Although the applicant has changed the use of the roo f top level to restaurant/lounge, alcohol (wine, beer, mixed drinks) will still be served on this level . Further, patrons, who had been drinking in the bar venue on the first floor, can continue thei r drinking while dining on the roof top patio . While the applicant has reduced the number of patron s allowed on the roof top, this type of use will create noise from potentially 49+ loud voices, laughing , and yelling .It will carry out over the roof top and radiate into the otherwise tranquil nearb y neighborhoods where residents are trying to sleep . Since the roof top patio is proposed to remai n n until 11 :00 p .m ., there's little doubt that this late night operation will result in a nois e orcement problem for our police department. As Council directed at the previous meeting on thi s issue, the roof top patio use should be eliminated . ve copied the City Clerk so this can be added to the public record .Se Lichtig i Further, allowing any queuing in Mission Plaza is just asking for problems . The increased volume o f foot traffic in the Plaza at night has potential to create all sorts of problems such as urinating in the ek, litter, vandalism, and other crimes related to alcohol use . In order to allow all queuing to occu r iguera Street, concerts should not be allowed on Thursday nights and/or nights when there ar e viously scheduled events like parades and other special events . Mission Plaza is one of SLO's wel l known icons that many residents and visitors enjoy .It would be a real shame if the alcohol cultur e was allowed to spoil it . Finally, it's unclear if the applicant intends to operate a bar in its current location after the Garde n Terraces are built .If so, this move will allow the applicant to operate an additional bar in th e downtown core . Most SLO residents do not want any more bars downtown . The entire downtow n atmosphere has changed and many residents no longer feel safe because of the proliferation of bars .
