HomeMy WebLinkAbout2021-12-13 2600 Broad No Further Action LtrFire Department �. 2160 Santa Barbara Avenue, San Luis Obispo, CA 93401-5240 805.781,7380 December 13, 2021 SLO Broad Holdings, LLC ATTN: Helios Dayspring, William Syzmczak & Patrick Girgis 998 Huston Street Grover Beach, CA 93433 FIRE DEPARTMENT REVIEW OF SOIL INVESTIGATION AND REMOVAL AT 2600/2640 BROAD ST, SAN LUIS OBISPO, CA: APN 004-925-036 The City of San Luis Obispo Fire Department has reviewed the report titled Closure Report, Diesel Tank & Contaminated Soil Removal, 2600 Broad St, San Luis Obispo, CA (Rev.3) prepared by Buena Resources, Inc. on December 11, 2021. We make the following conclusions and determinations based on our review: • An approximate 4'-diameter by 8'-long cement -filled underground storage tank (UST) believed to have once stored diesel fuel was found and removed. Hydrocarbon -impacted soil discovered during the tank excavation was removed and disposed of at a Class I landfill under hazardous waste manifest. Confirmation soil samples collected from the sidewalls and bottom of the resulting approximate 8'x8'x8' excavation indicated Contaminates of Concern (COCs), including Total Petroleum Hydrocarbons as gasoline, diesel, and motor oil (TPHg,d,o), Volatile Organic Compounds (VOCs), and CAM17 metals, were below San Francisco Bay Regional Water Quality Control Board (SFBRWQCB) Tier 1 Soil Environmental Screening Levels (ESLs). • Additional impacted soil was discovered during construction of a 3' deep trench for the installation of a fire water line. Half of the trench contained brick and other debris and was designated "Sump Trench". Initial soil sampling indicated elevated levels of chromium, lead, and nickel. With the singular exception of the "Sump Trench West Wall Sample" collected on 4/6/2021 which indicated lead at 380 mg/kg above the ESL of 320 mg/kg (non -cancer hazard), confirmation soil samples after additional excavation indicated concentrations of heavy metals well below SFBRWQCB Commercial/Industrial Shallow Exposure ESLs. • During excavation work on the trench, an adjacent concrete slab was uncovered, sampled, and removed. The concrete slab, along with tiles found within the excavation, was sampled for asbestos with all results indicating asbestos was not present in the material. Additional hydrocarbon -impacted soil was discovered underneath the concrete slab and was removed. Confirmation soil samples collected from 12' at the bottom of the concrete slab excavation indicated concentrations of COCs below Commercial/Industrial Shallow Exposure ESLs. • Groundwater was not sampled during soil removal activities. • The site is being redeveloped into a commercial cannabis retail facility. The excavation areas noted above have been backfilled, paved, and will be utilized as a parking lot. Based on the review of the above information, no further action is required at this time contingent upon the existing designated land use as commercial/industrial and the information provided in the listed report is accurate and representative of site conditions. Further action will be required if hazardous materials/waste that impact soil or groundwater are discovered on site or the property is redeveloped. Action required by this department may include, but is not limited to, a review by this department, additional investigation, mitigation or remedial action, groundwater sampling, feasibility study and human health risk assessment.
