Site Photographs Appendix B Laboratory Reports and Chain -of -Custody Documents SECOR Project No. 010.05580.002 XAreports\Morganti.rpt i 1.0 INTRODUCTION On behalf of the City of San Luis Obispo, SECOR International Incorporated (SECOR) has prepared this report presenting the results of Phase II environmental assessment activities conducted at the Morganti Property located along Los Osos Valley Road in San Luis Obispo, California. The purpose of this work was to evaluate potential environmental concerns identified during a preliminary due diligence assessment of the property. Such concerns included pesticide use, aboveground fuel tanks, engine repair activities, waste oil storage, and suspect fill soil placed on the property. The scope of work for this phase of assessment activities included advancing shallow borings in the areas of concern, soil sampling, groundwater sampling, surface water sampling, laboratory analysis of the samples, and preparation of this report of findings. SECOR Project No. 010.05580.002 X:\reports\MorgantLrpt 1-1 2.0 BACKGROUND The subject property is located along the northeastern side of Los Osos Valley Road and extends from Foothill Boulevard to the northwest to the existing Laguna Lake Park boundary to the southeast. The majority of the property is undeveloped and utilized primarily for cattle grazing. The three developed portions of the property are located adjacent to Los Osos Valley Road and, from northwest to southeast, include the Clearwater Color Nursery, an older residence and motor home area, and a barn/workshop area occupied by the long-time tenant, Mr. Dan Duval. Access to the property is provided by unpaved driveways leading from Los Osos Valley Road. The site is relatively level but slopes very gently to the east towards Laguna Lake. Surface elevations across the property range from approximately 120 feet above mean sea level along the eastern property boundary to 143 feet at the intersection of Foothill Boulevard and Los Osos Valley Road. 2.1 PREVIOUS INVESTIGATION In February 2000, SECOR conducted an environmental transaction screen of the property in accordance with the American Society for Testing and Materials (ASTM) E-1528 Standard. The scope of work for this preliminary assessment included a site reconnaissance, interviews, regulatory agency database search, and completion of an ASTM Transaction Screen Questionnaire. The site reconnaissance identified the presence of two older aboveground fuel tanks located behind the main residence, minor oil -stained soil near the work shop, two sheet metal sheds used for waste oil and solvent storage with associated oil -stained soil, various 55-gallon drums and other containers, and fill soil placed on the property. The fill soil represents wastes derived from the ongoing installation of buried fiber optic cables. As a follow-up to the environmental transaction screen, SECOR obtained historical aerial photographs of the property to evaluate past land use. Aerial photographs taken in 1949, 1956, 1965, 1969, 1972, 1978, 1987, 1989, and 1994 were examined for evidence of land disturbance. The photographs indicated that the property has historically been used for grazing and farming. The nursery located on the western portion of the property was developed between 1989 and 1994. No previous development or significant past land disturbances were identified on the photographs. SECOR Project No. 010.05580.002 XAreports\Morganti.rpt 2-1 3.0 SITE ASSESSMENT METHODS 3.1 HAND AUGERING AND SOIL SAMPLING Shallow soil samples were collected on May 2, 2000 using a 4-inch diameter stainless steel hand auger. Soil sample locations are shown on the site photographs included in Appendix A. With the exception of samples SS-7 and SS-8, the remaining samples were obtained at one foot of depth. Soil samples SS- 1 and SS-2 were collected from the flower nursery area to evaluate potential pesticide residues (Photograph Nos. 1 and 2). Samples SS-3 and SS-4 were collected beneath the dispenser end of the two aboveground fuel tanks located behind the main residence (Photograph Nos. 3 and 4). Soil samples SS-5 and SS-6 were obtained from the fill soil placed on the southeastern portion of the property and later spread out (Photograph Nos. 5 and 6). Sample SS-7 was collected at 2.5 feet below grade from a slant boring advanced beneath the front of the waste oil storage shed. Surface soils were heavily oil -stained at this location. Sample SS-8 was collected at 1.5 feet below grade in an area of surface staining adjacent to the southern sheet metal shed which contained a solvent parts cleaning basin and containers of suspected solvent and waste oil (Photograph No. 7). Soil samples were obtained directly from the barrel of the hand auger and placed in laboratory supplied glass jars. The sample jars were sealed with Teflon -lined screw lids, labeled, and placed in a chilled cooler for delivery to the analytical laboratory. The hand auger was cleaned in an aqueous solution of non -phosphate cleanser, rinsed with tap water and rinsed a second time with deionized water to prevent cross -contamination between borings. 3.2 GROUNDWATER SAMPLING A hand auger boring was advanced near the eastern property boundary, approximately 150 yards from Los Osos Valley Road, for the purpose of collecting a grab groundwater sample (Photograph No. 7). Based on topography and surface water flow direction, this location was selected to be hydrologically down -gradient of the maintenance/machine shop and the fill soil placed on the property. The boring was advanced to a total depth of 6 feet below grade and a groundwater sample designated GW-1 was collected with a disposable polyethylene bailer. The groundwater sample was transferred from the bailer into 40-milliliter, VOA -approved glass sample vials, which were completely filled to eliminate air bubbles and sealed with a Teflon -lined septum and screw lid. The sample bottles were labeled, entered on a chain -of -custody form and placed in a chilled cooler for delivery to the analytical laboratory. 3.3 SURFACE WATER SAMPLING A surface water sample was collected from an inundated area located along the eastern property .1 SECOR Project No. 010.05580.002 X: WeportsWorganti. rpt 1 3-1 boundary, upgradient of Laguna Lake (Photograph No. 9). The sample was collected by slowly wading to a water depth of approximately one foot and filling a Miter amber glass sample bottle. The water sample was labeled as SW-1 and placed in a chilled cooler. On May 3, 2000, a surface water sample was collected from the upper reaches of Laguna Lake. A canoe was used to reach the upper end of the lake and sample LL-1 was obtained at a point located approximately 500 feet southeast of the subject property boundary. The sample was collected in laboratory -supplied sample bottles by slowly submersing each sample container. 3.4 ANALYTICAL METHODS The soil and water samples were submitted to Zymax Envirotechnology, a California Department of Health Services certified laboratory in San Luis Obispo, California. All samples were submitted to the laboratory using chain -of -custody protocol and analyzed in accordance with Environmental Protection Agency (EPA) test methods within the established holding times. Minimum detection limits for the test methods employed are shown on the laboratory reports which are included in Appendix B. Soil samples SS-1 and SS-2, collected from the nursery area, were analyzed for organochlorine pesticides using EPA Method 8080. Soil samples SS-3 and SS-4, collected beneath the gasoline tanks, were analyzed for total petroleum hydrocarbons in the range of gasoline and for benzene, toluene, ethylbenzene and xylenes (BTEX) in accordance with EPA Method 8260. Soil samples SS-5 and SS-6, collected from the fill soil, were analyzed for total extractable petroleum hydrocarbons (diesel range and heavier) by EPA Method 8270 and for total lead by EPA Method 6020. Soil samples SS-7 and SS-8, collected beneath/adjacent to the waste oil and solvent storage sheds, were analyzed for total extractable petroleum hydrocarbons, total lead, and for halogenated volatile organic compounds (solvents) by EPA Method 8260. Groundwater sample GW-1 was analyzed for Priority Pollutant volatile organic compounds by EPA Method 8260. Surface water sample SW-1 was analyzed for organochlorine pesticides using EPA Method 8080. The water sample collected from Laguna Lake (LL-1) was analyzed for Priority Pollutant volatile organic compounds by EPA Method 8260, semi -volatile organic compounds by EPA Method 8270, organochlorine pesticides by EPA Method 8080, and Priority Pollutant metals by EPA Method 6020/7470. SECOR Project No. 010.05580.002 X:\reports\Morganti.rpt 1 3-2 4.0 ASSESSMENT RESULTS 4.1 SUBSURFACE CONDITIONS Native soil encountered by the hand auger consisted dominantly of dark brown silty clay containing minor amounts of fine sand. The clay was in a slightly moist to moist condition and was moderately to highly cohesive. These soils are typical of the San Luis Obispo area and are derived through weathering of the underlying Franciscan Formation bedrock. Groundwater was encountered in boring GW-1 at five feet below ground surface, within a gravelly clay horizon. 4.2 ANALYTICAL RESULTS Soil samples SS-1 and SS-2 contained no detectable organochlorine pesticide compounds. Samples SS- 3 and SS-4 contained no detectable gasoline hydrocarbon compounds. Sample SS-5, obtained from the fill soil, contained 78 milligrams per kilogram (also parts per million) total petroleum hydrocarbons in the carbon range of C 14 to C38, which includes diesel fuel and motor oil. Total lead was detected in sample SS-5 at a concentration of 14 ppm. Sample SS-6, also obtained from the fill soil, contained no detectable TPH and only 5.5 ppm lead. Sample SS-7, collected beneath the waste oil storage shed, contained 31 ppm TPH, 7.8 ppm lead, and no detectable solvent compounds. Sample SS-8, also collected beneath an area of oil staining, contained 5.5 ppm lead and no detectable TPH or solvents. Groundwater sample GW-1 contained no detectable volatile organic compounds. Surface water sample SW-1 contained no detectable organochlorine pesticides. The water sample collected from Laguna Lake (LL-1) contained no detectable volatile organic compounds, semi -volatile organic compounds or organochlorine pesticides. Trace concentrations of chromium, nickel and zinc were detected in sample LL-1, however, the detected concentrations are below drinking water standards. SECOR Project No. 010.05580.002 X:\reports\Morganti.rpt 4-1 5.0 SUMMARY AND CONCLUSIONS During the Phase II environmental assessment, soil and water samples were collected in the areas of potential environmental concern identified previously at the property. Such concerns included pesticide use, aboveground fuel tanks, engine repair activities, waste oil and solvent storage, and suspect fill soil placed on the property. Based on the analytical results of soil samples SS-1 and SS-2, and the results for surface water sample SW-1, pesticide residues are not an environmental concern at the property. Organochlorine pesticides are among the most persistent agricultural chemicals and will commonly be detected long after application. The water sample collected from Laguna Lake also did not contain detectable pesticides. Soil samples collected beneath the two aboveground fuel tanks do not indicate that shallow soils have been impacted by the past use of the tanks. Of the two soil samples collected from the fill soil placed on the property, one sample contained detectable hydrocarbons. However, the concentration was below the 100 part per million action limit typically observed by the County of San Luis Obispo Division of Environmental Health. The second sample (SS-6) contained no detectable hydrocarbons, suggesting that the fill material is heterogeneous in composition. The lead concentrations detected in the fill soil are within the range of expected background values.
