In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. Although the Commission will not take action on items presented during the Public Comment Period, the Chair may direct staff to place an item on a future agenda for discussion. 3.CONSENT Matters appearing on the Consent Calendar are expected to be non- controversial and will be acted upon at one time. A member of the public may request the Human Relations Commission to pull an item for discussion. BUSINESS ITEMS 4.a UNDOCUSUPPORT PRESENTATION Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua introduced Chelsea Ruiz, Program Director for UndocuSupport, who gave a presentation on the program's initiatives and work as it relates to funding received from the City. Chair Colyer-Worth opened Public Comment Public Comments: None --End of Public Comment-- Chair Colyer-Worth closed Public Comment Action: The Human Relations Commission received an update about UndocuSupport’s initiatives and work implemented as it relates to use of City funds from the program director, Chelsea Ruiz, and pro vided the following feedback. No formal action required.  Ensure the flier is distributed to all SLO County agencies, especially the Probation Department. 4.b 2023-2024 DEI HIGH IMPACT GRANT FUNDING CRITERIA AND APPLICATION DISCUSSION Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua presented the staff report and responded to Commission inquiries. Chair Colyer-Worth opened Public Comment Public Comments: None --End of Public Comment-- Chair Colyer-Worth closed Public Comment Action: The Human Relation Commission provided the following feedback on DEI High Impact Grant funding criteria and DEI High Impact Grant application for the 2023-2024 funding cycle. No formal action required.  When asking applicants for supporting documents, they will be asked to include a DEI statement that also affirms their practices and reflect DEI and the City values, as it relates to protected classes and includes specifically sexual orientation and gender expression. Page 6 of 15 3  Provide the applicants guidance with their statement and set an expectation that they connect DEI to their field (for example, if a hair salon applies, they would compare the equity gaps in their field to DEI and how that will impact the City).  Be sure to include examples of metrics.  Provide an example in each funding area to help people understand.  Refine the definition in the opening paragraph.  At the close of the application period, send a survey to all grantees to collect their feedback and experience with the application process. 4.c 2023-2024 HUMAN RELATIONS COMMISSION WORKPLAN DISCUSSION Diversity, Equity, and Inclusion Manager Nestor Veloz-Passalacqua presented the staff report and responded to Commission inquiries. No formal action required.  The Commission would like to see an updated workplan at each meeting to reflect items that have changed, been deleted, or added.  Reach out to Robert Skinner, a representative for CalCare, and encourage him to attend the next the Community Needs Workshop. 5. BACKGROUND On November 17, 2020, Council approved the first funding allocations for the DEI High Impact Grant program totaling $109,800 funding to eight (8) organizations. During the 2021-23 financial plan process, Council approved a DEI Major City Goal to include annual funding of $150,000 for the DEI High Impact grant program. Similarly, for the 2023-25 financial plan a total of $150,000 was allocated to continue the DEI High Impact Grant program. The purpose of this funding is to enhance the sense of belonging for all people in our community. This funding allocation is an effort to uplift and support lo cal projects, programs, or initiatives (“Projects”) that contribute to creating a San Luis Obispo that is welcoming, inclusive, equitable, and safe. The funding is focused on narrowing equity gaps and systemic inequities that have disproportionally impacted unserved and underrepresented communities. These gaps include, but are not limited to: 1. Physical and mental health services 2. Education 3. Housing 4. Criminalization 5. Food security 6. Community representation For FY 2023-24, the HRC will assign and create a subcommittee to review each grant proposal and provide recommendations for the HRC to review and inform a final recommendation to the City Council. NEXT STEPS Commissioners select three members to be on the subcommittee and two dates for the committee to meet for the preliminary grant review process. BACKGROUND The DEI High Impact Grant 2022-23 funding recommendations were approved by City Council in November 1, 2022. In April 2023, the HRC updated the assigned liaisons for each grant recipient and in July 2023, the grantees sent in their midyear reports. The Commissioners have reviewed their respective reports and will be reporting back primarily any concerns or questions for staff to follow up to ensure the grantees are executing their contract. BACKGROUND A workplan is necessary for the HRC as there are many tasks the commissioners are responsible for and a workplan is needed to ensure agenda items are organized. The workplan allows for anticipated items such as the various grant programs that reside in the HRC as well as items related to the DEI Major City Goal in the City of San Luis Obispo to be reviewed for feedback. The workplan also allows for Commissioners to bring forth important subject matters in the community to the HRC and it is what staff use to create the agenda packet each month. The June and July HRC meetings had discussions on the workplan, and staff were to take the feedback, update the workplan, and present it to the HRC for final approval.
