Development Director approve the Tree Removal Application to remove one (1) Eucalyptus Ceniea tree at 55 Broad Street with compensatory replanting of two (2) Coast Life Oaks, 24" box size, at the same location. COMMENT AND DISCUSSION 6.a ARBORIST REPORT Acting City Arborist Anthony Whipple noted that the Community Development Director upheld the Committee's recommendations for:  64 La Entrada  439 Branch Street Deputy Director Public Works - Maintenance Operations, Greg Cruce, provided the Committee with an update on the Community Forest Strategic Plan, City Urban Forestry staffing, and further research plans concerning the City's Tree Ordinance compensatory re-planting requirement. 7.
