1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Human Relations Commission was
called to order on July 5, 2023 at 5:00 p.m. in the Council Hearing Room at City
Hall, 990 Palm Street, San Luis Obispo, by Chair Colyer-Worth.

3.a CONSIDERATION OF MINUTES - JUNE 7, 2023 HUMAN RELATIONS
COMMISSION MINUTES
Motion By Commissioner Warrecker
Second By Commissioner Carlotti
To approve the Human Relations Commission Minutes of June 7, 2023.

4. BUSINESS ITEMS
4.a UNDOCUSUPPORT PRESENTATION
Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua
introduced Chelsea Ruiz, Program Director for UndocuSupport, who gave
a presentation on the program's initiatives and work as it relates to funding
received from the City.

Action: The Human Relations Commission received an update about
UndocuSupport’s initiatives and work implemented as it relates to use of
City funds from the program director, Chelsea Ruiz, and pro vided the
following feedback. No formal action required.
Ensure the flier is distributed to all SLO County agencies,
especially the Probation Department.
4.b 2023-2024 DEI HIGH IMPACT GRANT FUNDING CRITERIA AND
APPLICATION DISCUSSION
Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua
presented the staff report and responded to Commission inquiries.

Action: The Human Relation Commission provided the following feedback
on DEI High Impact Grant funding criteria and DEI High Impact Grant
application for the 2023-2024 funding cycle. No formal action required.
When asking applicants for supporting documents, they will be
asked to include a DEI statement that also affirms their practices
and reflect DEI and the City values, as it relates to protected
classes and includes specifically sexual orientation and gender
expression.

Provide the applicants guidance with their statement and set an
expectation that they connect DEI to their field (for example, if a
hair salon applies, they would compare the equity gaps in their field
to DEI and how that will impact the City).
Be sure to include examples of metrics.
Provide an example in each funding area to help people understand.
Refine the definition in the opening paragraph.
At the close of the application period, send a survey to all grantees to
collect their feedback and experience with the application process.
4.c 2023-2024 HUMAN RELATIONS COMMISSION WORKPLAN

Action: The Human Relations Commission reviewed the draft 2023-2024
Human Relations Commission Workplan and provided the following
feedback. No formal action required.
The Commission would like to see an updated workplan at each
meeting to reflect items that have changed, been deleted, or added.
Reach out to Robert Skinner, a representative for CalCare, and
encourage him to attend the next the Community Needs Workshop.
5. COMMENT AND DISCUSSION

Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua
provided the following update of upcoming projects:

The meeting was adjourned at 6:50 p.m. The next Regular Meeting of the Human
Relations Commission is scheduled for August 2, 2023 at 5:00 p.m. in the
