We commend SLO for your accomplishments thus far, including meeting the Clean Energy Systems pillar goal of 100% carbon free electricity by 2020! With Green EconoME as your partner, we will strive to ensure the city has all the tools and resources to further develop and meet its reduction goals and become a leader and inspiration for other cities. The ENERGY STAR® Benchmarking method to catalogue and track building energy use will provide valuable information. Combined with our involvement with large real estate portfolio accounts and ground level experience of the successes and failures of existing benchmarking disclosure programs, we will apply this knowledge to a refined process for the City of SLO. Green EconoME’s approach to helping SLO meet its CAP would be focused on the following steps: This approach will drive long-term insight into the building stock of your city. It is vital that we construct an equitable environment that meets the needs of everyone and creates space for opportunities, growth, and city-wide resiliency. It is our responsibility to meet the needs of future generations and be the leaders of innovative strategies that respond to our climate crisis. Buildings are the foundation of our cities. They are a place where people work, create, and collaborate to make the impactful decisions that de termine our future environment. We will work directly with the citizens of SLO to bring awareness to the role existing buildings play in reversing climate change, the cost savings from a carbon neutral building and act as educators. We will give the citizens the opportunities and the necessary resources to be successful and contribute to their community by reinvesting in it. Benchmarking Policy Development Green EconoME has benchmarked over 1,600 buildings and is well versed in California’s AB 802 benchmarking law and other cities’ benchmarking policies such as The City of LA’s EBEWE program. Marika Erdely, Founder and CEO of Green EconoME, was actively involved with the City of LA when they developed their benchmarking Ordinance (EBEWE). We will utilize our experience with these programs to help guide the framework for SLO’s policy. 1. Meet with the City’s stakeholders to get to know the community and further understand the concerns and initial feedback that will inform the City with the policy development . 2. We will provide the stakeholders an understanding of the process to ENERGY STAR benchmark buildings and review the energy metrics data the software provides. Our intent would be for all stakeholders to have a clear and full understanding of the benchmarking process to help engage the community. 3. Recommend the following key components of the policy: a. Rollout the benchmarking program in phases starting with existing commercial buildings and schools of 50,000 square feet and above. The second phase would focus on all buildings (commercial, multi-family and schools) of 20,000 square feet and above. The third phase would be all buildings (no square footage threshold) including single family homes. b. New buildings will be required to comply with the benchmarking policy after one year of occupancy. c. We recommend the program be mandatory with an enforcement policy. d. Annual benchmarking deadline of June 1st, which will align with the California’s AB 802 program. 4. Assist the city with developing a building identification system to track buildings compliance and progress. 5. Prepare and present a final outline of the policy for final approval by the City stakeholders. Step 1 Cost: $10,000 Step 2. Marketing of Benchmarking Policy Upon approval of the City’s benchmarking policy, Green EconoME will collaborate with City stakeholders to define the outreach to support the success of the program. 1. Collaborate with SLO’s enforcing agency and utilities to align program communication, awareness campaigns and streamline the utility data collection process. 2. Participate in developing targeted campaigns for property owners, property managers, real estate brokers and homeowners educating them about the policy and providing helpful tools toward both compliance and achieving SLO’s carbon reduction goals. 3. Create cohesive messaging and a strategic, holistic approach to community outreach by engaging existing resources such as Resilient SLO, SLO Climate Coalition, SLO Green Challenge and the Chamber of Commerce. 4. Develop Benchmarking Process 1. Determine who will complete the benchmarking for the City’s building stock. 2. We recommend service providers benchmark the more complicated buildings, and by phase three, the city will utilize an in-house benchmarking team to benchmark single-family homes. 3. Guide the City on how to ensure quality reporting. Step 3 Cost: $2,500 Step 4. Analyze Existing Building Stock Data for Further Development of Carbon Reduction Goals 1. The benchmarking process provides valuable information about each building’s performance in comparison to similar use buildings (see Progress and Goals Report in Appendix). 2. This report will establish a baseline year from which to compare progress against. Use 2019 usage data as the baseline for the city to track and measure progress toward a 50% reduction of building emissions by 2030. Since 2020 data may be skewed, we feel 2019 would be the more appropriate baseline. 3. The resulting energy metrics, including GHG emissions, will be used to categorize and sort your building stock by type of building sector and then further by top performers, middle of the roaders and the poor performers that will require detailed energy audits. 4. Green EconoME will present these results to stakeholders with our recommendations for implementing an audit program for poor performing buildings. 5. Provide a working document of existing building energy metrics to be used for further collaboration and development. Step 4 Cost: $12,500 Step 5. Audit Program Development 1. Collaborate with energy efficiency programs (such as 3C-Ren), Central Coast Community Energy, and other organizations with capacity to train and fund decarbonization audits and measures. 2. We recommend local service providers and contractors to audit the more complicated buildings, and by phase three, the city will have a team of auditors available. 3. We understand that while pursuing this initiative, SLO wants to reinvest into the community’s labor force. Green EconoME will collaborate on an Audit Workforce Training Program, which can be used to audit the less complicated buildings. 4. We recommend preparing a standardized audit template for consistent existing conditions collection. 5. After the audits are completed on a sample of poor performing buildings in each building sector, Green EconoME will prepare a guide of recommended target measures designed for specific carbon reduction strategies. This will help determine the target measures to implement in the Retrofit Program. Inform and Support Development of Retrofit Program 1. Collaborate with the stakeholders and the utilities on the target measures that are specific to each building sector to meet carbon reduction goals and incorporate utilities incentives to drive retrofits. 2. This may include the development of an electrification program in collaboration with community partners, such as 3CE, for existing buildings. 3. We recommend the program to financially benefit DAC multi-family buildings by offering building owners lower interest rates based on carbon reduction goals and provide funding for low-income households. 4. Assist with the development of a renewable energy and storage policy so that SLO will be more resilient. 5. Educate building owners on the available federal tax credits, accelerated depreciation and other tax incentives available for the reduction of energy and power costs in commercial buildings. 6. Consider the development of a city-wide tax benefit for renewable energy, batteries or other efficiency measures. 7. Utilize existing state and federal school funding for school retrofits. Step 6 Cost: $12,500 Step 7. Continuous Program Development 1. Annual monitoring of accurate benchmarking results and progress to goals by building sector. 2. Focus on specific buildings that are doing well to encourage and engage the community. 3. Development of local case studies with specifics and savings achieved. 4. Consider what to do with those who refuse to comply. 5. Consider providing financial incentives for zero carbon emission new buildings. Step 7 Cost: $2,500 Total Cost for All Steps: $62,500 Terms The following terms and assumptions apply to this proposal: This proposal is valid for 30 days from the date on which Green EconoME delivers to the City of SLO. Green EconoME will invoice 50% at the beginning of each Step and 50% upon completion and is payable to “Green EconoME” within 30 days of receipt of the invoice. Green EconoME reserves the right to equitably adjust the amount of compensation established in this agreement if the project i s delayed and/or stopped, through no fault of Green EconoME, for a period of 90 days or more and then restarted. The proposed fees are based on the project schedule and documents as provided during the request for proposal. Changes to project scope or schedule, and any change orders, may result in changes to fees. PROPOSAL ACCEPTANCE Green EconoME will commence work upon receipt of an executed contract or other acceptable form of written authorization to proceed. She was a CFO in her previous career and looks at every project from a financial perspective, recommending energy conservation measures only when they make financial and sustainable sense. Marika is a frequent educator in the field of energy efficiency and sustainability (UCR Instructor). Marika has a BA in Business Economics from UC Santa Barbara and an MBA from Pepperdine University. She is a LEED AP BD+C, a Fitwel Ambassador, a Certified Energy Auditor (CEA) and holds Contractor Licenses B and C-10 #1001368. She is currently training to be a Certified Energy Manager (CEM). Marika is Co-Chair of the USGBC-LA Chapter Existing and New Building DeCarb Sub-Committee focused on the decarbonization of existing buildings. Savannah Schneider, Energy Projects Director, has over six years of energy auditing and analysis experience. She oversees all aspects of project management including planning, scheduling, contracting, monitoring projects and tracking the results after the projects have been completed. Savannah is a member of the USGBC LA chapter and is a LEED Green Associate and recently became a Certified Energy Manager (CEM). Savannah has received training on ASHRAE Level II audits and Title 24. Savannah has a Master of Science Degree in Environmental Management from University of San Francisco. Mandy Reinhart, Assistant Project Manager, has been benchmarking buildings for two seasons and has benchmarked various building types. Mandy has been auditing multi-family buildings for the SoCalREN incentive program and has project managed retrofit installation projects. Mandy has a degree from California State University, Chico in Environmental Sciences and is a LEED AP – Neighborhood Development and a Fitwell Ambassador. Mandy’s interests lie in neighborhood design, social equity, and community development. Skylar Kulczycki, Business Development – Energy Projects, has been benchmarking buildings for two seasons, mainly focused on commercial and industrial building use types. Skylar drives strategic business opportunities forward, while working with clients to meet compliance needs and achieve energy and financial savings. She enjoys building relationships and is interested in developing equitable solutions to climate change. Skylar has her BA in Global Leadership Studies and a Minor in Sustainability.
