June 14, 2023

The City of San Luis Obispo has returned to in-person meetings. Zoom participation will not
be supported. For those attending in-person, City facilities will be at limited capacity and
masks are strongly recommended.
INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the
meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's
Office at 990 Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org. In
the body of your email, please include the date of the meeting and the item number
(if applicable). Emails will not be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your
name, the agenda item number you are calling about, and leave your comment.
Verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the
members and saved as Agenda Correspondence. Voicemails will not be played
during the meeting.
*All correspondence will be archived and distributed to members, however, submissions
received after the deadline will not be processed until the following day.
Public Comment during the meeting:
Meetings have returned to an in-person format. To provide public comment during the
meeting, you must be present in the Library Community Room, 995 Palm Street. Zoom
participation will not be supported. The Parks and Recreation Department is located 1341

CALL TO ORDER: Chair Bob Spector called the meeting to order at 5:30 p.m.
ROLL CALL :
Present: Chair Bob Spector, Vice Chair - Kari Howell, Commissioners - Rick Blair, Kari
Duperron, Toni Kincaid, Kris Roudebush, and Adam Stowe.
Staff: Recreation Manager Devin Hyfield
Recreation Manager Meghan Burger
Administrative Assistant III Lisa Russell
PUBLIC COMMENT: At this time, people may address the Committee about items not on the
agenda. Persons wishing to speak should come forward and state their name and address. Comments
are limited to three minutes per person. Items raised at this time are generally referred to staff and, if
action by the Committee is necessary, may be scheduled for a future meeting.

CONSIDERATION OF MINUTES
1. Minutes of the Parks and Recreation Committee of May 2, 2023. Motion to approve the
minutes made by Commissioners Rodebush and Duperron. Motion carried 7:0

BUSINESS ITEMS
2. Receive Staff Report of status update for Righetti Ranch and Emerson Park Projects
(Hyfield – 30 min). Presentation and review by Erica Long (City Project Manager) and
Chris Dufour (RRM Design Group)
a. Righetti Ranch Park System Updated and Review Final Concept Plans
b. Discuss Emerson Park Initial Concept Plans and Outreach Event
Chair Spector – Summary of Review of Parks presentation by Erica Long and Christopher
RRM Design: Linear, Pocket and Community Parks. Background on planning process
provided.
A design overview was provided for Community Park, Linear Park and Pocket Park.
Final survey results were presented. Outreach and input results, trending items and additions
to the design were reviewed.
Comments/Questions:
Larry Hernandez: Provided his input on support of the Community Park and Pickleball
Courts. In support of the additional Pickleball Courts. Clustering courts is best rather than
spreading them out in the park. Eight courts are good, additional courts would be great.
John McKenzie: Friends of SLO City Dog Park. Gave his input on the Dog Park size and
configuration between small and large dog areas. Input on the Community Garden, possibly
adding fruit trees rather than ornamental trees, existing gardens should have extended fencing
to discourage animals from entering.
Brian O’Kelly: Provided input on Pickleball Courts. Said the plan looks good and he
appreciates all the work that has gone into the development process.
Commissioner Duperron: Community Park input. Expand playground area to make it larger,
a Sinsheimer Park size. Concerned about traffic due to the round abouts.
Chair Spector: A showcase playground should be the park center piece and have a “Wow”
factor.
Commissioner Kincaid: Provided in put on the dog park at Linear Park. Agree that the small
dogs don’t need that much area and if you do a straight line like the one at the county park you
would save money.
Commissioner Blair: Great incorporation of all feedback. Glad to see the addition of the
Bocce Ball courts and that Pickleball Courts stayed at 8 courts and for the stage (gazebo).
Clarification on the dog park division between small and big dog area requested. Concerned

about the Community Park access for Tennis and Pickleball Courts. There should be gates so
that people don’t walk across the courts. Provided his input on the parking area at the bottom
of the park.
Commissioner Roudebush: Provided comments on Linear Park. Input on access gate to the
dog park. Glad to see ADA accessible gardens are included in the plan. In support of the
multiple grassy areas in the Community Park.
Commissioner Stowe: Great margins of all designs and stage. Linear Park input. Assure there
is EV vehicle parking spots. Directional signage (wayfinding signs) within the parks is needed.
Vice Chair Howell: A robust Community Park playground area and size is needed and should
be large/equivalent to Sinsheimer. Also include age specific areas. Like Islay and Sinsheimer.
Great to have 8 pickleball courts. Is a water structure/station in Linear Park confirmed?
Addition of the chess table in Pocket Park and expanded picnic area.
Chris Dufour (RRM Design Group): Yes, a water station is included in the design.
Chair Spector: Playgrounds are key for all parks. Community Park stage needs to be high
enough to look out over grassy area. Bike racks need to be included. Identify transportation
hub/drop off area. More seating around the dog park and extend the walkway around Linear
Park. Pocket Park would be a great place for a large shade tree.
Commissioner Dupperon: Round about near Community Park is concerning for flow and
parking.
Chris Dufour (RMM Design Group): The parking area will be created in a similar fashion to
Islay Park.
Commissioner Kincaid: The proposed Amphitheater area is great.
Emerson Park Update:
Hyfield: These are very early, preliminary project design concepts. Plan A & B were presented.
Amenities outlined based on the State Grant requirements. Will be presented to the public at
the Monday Meet Up on June 19 at 5:30 p.m. at Emerson Park to obtain community feedback.
Chair Spector: Needs to have a stage/amphitheater. Needs new fencing.
Vice Chair Howell: Needs shade structures.
Commissioner Roudebush: Lighting details?
Hyfield: Will have shade structures, safety lighting and an educational garden and new fence
will be incorporated. Not a full-time light system. There is a lot of input still needed and we
are abiding by the Prop 68 (state) grant funding for the project. Also hope for the self-cleaning
restrooms.

3. PRC Discussion Regarding Assigning of a Potential Sub-Committee to Assist in Updating
the Level of Service Status (LOS) in Support of the Parks + Recreation Blueprint for the
Future (Chair/Staff - 15 min):
a. Identify if one to two current Commissioners are interested in serving as a sub -
committee to assess and update the 2020 Level of Service for parks and recreation
related amenities based on the recent and the approved forecasted development projects
in support of the Blueprint for the Future.
b. Establish an estimated timeline to report back to RPC and Staff on findings and updated
LOS to be evaluated at future PRC meeting.
Hyfield: Provided an overview of how the original plan was created. Standards are being met
now and will they in the future. Looking at national trends to align with proposed amenities.
Chair Spector: Includes many considerations and standards to overview. Demographics will
be changing in SLO over the next years. An outline of committee roles and responsibilities
will be presented at the next meeting.
Commissioner Blair: Agree, as things change. Participation on subcommittee.
Commissioner Dupperon: Would like to participate on the committee.
Hyfield: Will come back to the committee with an outline of specific committee roles and
responsibilities.
4. Receive Staff Report on Parks and Recreation Department Program and Activities
Update (25 min)
a. Burger - Senior Center/Programs, Youth Services (Awarded Cal Poly Community
Services Award, busiest time of the year for the division, staff trainings taking place,
summer camps, a lot of hiring to support summer programs). Community Services
(Senior Center, Youth Sports Camps, Monday Meetups, Junior Giants Program, hiring
for Recreation Coordinator). Volunteer Program (Adopt-a-Park event, Jack House).
Public Art (Partnership with SLOMA, June Art Starts with Pride). Ranger Service
(Junior Ranger Activity Camp happening).
i. New community partnership with the Senior Center presented. Update
on Senior Center programming. Council Agenda Report
Recommendation and Policy will be presented to Council. Senior
Center facility booking still available.
Commissioner Blair: Great to see the Senior Center programs are taking the participants out
into the community.
b. Hyfield: Updates: Projects, Aquatics, Golf, Facilities

i. Summer Staffing ramp up, Summer Programming begins on June 19,
Super Rec Day Saturdays. Pool is currently fully staffed.
ii. Golf rounds have increased and up from 2022. Kids Play Free program
begins. Key maintenance projects are underway (bridge, aeration, the
well, course signage kiosks for local businesses only, debris clean up).
iii. Citywide Special Events - Facilities have a full summer schedule across
all the city parks.
iv. Broad Street Park project update. Will come back to the Commission
with more updates on plan outline in August.
SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS
5. Subcommittee Liaison Reports (Chair – 15 minutes)
a. Adult and Senior Programming: (Commissioner Blair) No update.
b. Active Transportation Committee: (Vice Chair Howell). No committee meeting but
a workshop was held, and we are gathering public input.
c. Youth Sports Association: (Commissioner Stowe) No update.
d. Jack House: (Commissioner Kincaid) Big flower show and
tour.
Communication:
Agreement on July PRC meeting cancellation was made. Commission and Staff will need to select a
subsequent meeting date in August.

date.
