Please see attached for an electronic version of the comparison sheet between the current proposal
and the entitled plans (which match the plans that were ultimately approved for building permit).
Also attached, for convenience, is the project description w/ chart comparison that was included in
the Modification application. FYI, we listed 53,000 s.f. building area in graphic comparison sheet (vs
54,000 in the project description) because we’ve made further refinements since the original
application.

Hi Walter,
Please see attached for the exhibit we created to show the grades on either side of the wall. The
grades along the 101 freeway is approximately 12’ higher than the grades at the Motel Inn site. The
exhibit includes views from the highway depicting what will appear to be a +/-4’ tall wall (once you
consider the grade differences). There is also significant, dense foliage between the wall and
highway that will further obscure the wall.
See also an updated acoustical report from 45bB which demonstrated that the 8' sound wall would
not be effective - a minimum of 12' is needed to reduce noise and the flexibility to go as high as 16'
will help reduce freeway visibility from the project site. The revised design of the project, guided by
the CHC, relies on a higher paying guest. To ensure a great guest experience, a sound wall is required
to reduce noise coming from the freeway. In addition to actually blocking the noise, having a wall
that blocks the view of passing cars will also add to the higher expected guest experience.
Realistically, the wall may fluctuate between 12' and 16' as the elevation of the freeway changes
relative to the site elevation.
We believe the site characteristics including the grade change, dense planting and adherence to a
design program per CHC guidance should allow for the wall height exception. A standard height wall
would be impractical is it would not be an effective sound barrier.

Hello Ariana,
I’ve got a question from one of the Commissioners regarding the noise wall, and was
hoping you could provide some preliminary helpful information for my email response back,
as well as some added preparation to be able to more fully explain some of it at the hearing
itself.
The Commissioner is concerned that there didn’t appear to be direct justification provided
for a taller wall here, and I can see his point, that our finding for a wall height exception
cites “site characteristics” that make adherence to the normal height standard impractical,
but doesn’t describe those characteristics, for example. This is partly down to my last-hour
discovery that that the additional height had to be explicitly identified as an exception,
without much time to craft a relevant finding.
Can you refresh and augment my memory as to why an 8-foot wall would not be practical
here? I’d like to give him a quick response and offer to beef up the finding at the hearing.
And, if you could make sure that you have among your presentation materials some items
that help illustrate the need for the taller wall. I imagine this has to do with the topography at
the site boundary, i.e. how the freeway (the noise source) relates to the subject property,
that an 8-foot wall would not provide the “cut-off” needed to attenuate the freeway noise,
but I’ll let you fill in the details here.
Thanks for any help you can give on this. Also happy to discuss “in person” (i.e. a Teams
call). I kind of dread all this last-minute scramble, but it seems inevitable to some degree,
particularly when folks have these questions the morning of the hearing …

Hi Walter,
Your thinking of brevity here does make sense. I just recall a sound wall installed on the I680
in Walnut Creek around 2000 that insulated houses very near it, but caused some unpredicted
bouncing of noise on pockets of houses further away or up at higher elevations.

In answer to your questions about the proposed Motel Inn wall (and
exception request), the applicant requested the 16-foot height for the
sound wall as the design that would provide the most noise attenuation
for their guests, from the freeway noise sources. We note that the
proposed sound wall is not required as an environmental mitigation
measure, but rather a noise-attenuating amenity requested by the
applicant to enhance the guest experience.
The site circumstances supporting the request center on the topography,
the relationship between the freeway and the site, with the desire to
provide additional noise attenuation that increased wall height provides.
In requesting the 16-foot height, the applicant was following an
acoustical study prepared for them by a consultant (45dB Acoustics,
LLC of Buellton), which concluded that although a compliant 8-foot wall
would provide a reasonably adequate minimum amount of noise
attenuation for guests, that even more attenuation would be provided by
a higher wall, with the amount of attenuation increasing with wall height.
The 16-foot height was the maximum considered, providing the most
attenuation. The applicant will be prepared to discuss the tradeoffs
between height and noise attenuation as described in the study they
reviewed, if a different height limit might be considered more
appropriate. And, it may also be prudent to augment the relevant finding
to better illuminate the circumstances supporting the request.
As to the Donald Asquith report, it did not recommend a sound wall. It
concluded that normal construction techniques would achieve sufficient
noise reduction to meet interior noise level limits on the site (noting that
the lower elevation of the site relative to the freeway itself provided a
considerable amount of noise attenuation). That conclusion still holds
when the RV installations are replaced with bungalows, as the new
bungalow buildings would, at minimum, follow those normal construction
techniques. We found, then, that the design revision would not introduce
any new significant impact, due to noise levels, that would need further
evaluation under the Initial Study.
I hope this clarifies the applicant’s request for additional wall height here.

A sound wall is proposed in this latest project for the site, but I don't see any
report justifying a wall at 16 ft. high or explaining how much it would attenuate
sound for the motel development or San Luis Dr. residences. The 2001
Donald Asquith report is cited in the Negative Dec, but it is not provided to us.
Did it recommend a sound wall? Can you help me understand how we got to a
16 ft wall as the noise solution?

Under review at this time is a revision to the approved project design, essentially
providing guest accommodations exclusively in “bungalows” rather than partially
with recreational vehicle (or “glamping”) sites.
The configuration of the entry to the project and how it relates to the highway is not
changing from the approved design, and was already considered with prior project
approval. The road configuration was informed by a traffic study prepared for the
project, which included several recommendations and measures to achieve safe
traffic “geometrics” here. The traffic study was included as part of the Initial Study
prepared for environmental review of the approved project. There is no CalTrans
report at this time, however the final design of the road configuration must have
CalTrans approval in order for the project to be completed. With the final design
informed by a study compiled and prepared by qualified traffic engineering
professionals, it is expected that it will achieve that approval.

My name is Sharon Copeland, and I live at My backyard backs up to
Apple Farm's grassy area and laundry facility. I have several concerns with the Motel Inn
project. Most importantly the access to the freeway on ramp. I know that CalTrans has
denied past projects due to the dangerous on ramp right at the Motel's entrance. Is there a
report from Cal
Trans regarding this issue? If so, will you please send it to me? ( Will it be available at
tonight's Planning Commission?)

Teresa and I were split on this. Ultimately, because they are raising concerns relations to
CEQA, that falls under the purview of the PC and should be brought to their attention. If it
was just requesting that the City enter into a Community Workforce Agreement for this
project then 1) it’s not a City project, and 2) that’s Council’s prerogative.

Our part of this is just the environmental for the switch from airstreams to bungalows. Not
sure any response is needed on our end now but wanted to make sure we’re on track with
SWCA on the environmental review for that piece. Can you check in with them or do you
have a status? If they have an ETA that would be good.

Hi Michael,
We are working with the owner of the Motel Inn property, Covelop, to modify their existing
permitted project and would like to touch base with your department on the process.
The current building permit (BLDG-5952-2016 and GRAD-0247-2018) is for a 55 room lobby, guest
bungalows and airstream park. The owner would like to revise the permit in the following ways (see
attached exhibit):
a. Minor modifications to the layout of the 2-story guest bungalows on the site.
b. Replace the 2-story lobby/guestroom building with additional 2-story guest bungalows.
c. Include the conversion/addition to the existing structures on site which will serve as the lobby
and café for the property.
d. Replace the airstream park on the East end of the site with (14) 1-story bungalows and (1) 2-
story bungalow.
Item d will need additional planning review (including Planning Commission). Depending on timing of
the planning approval, we may request concurrent building/planning review.
Ideally we would like to submit the changes as a revision to building permit. Please let us know if you
have any comments on this process or if you would like to meet to discuss further.
