CALL TO ORDER A Regular Meeting of the San Luis Obispo Tree Committee was called to order on April 24, 2023, at 5:30 p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo, by Chair Canella. 2. ELECTION OF CHAIR AND VICE CHAIR As required by the Tree Committee Bylaws, the Tree Committee held the annual election of Chair and Vice Chair to a one-year term. Motion By Member Rosten Second By Member Bate Elect Elizabeth Lucas to the position of Chair for a one-year term. Ayes (6): Members Bate, Member Bonifas, Parker, Rosten, Vice Chair Lucas, and Chair Canella CARRIED (6 to 0) Motion By Member Rosten Second By Member Bate Elect Ben Parker to the position of Vice Chair for a one-year term. CONSENT 4.a CONSIDERATION OF MINUTES - MARCH 27, 2023 TREE COMMITTEE MINUTES Motion By Member Bate Second By Member Canella Approve the Tree Committee Minutes of March 27, 2023. CARRIED (6 to 0) 5. TREE REMOVAL APPLICATION 5.a 1326 HIGUERA STREET TREE REMOVAL APPLICATION Acting City Arborist Anthony Whipple presented the staff report. Applicant representative, Marc Brazil (Stalwork, Inc.), provided an overview of the site conditions as shown in the project application, along with recent related expenditures due to those conditions, and responded to committee inquiries. Chair Lucas opened the Public Hearing. Public Comments: None --End of Public Comment-- Chair Lucas closed the Public Hearing Motion By Member Rosten Second By Vice Chair Parker Recommend the Community Development Director approve the Tree Removal Application to remove one (1) Camphor (Cinnamomum camphora) and six (6) Brazilian Pepper (Schinus terebinthifolia) trees at 1326 Higuera Street; and replanting as detailed in the "1326 Higuera Street Replanting Plan" as submitted with the Tree Removal Application (Install seven (7) 24" box Lagerstroemia 'Tuscarora' Standard form, with six being planted along the sidewalk frontage, between the existing fence and low retaining wall, and the seventh being planted inside the fenced yard.) Page 6 of 41 3 Ayes (6): Members Bate, Bonifas, Canella, Rosten, Vice Chair Parker, and Chair Lucas CARRIED (6 to 0) 5.b 55 BROAD STREET TREE REMOVAL APPLICATION Acting City Arborist Anthony Whipple presented the staff report and responded to Committee inquiries. Applicant representative, Bob Hill (Arbor First), reviewed tree failures in the vicinity, safety concerns, mitigation efforts performed to -date, and responded to questions raised by the Committee. Chair Lucas opened the Public Hearing Public Comments: None --End of Public Comment-- Chair Lucas closed the Public Hearing Motion By Member Canella Second By Member Rosten Recommend the Community Development Director approve the Tree Removal Application to remove one (1) Eucalyptus Ceniea tree at 55 Broad Street with compensatory replanting of two (2) Coast Life Oaks, 24" box size, at the same location. Ayes (6): Members Bate, Bonifas, Canella, Rosten, Vice Chair Parker, and Chair Lucas CARRIED (6 to 0) Page 7 of 41 4 6. COMMENT AND DISCUSSION 6.a ARBORIST REPORT Acting City Arborist Anthony Whipple noted that the Community Development Director upheld the Committee's recommendations for:  64 La Entrada  439 Branch Street Deputy Director Public Works - Maintenance Operations, Greg Cruce, provided the Committee with an update on the Community Forest Strategic Plan, City Urban Forestry staffing, and further research plans concerning the City's Tree Ordinance compensatory re-planting requirement. 7.
