SUBJECT: ITEM 6E – AWARD A CONSTRUCTION CONTRACT FOR THE NORTH
BROAD STREET NEIGHBORHOOD PARK, SPEC. NUMBER 91683
Staff received the following questions, regarding the North Broad Street Neighborhood
Park report, specifically centered around the budget breakdown in the fiscal impact
section of the report. The questions are below with staff’s response shown in italics:
1) The Fiscal Impact table shows that $1.675M is needed with contingencies,
materials testing, construction management, and printing. Why is the request
not for that amount and only up to the $1.4M?
On February 7, 2023, Council approved the advertisement of the North Broad Street
Neighborhood Park project plans and specials. Council also approved an
appropriation of $200,000 from the Capital Projects Reserves Fund to the project
account, which has an existing balance of $725,283. Therefore, the current available
funding for the project is $925,283. This report is requesting an additional $750,000
from the Parkland Development Fund for a total funding amount of $1,675,283.
2) From the attached table, it’s seen that $725K and $200K have already been
approved, but I don’t understand the $1,089,166 in the third column in the row
“Current Project Balance. Can you explain?
The third column in the project table contains budgetary information regarding the
Parks and Recreation General Plan account, whose funding would be partially used
to fund the park. The project account has an existing balance of $1,089,166, of which
$750,000 is recommended for reallocation to the North Broad Street Neighborhood
Park project to support the total project cost. The remaining balance in the account
will be about $340,000, which will be used in the Laguna Lake improvement project.
3) With the mention of the need to scale back the Laguna improvements, is the
request for fully funding this park at the expense of improvements to Laguna?
The Laguna Lake Dog Park Project is a subproject of the Parks and Recreation
General Plan Implementation Project. The recommendation of this report would
reallocate funding from the Laguna Lake Dog Park Project to the North Broad Street

Neighborhood Park Project since the Park project is ready to construct, and the Dog
Park is still in the early design phase of project delivery. Staff currently plans to move
the Laguna Lake Dog Park through the design phase of project delivery and when
ready to construct, staff will bring this project forward for Council consideration with a
funding plan.
