SUBJECT: Item 8a, Deferred Formation of New Parking Districts
Dear Mayor Stewart and Members of the Council,
The Circulation Element of the General Plan states “The City shall facilitate strategies to protect
neighborhoods from spill over parking from adjacent high intensity uses.” (CE Policy 14.1.2
Neighborhood Protection). Policy 14.1.3 established Neighborhood Parking Districts and
Program 14.2.1, Neighborhood Parking Permits, implemented that policy.
The first parking district was established in 1979. From then until around the 2020's parking
placards were issued to residential properties on the basis of two per residential lot (assessor’s
parcel number).
Over 40 years later when commercial property owners desired to be, and were, included in the
City’s Parking District Program the name was changed by Ordinance to Preferred Parking
Districts. Seemingly at the same time additional parking placards were made available to each
“household” that was present on the lot. Thus occupants of ADU’s were also provided two
permit placards; Junior ADU’s may also have been included and thus received an additional two
permit placards.
Over the years the residential parking districts have had a positive effect on neighborhoods that
were experiencing serious impacts from “spill over” parking - whether it was from Cal Poly staff
and students or from nearby commercial establishments. And it is important to continue the
program for the few neighborhoods that are impacted by forces outside of their control to be
able to assess their needs and to petition for a parking district if “spill over” parking becomes
severe.
The staff report states that revisions to the program could help reduce staff time committed to
developing and guiding residents through the initial process of establishing eligibility to form
districts. RQN and others who are interested in maintaining this program would appreciate the
opportunity to meet with staff and help come up with ways to simplify the process and reduce
the workload on Parking staff.
In the near term, request you direct staff to continue the Preferential Parking Permit program
and to meet with interested parties to refine the program so the workload is decreased.
