HomeMy WebLinkAboutRFP - Emerson Park_TEMPLATE_10-11-22City of San Luis Obispo, Public Works, 919 Palm Street, San Luis Obispo, CA, 93401-3218, 805.781.7200, slocity.org REQUEST FOR PROPOSAL October 20, 2022 INSERT DESIGN COMPANY MAILING ADDRESS PROJECT: Emerson Park Amenity Upgrades and Beautification The City of San Luis Obispo is requesting proposals from our on-call consultants for the design of the existing Emerson Park to bring the amenities and services to current safety and ADA standards (except for the exercise equipment that was replaced through another project and the community garden area that may be done in-house with city staff). PROJECT BACKGROUND: Emerson Park is in the downtown core of San Luis Obispo, adjacent to the Parks and Recreation main office building. Current amenities at Emerson Park’s include two bocce ball courts, an old basketball court, community garden plots, a weathered black top, new exercise equipment, playground, picnic tables, and turf area with a backstop. There are currently no public restrooms within the park for families with small children to utilize while playing at the park. As part of the Master Plan Public Outreach process, the Parks and Recreation Department has facilitated multiple public workshops for the community to provide input on specific items to include in the Parks and Recreation Master Plan and General Plan Element update. The feedback received at these workshops has provided the amenities proposed within the Emerson Neighborhood Park Revitalization Concept plan. The Concept plan includes public restrooms to provide families with young children an accessible restroom while playing at the park thereby extending their use of the park with minimal interruption. The desire for more shade structures has been a consistent community request throughout the public workshops and the concept plan includes a shade structure over the playground. In developing the concept plan, staff included sustainable techniques in the design of the park while highlighting sustainable features that will inspire sustainable living. One of the City’s major City Goals is Climate Action and Sustainability, and the concept plan proposes the use of rain barrels to capture and store rainfall run off to utilize in watering the educational on-site gardens. The plan will also include an update to the compost bins already located within Emerson Park. The design process will require conceptual layout options for the park. The project is tied to the recent Prop 68 State Parks grant awarded to the city in December 2021 with a requirement to have project completed prior to March 2025. PROJECT SCOPE: The consultant will need to meet with Parks & Recreation staff for input on design features and amenities relative to the Prop 68 State Parks grant and recently implemented Parks + Recreation Blueprint (master plan - July 2021). Upon review and approval of a conceptual layout for the park, the consultant will complete the design and prepare construction documents for the projects. The consultant will be responsible for all coordination with third party utility companies (PG&E, etc.) as needed to complete the design. The first stage of each park will be to incorporate recommendations from Staff and the Parks and Recreation Commission (PRC). • The consultant will need to develop conceptual designs based on the requested amenities for Emerson Park. • Provide visual concept plans for Staff and the consultant to conduct community forum. • Present two conceptual plans and designs to PRC. • Based on the detail of the design plans, provide a minimum of one follow up meeting to present scope and design, and return to present the 90% design to PRC. The following list of improvements shall be considered in the design: New Features: - ½ Acre Large/Small Dog Park with fencing, lighting, and shade structure - Educational garden with storm water barrel and compost station - Public art mural on restroom and a new mosaic - Shade structures New Support Amenities: - Restroom with solar roof panels - Drought tolerant landscaping - Shade structure over existing exercise equipment - Safety Lighting throughout the Park on Main Pathways Updated Features: - Renovate and relocate (2) Bocce Courts - Renovate an existing basketball court to multi-purpose court and install new court lighting - Renovate an existing playground with expansion of playground for 5-12 year old’s and shade structure Updated Support Amenities: - Renovate existing perimeter fencing - Drinking fountain and hydration station (include dog bowl feature) This is a list of all improvements included in the Prop 68 State Parks grant application for the project. The consultant will produce conceptual layouts to be reviewed and discussed with staff, the community , and the Parks and Recreation Commission during the design process. CONSULTANT SUBMITTAL: Please submit a cost proposal for providing the following services: 1. Produce preliminary/conceptual layout options based on the requested amenities. Attend one staff meeting to review conceptual layouts. 2. Provide guidance and recommendations for community forums. Minimum two. 3. Prepare presentations and participate at two Parks and Recreation Commission Meetings. Consultant will be responsible for preparing visual concept plans for the first meeting and presenting the 90% Design at the second meeting. 4. Complete design (plans, special provisions, and estimate) for the entire scope of work. The plan set (using City AutoCAD template) shall include the following as a minimum: o Cover/title sheet with vicinity map o Site Plan o Grading Plan o Utility Plan o Electrical Design (optional) o Irrigation and Planting Plans o Detail sheets as needed 5. Construction Administration Services including attending the preconstruction meeting, reviewing, and responding to request for information from the contractor, reviewing submittals, and answering questions during construction. Cost proposal must be broken down per the tasks above. Prime consultants and subconsultants should include their hours and costs for each team member and all costs should be subtotaled by task. Include identification of any other direct costs not specified above. Consultants shall provide their current billing rates in accordance with the terms and conditions of the on-call agreement. Required Deliverables for each park: • Preliminary/Conceptual Park Layout Options • 50% Plans and cost estimate • 90% Plans, Specifications and Cost Estimate • 100% Plans, Specifications and Cost Estimate • Final Plans, Specifications and Cost Estimate The City will provide review comments for each deliverable, with a timeframe of approximately 4 weeks. City will submit project plans for building permit review and approval at the 90% PS&E stage. The consultant can expect 90% plan check revisions from the building permit review process that will be combined with the engineering staff review comments. Consultant may also anticipate minor revisions to the 100% PS&E prior to City Engineer approval of Final PS&E. Please include a schedule for delivery for the design work and revisions of the project plans, specifications, and estimates in the proposal. Proposals will be evaluated based on design price, relevant work experience (within the last 5 years) and understanding of project scope. Please provide proposals to the City by November 18, 2022, to be considered for this project. Please submit any question by November 9, 2022, so the City has time to answer questions prior to the proposal due date.
