Mr. Read,
Thank you for your continued partnership and support in the development of BlocMaps and BP Target for
the City of San Luis Obispo. Bloc Power proposed an optional text in our response to the Better Buildings
SLO RFP to include direct implementation efforts. This scope letter defines that optional task in detail
and would be appropriate as an attachment to an amendment of our current contract.
BlocPower proposes to support the City’s building decarbonization efforts by leading the initial
decarbonization pilot program. The target timeframe for this pilot is 16 months. BlocPower proposes to
complete the pilot program and roll the lessons into scale-able progress through two subtasks:
1) Implementation of a pilot project from lead generation to completed electrification projects, and 2)
pilot project findings report and program development recommendations. These additions would include a
number of actions to be performed by BlocPower, shown in the attached Gantt Chart and defined below:
1)Project Development ($24,000)
a)BlocPower will work with the City to identify target pilot project sectors, building, and
customer profiles, as well as technologies and included measures.
b)BlocPower will develop and execute, with support from City staff, a pilot project intake
process including collaborative development of evaluative criteria, and if necessary, a
pilot project lottery.
c)BlocPower will develop program collateral, in partnership with City staff, to clearly
communicate and ensure acknowledgement of known risks and benefits to participants.
d)BlocPower will provide project engineering, resource stacking, and financing options and
work with pilot participants to complete projects in a target minimum of 5 units with a
preferred range of 10-15 units (for the purpose of this letter proposal, “units” may include
single family households, multi-family households, and single tenants or entire
commercial buildings).
e)BlocPower will identify local workforce resources for installation in coordination with
City staff and other regional partners (e.g., 3C-REN, etc.).
2)Program Development ($10,000)
a)BlocPower will provide communications support including graphics, copy, and design, in
collaboration with City staff, to support pilot visibility and create building
decarbonization momentum.
b)Blocpower will conduct project closeout interviews to gather customer feedback.
c)BlocPower will provide a final project report that, at a minimum, includes:
i)Key publicly shareable insights from the BlocMap task
ii)Relevant lessons and successes from each of the pilot projects, potentially
including financial, technical, workforce, and utility details

iii)Recommendations to develop a program that grows in speed and scale consistent
with the City’s building decarbonization goals.
The total cost for this work would be $34,000. In order to complete this work effectively and within the
estimated 16-month timeframe, BlocPower would require partnership from the city to support effective,
localized program design, including identifying sources of flexible project incentives.
