Status at: Kaiser Sand & Gravel, 131 Suburban Road, San Luis Obispo
A review of the facility UST file and/or a site inspection of the above facility
indicates that the UST system is not in compliance with the December 22,
1998 upgrade requirements and, unless upgraded or replaced, will not be
certified to receive fuel after January 1, 1999.
Please contact our office as soon as possible to let us know what your plans
are for UST upgrading, replacement or closure (removal).

SUBJECT: UPGRADING UNDERGROUND STORAGE TANKS (UST) BY 1998
RE: 131 SUBURBAN ROAD, SAN LUIS OBISPO
Our Department wishes to remind you that the California Code of
Regulations, Title 23 requires the upgrading of many older UST
systems by December 22, 1998. At this time there are no provisions
to extend this date and UST systems, which must be upgraded but
fail to do so, will be required to cease operation and begin
closure.
Please review the enclosed brochures titled "Upgrading Underground
Storage Tanks by 1998" and "Don't Wait Until It's Too Late". Our
Department believes that the time to begin the project to upgrade
your UST system is now!
If you have any questions regarding the UST upgrading requirements,

MONITORING PLAN

GENERAL INFORMATION
The San Luis Obispo facility of Kaiser Sand & Gravel

The person responsible for any releases or leaks is Ron Sanders, 131 Suburban Road,
San Luis Obispo, CA 93401, Telephone 805+543-8100.
TANK TESTING AND MONITORING PROGRAM
The 10,000 gallon diesel tank was Petro-Tite tested on October 10, 1985. The tank
showed no leakage. It was tested by R. W. Williams, Inc., Santa Maria, CA. Please
see attached copies of the tank test results.
The underground diesel tank will be monitored in accordance with Alternative No. 5
of Table 4.1, Section 2641, Title 23, California Administrative Code. Using an
approved meter for tank inputs and withdrawals, a totalizer reading will be recon-
ciled or compared to the daily tank sticking measurements for accuracy. If the
discrepancy between the totalizer reading and tank sticking exceeds the allowable
measurement error (75 gallons + 0.0015 X throughput), the Plant Manager will thor-
oughly investigate the problem. Any unauthorized releases or leaks will be reported
to the Department of Public Health in San Luis Obispo.
A copy of September 1986 daily inventory reconciliation statement is attached for
use as a reference example.
In complying with Alternative No. 5's monitoring requirements, the underground
tank will be tested annually for leakage.

Dear Gay:
As a follow-up to our permit application for a 10,000 gallon underground
.�j diesel tank at the San Luis Obispo plant, please find enclosed a copy of
the tank test results and a monitoring plan. Since the depth of the ground-
water is less than 20 feet, we propose to use two groundwater monitoring
y wells (Alternative No. 4, Title 23, Sec. 2610 of the California Administra-
�. � ` �ive Code) to monitor the diesel tank. Once the wells are installed, we
will obtain water samples every month and visually check them for fuel
products.
�yVtiJ � .
q&I0 If this proposal meets with your approval, we can begin installation of
the wells. Please let me know if there are additional requirements.
�;We will be monitoring the 6000 gallon diesel tank at our Atascadero Plant
with the Genelco Soil Sentry System. The system is an electronic device
that continuously monitors for fuel vapor in the soil. This method should
.> e satisfy the requirements of Alternative No. 3. If this method meets your
approval, I will contact a contractor in the area to install the device.
` Currently, we have two underground diesel tanks at our Santa Margarita
Plant. The 20,000 gallon diesel tank by the Asphalt Plant is being moni-
tored with four groundwater wells as per our agreement with the Regional
Water Quality Control Board at San Luis Obispo. We propose to monitor the
10,000 gallon diesel tank in the quarry with the Genelco Soil Sentry System
to fulfill the requirements of Alternative No. 3.
I have enclosed a copy of the precision tank test results for the 10,000
gallon diesel tank at San Luis Obispo. I will send copies of the tank
test results for the 6000 gallon diesel tank at Atascadero and the 10,000
gallon diesel tank at Santa Margarita. We could not test the 20,000 gal-
lon diesel tank at Santa Margarita because of its construction.

San Luis Obispo County., Also, please find enclosed a check for $820.00.
This amount is the application fee for one underground tank at Atascadero,
one underground tank at San Luis Obispo, and two underground tanks at Santa
Margarita.
At this time, we are in the process of deciding upon a monitoring alternative
for each of our underground tanks. We should be submitting a monitoring plan
and a plot plan for our facilities shortly.
