Use caution when deciding to open attachments, click links, or respond. I am writing in regards to the proposed application for homeless parking on 1700 Palm Street. We own several properties within blocks of this proposed site. The houses are mostly rented by young single women between the ages of 19 and 22 who attend Cal Poly. I have great concern about having transient homeless parking in an area where young women are walking to and from Cal Poly during the day and evening hours. We have all spent money improving our properties to provide nice living accommodations that are safe and close to the campus. This proposal will greatly impact the safety and property value of our homes. We also have a business located a few blocks from this street. There is limited parking and our employees and clients must currently park several blocks away. We are concerned about the limited parking in this area prior this proposal. Most importantly, what are you doing to provide security for the owners/tenants in that neighborhood?  What bathroom facilities are you providing? They will need access to bathroom facilities 24 hours a day - if not, then they will not defecate or urinate on the lawn area. What are you going to provide for trash receptacles for these people? What about water? What about noise monitoring? Infrastructure and safety must accompany a major zoning change like this. What are services are you providing to support this decision?  What constitutes "temporary parking" and who is going to monitor this? What measures are going to be put in place to prevent this area from being a junkyard and a permanent area for undrivable cars?  Are you going to tow cars if they are there during the day? From the reading of the notice card the parking is for "overnight parking only" - are you going to issue daily permits? How do you make this area available for parking during the day? The students from Cal Poly all park in this area for school, going out, visiting, etc. Where are they going to park now? There is a 5 story building for SLOHA going in on the corner of Monterey and California that has extremely limited parking. This building and the homeless pakring will severely impact the open parking available for businesses and property owners. What studies have you done to support your decision on homeless parking and how this will impact the neighborhood and businesses? What are the alternative locations you are considering?
