This is not a permit to operate. 2. Permit shall be shown upon request to this Department, County Air Pollution Control District, State Regional Water Board or any representative of local Fire, Building, Planning P:lEH1EH_Con1mon\DOCUMENT�Aaron\AST REMOVAL1131 Suburban Rd., SLO closure permit.doc 6-Jun-06 or Police jurisdiction. 3. Owner, contractor, employees and agents shall comply with all Federal, State and local laws, ordinances, regulations and enactments. This -permit-doesnot-supersede-thgrequirements-of-Uniform-Fire and Building Col� perm its required by the local agency having jurisdiction. 5. This permit may be suspended or revoked by this Department for sufficient cause. 6. Department staff must be present during the tank closure. A 48-hour notice shall be given before inspection. 7. Tanks must be cleaned to achieve a zero Lower Explosive Limit (LEL) with a 20.8 % oxygen level within the interior and then must be inerted to be hauled as non -hazardous. 8. All soil and groundwater samples must be collected by a certified technician under the supervision by this Department and analyzed by a state certified laboratory in the analyses of hazardous waste. 9. The entire AST system must be left intact for inspection prior to removal. 10. The soil and backfill removed must be properly field screened prior to stock -piling contaminated soil. The procedure must be approved by this office. 11. The environment must be protected from contaminated stock -piled soil. Contaminated stock -piled soil must be placed on and sealed from rain water by the use of durable impermeable plastic. 12. A soil stock -pile sampling procedure must be approved by this office. 13. The soil sampling beneath the AST system shall be collected according to Title 23 and shall be sampled where any contamination is suspected. 14. The disposal or recycling facility for contaminated soil must be approved prior to removal of soil offsite. 15.
