COUNCIL COMPENSATION COMMITTEE
MONDAY, FEBRUARY 2,1998,12:00 P.M.

I. CALL TO ORDER: 12:00 p.m.

City C1erk.8onnie Gawf administered the Oath of Office to the Committee members. " -
III. INTRODUCTIONS:
Committee members and staff were introduced.
IV. SELECTION OF OFFICERS:
Moved by Marx/Ready to appoint Penny Rappa Chair of the Council Compensation
Committee; unanimous.
Moved by Ready/Villa to appoint Pierre Rademaker Vice Chair of the Council
Compensation Committee; unanimous.
V. COMMITTEE OPERATING PROCEDURE:
City Clerk Gawf gave a brief overview of the Brown Act, stating that this Committee
must abide by the noticing requirements.
The Committee set dates for future meetings: February 23 at Noon, and March 9 at
Noon.
VI. COMMITTEE TASKS AND AREAS OF REVIEW:
Personnel DirectorAnn Slate introduced the strategy for reviewing the full Council
compensation package. The review should include but not be limited to: 1)
compensation of Council and Mayors of cities of similar population/budget size; 2)
compensation practices of both Charter and General Law Cities 3) Government Code
provisions for General Law cities; 4) Council and Mayor responsibilities in San Luis

Obispo at the time of the committee's review; and, 5) any structural changes that may
have occurred in municipal government either as a result of State legislation or by actions
of the local electorate which.may have added to or deducted from the duties and
responsibilities of the Council and/or Mayor (Res. 6587).
The Committee reviewed the summary of compensation and benefits chart provided by
staff. It was decided that staff should provide a. comparison survey for the following
cities: Camarillo, Davis, Monterey, Napa, Palm Springs, Petaluma, San Juan Capistrano,
Santa Barbara, Santa Cruz, and Santa Maria.. The Committee members clarified that, this
survey will contain such factors as budget, economy, tourism, housing costs, day vs night
population, committee/board activity of Mayor/Council members, whether the office of
Mayor is elected or rotational, other Mayor/Council responsibilities and duties.
Staff was directed to provide the Committee with the following information prior to the
next meeting: the detailed survey from the ten selected cities mentioned above; Council
compensation packages from these cities; an estimate of the activities of and time spent .
by Mayor/Council on City business; Consumer.Price Index for 1989 and 1998 to compare
cost of living; the current Council budget; and an estimate of conference costs; resolution
language regarding Channel Counties meetings; resolution language changing the date for
Council Compensation Committee formation from January 1 to January 31.

There were no speakers.
VIII. ADJOURNMENT:
Chairperson Rappa adjourned the meeting at 1:45 p.m. to Monday, February 23, 1998 at
12 Noon, at City Hall, 990 Palm St., San Luis Obispo.
