Our buildings are small. They contain simple split and package HVAC systems. Some buildings do have HVAC automation systems, but they were installed and maintained without energy efficiency as a consideration. Our climate is mild, and as a result, our buildings do not have a lot of heating, and many do not even have air conditioning. Most of our energy usage in SLO is not weather dependent, but is base load. Generalizations based on buildings elsewhere do not apply to SLO. Best Approach to Collecting Data: Limited Energy Assessments We understand there are several approaches to analyzing the energy usage characteristics of the existing building stock in SLO, but none of the approaches listed in the RFP involve actually stepping foot inside the buildings. It is important to walk the buildings, inspect the lighting and HVAC and uncover the opportunities for energy savings through actual visual experience rather than inference that many of the approaches utilize. We believe that the best approach for the City would be a simple energy audit and benchmarking program. We have done this before for the County of San Luis Obispo and also for the Ventura County Regional Energy Alliance. Energy audits can be expensive. An ASHRAE Level 2 energy audit for a 30,000 SQFT building might cost $8000. A budget of $65,000 would afford less than 8 energy audits, which is too small a sample to provide any insight. We propose instead, a very limited assessment approach in which we perform only the following tasks: • 2 to 4 hour site inspection • Benchmarking • Generation of a list of energy efficiency measures (EEMs) and decarbonization measures (DCMs) The list of measures would include rough cost estimates based on experience as well as rough simple payback estimates. We estimate that we can do this for between $1200 and $1600 per building, which means we would be able to do assessments for 30 to 40 buildings. Program Recruitment One foreseeable challenge is how difficult it might be to get building owners/occupants to buy into the program, as we have been through this before with other similar programs. If we are Abraxas is committed to working with the City to develop an approach that meets their needs. 2 | P a g e able to spend less time recruiting participants for the program, we will be able to complete more assessments. One proposed approach is to offer free benchmarking, which may be enough incentive. If it is not, another alternative could be offering businesses a $50 gift certificate to a nearby restaurant to enroll. Deliverables to the Building Owner/Occupant We would provide the building owner/occupant with a prioritized list of EEMs and DCMs, along with rough costs and payback, and a link to their Energy Star Portfolio Manager benchmarking account that we set up for them. We would also, when possible, set up the benchmarking so that the utilities automatically import their future utility data directly into their Energy Star account. Deliverables to the City We would provide a database of benchmarking scores, EEMs and DCMs along with estimated paybacks to the City broken out by: • Building sector (churches, restaurants, offices, etc.) • Building Size • Owner/Occupant Configuration (owner occupied, landlord tenant) Project Case Studies We provide information on some recent work we have done for the City of Milpitas, Union City and for the Ventura County Regional Energy Alliance on our website here. We have included project contact information in each of these case studies. This information is also detailed in our Reference Forms included in Appendix A of this proposal. Similar Work Performed PG&E Innovator Pilot Program with the County of San Luis Obispo In 2013, Abraxas performed similar work with the County for PG&E. The buildings studied were distributed throughout the county. Buildings in the following sectors were analyzed: houses of worship, offices, athletic facilities, restaurants. Due to funding limitations, other sectors were not evaluated by this study. We performed benchmarking on 120 buildings and provided energy audits on 37 buildings. From this program, 225 EEMs were identified and evaluated for the 37 buildings, which resulted in a potential annual savings of more than 1,150,000 kWh. The EEMs identified included lighting, HVAC controls, DHW, kitchen equipment, plug load, and solar photovoltaics. The table on the following page shows the breakout by EEM type. The audit will identify the greatest cost- effective range of energy efficient measures, from no cost/low cost measures to large capital investment projects, as well as identify simple operations and maintenance (O&M) improvements that can be made at their facility. Throughout the program, Abraxas has worked alongside program leads to develop innovative recruitment methods and procedures to increase interest with potential program participates. Recruitment efforts have included qualified businesses across all business sectors from commercial, retail, hospitality, manufacturing, medical, and more. The energy assessment began with a utility bill analysis and a review of building mechanical drawings. During the onsite inspection, we interviewed site personnel, inspected lighting, HVAC and other energy using equipment, and conducted measurements. Once we had collected all the information, we returned to our offices, developed ideas for ECMs, and after vetting them with our client, Southland Energy, we developed the chosen ECMs for our report. We estimated energy savings using bin-simulations and other spread sheet calculations. The focus of the work was on BAS control upgrades for the campus that contains a central chiller and boiler plant. There were also ECMs associated with lighting, retro-commissioning, replacing package units and boilers, and several solar photovoltaic systems. As part of the retro-commissioning effort, Abraxas identified 233 issues which included deficiencies related to BAS mapping, sensor calibration, AHU economizer operation, central plant lockout and setpoint strategies, equipment scheduling, VAV damper control and VAV water valve control. Total energy cost reduction from the project was estimated at $360,000 annually. As solar and BAS upgrades are expensive, the total project payback was longer than we are used to, at about 15 years. The energy assessment began with a utility bill analysis and a review of building mechanical drawings. During the onsite inspection, we interviewed site personnel, inspected lighting, HVAC and other energy using equipment, and conducted measurements. Once we had collected all the information, we returned to our offices, developed ideas for ECMs, and after vetting them with our client, Honeywell, we developed the chosen ECMs for our report. We estimated energy savings using bin-simulations and other spread sheet calculations. The ECMs included LED retrofits, lighting control, reconfiguring the data center to be more energy efficient, cooling tower modifications, replacing HVAC controls, DHW demand control pumping, and replacing aging package units. Total energy cost reduction from the project was estimated at $170,000 annually. PG&E was to supply over $90,000 in incentives. The total project payback was only about 3 years. This audit was done as part of a proposal to do a performance contract with the City of Milpitas. Honeywell was shortlisted for interviews, and due to concerns wholly unrelated to this project, Honeywell dropped their West Coast operations before we could attend the meeting with the City. Engie won the job, and we were later hired by Engie to assist with their measurement and verification efforts at the City.
