Major and City Council, I worked in the Criminal Justice System for over 25 years both as a mental health worker and a Parole Agent. I have had more experience than most working with the homeless population. I would like to comment on two areas. 1. People from Hopes Village report that when the homeless camps are disrupted that personal belongings are taken including drivers license, medication and other identification. I find this difficult to believe because I know the SLOPD has people that work with the homeless and could assist them in keeping important documents. My experience was police and other agencies assisted people in keeping important documents. We cannot allow the homeless/unhoused to take increasing control over our public areas. We do not want to be like San Francisco. Additionally we cannot build our way out of our homeless problem. California has weather and services that are attractive to people in other states. 2. I attended a meeting in the Railroad area when the City was trying to extend the program. Several people using the parking talked and they presented themselves very well but several said they did not want to park at Prado because of rules, noise and etc. I had to say to them we all have to live by rules. After the meeting it has been my observation the City did clean up the program with increased monitoring. I still drive through the area frequently since it is near my home. Moving the Safe Parking to a more residential area is crazy. Public parking lots could be used during those hours. If you have a program in place with churches then use the city parking lots until you get that program in place. Not our residential areas. This note is too long and I know this is a problem for the city. The police cannot be the main contact and someone has to bring a reality based plan. San Francisco is trying to do this I believe.
