MINUTES
THURSDAY, NOVEMBER 5,2009 -3:00 PM
COUNCIL HEARING ROOM

1. CALL TO ORDER
The meeting was called to order at 3:06 p.m.
2. ROLL CALL: John Ewan, Ty Griffin, Mike Latner (Alternate), Christine
Mulholland, Pam Voges, and Dodie Williams
All members were present.
3. APPROVAL OF MINUTES
By consensus, the minutes of October 8, 2009, were approved as submitted.
4. PUBLIC COMMENT
No members of the public were present.
5. REVIEW OF REVISED CITY CAMPAIGN STATEMENT
Interim City Clerk Cano reviewed the revised format of the City Campaign
statement.
Committee discussion ensued during which the committee agreed to; only include
contributions of more than fifty dollars but less than one-hundred dollars on the
statement; not include expenditures; require candidates to file City statement
within the same deadlines as the State Form 460; and post on the City's website
once it is received or soon thereafter.
The Committee also discussed the publication of campaign statements the
Saturday prior to the election. They decided that because the revised City
Statement would be posted on the City's website more often than the one
publication and showing the contributions received, this publication was no longer
necessary.
Staff will also publish a display ad when the County issues mail ballots, notifying
the public how, when, and where they can access this information.
Staff will continue to work on a supplemental form that will be closely formatted to
match the State's Form 460.
6. REVIEW OF REVISED PROPOSED ORDINANCE
The Committee members reviewed revisions that were made to the ordinance as a
result of their direction at the previous meeting and made additional revisions.
7. ADJOURNMENT
The Committee finished its business at this meeting. Staff indicated that it is
anticipated the ordinance will be presented to Council at the second meeting in
December. Chair Ewan and Vice Chair Mulholland indicated that they will be
present at that meeting.
The meeting adjourned at 3:50 p.m.
