SUBJECT: Questions Regarding Item A2
Staff has been asked for responses to the following questions:
In 2009 -10, it is my recollection that we had a Council Compensation Committee, and
that Christine Mulholland served on the committee — is that correct? Who else served
on that committee? (Alternatively — if we did not convene such a Committee, how did
we deal with the requirement for such a committee under our Policies and
Procedures? Did we specifically act to waive the entire process, or did we simply fail to
act ?)
By way of a motion, Council agreed to defer the process of appointing a Council
Compensation Committee for 2010. The Council Compensation Committee Members
for 2008 were as follows: John Ewan, Previously Elected Official, Louise Matheny,
Personnel Board Member, Amy Kardel, Citizen -at- Large, Steve Mathis, Citizen -at-
Large, Orval Osborne, Citizen -at- Large, and Alternates, Ken Schwartz, Rebecca Ellis,
and Pierre Rademaker.
Ms. Mulholland did not serve on the Council Compensation Committee, however, she
did serve on the Election Campaign Regulations Committee in 2009.
2. For the last Council Compensation Committee, if you can remember, approximately
how much staff time did it require to convene that committee? Did you or any other
staff member meet with that committee while it deliberated? What time commitment is
normally required to assist the committee overall, including any written communication
to the Council?
In 2008, the Council Compensation Committee held two meetings. The following staff
members were in attendance at each meeting: Audrey Hooper, City Clerk, Julie
O'Conner, Deputy City Clerk, and Rachel Hendricks, Human Resources Analyst.
Staff's role was to help facilitate the meetings by scheduling the meetings, creating
agendas, minutes, Council agenda report and resolution, and providing background
information and /or research to the Committee.
