COUNCIL COMPENSATION COMMITTEE

I. CALL TO ORDER: Chair Penny Rappa called the meeting to order at 12 :00

III. MINUTES:
Moved by Rademaker/Marx to approve the minutes of Monday, February 2, 1998 as
submitted; unanimous.
IV. COUNCIL COMPENSATION:
The Committee considered the packet of materials provided by staff. Personnel Director
Slate presented Consumer Price Index figures back to 1995:

The Committee discussed the distinction made between out -of -county expenses and in -
county expenses under Section 3. Professional Development and Education and under
Section 4. City Business and Mileage Reimbursement of the resolution. The Committee
directed staff to make a "note" to Council in the staff report stating that they recognize
that not all travel funds have been spent and that the Committee encourages Council to
participate in professional development and educational opportunities.
Moved by Rademaker/Marx to make the following changes to the draft resolution:
Section 2. should read, "The City shall contribute $420 per month toward the Mayor and
Council members participation in PEMCHA, dental, vision, and life insurance.

Section 3.A. should read, "Said allowance shall be reimbursed in accordance with
accepted City Travel Guidelines."
Section 3.D..should show "C." as strikeout.
Section 4.A. should read, "Said allowance shall be used for expenses including all meals,
tickets, periodicals, dues, subscriptions, and similar miscellaneous expenses."
Section 4:B. should read, "For official travel, reimbursement shall be made upon
submittal of an official mileage expense form."; unanimous.
The committee discussed whether to raise the Mayor and Council Member salaries.
Committee Member Marcy Villa noted for the record that she would like to see the
Council salary and benefits remain as currently written. She left the meeting at 1:00 p.m.
After further discussion, moved by Marx/Rademaker to recommend the Mayor salary be
increased to $1,100 and the Council Member salary be increased to $900 in the draft
resolution; unanimous.
Staff will provide the Committee with a revised draft resolution highlighting changes
made, and a draft Council Agenda Report, including a paragraph encouraging
participation by the Council in educational opportunities.
V. PUBLIC COMMENT:
There were no speakers.
VI. ADJOURNMENT:
Chair Penny Rappa adjourned the meeting at 1:15 p.m. to Monday, March 9, 1998 at 12
Noon, Planning Conference Room, 990 Palm St., San Luis Obispo.
