Dear Tree Committee Members — I am the new owner of 1414 Santa Rosa, a corner property located between Pismo and the Pismo/Bouchon alley. Later this evening, I will be discussing the event that took place the night of August 10th at approximately 11:30pm and reasons why I ask for your approval to remove the tree under SR#14072. As context, we moved in the weekend of August 5tn Damaging event: after some light rain that evening, a Blackwood Acacia in my property ripped a large scaffold — likely due to Sudden Branch Drop Syndrome — landing and damaging two levels of roof in an ADU adjacent to my house, under address 1414 Santa Rosa B, and causing damage to tile, flashing, gutters, and ornamental lighting. Fortunately, the damage was material and my son, Kiko Barroso, who was getting ready for his first day of school at Cuesta College and resides at the ADU was not harmed. Shortly after the branch ripped, I had the branch removed and integrity of the tree assessed by two local arborists, Steve Franzmann from Greenvale Tree Company and Bill Van Horbek, from Bunyon Brothers. They both expressed significant concern about the health of the tree and recommended I contact the Public Works Department for removal. As evidence, I received the following statement from Bill earlier this morning, who tried to be here but couldn't due to a work commitment at Hearst Castle. Nevertheless, Bill wanted to go on record and asked me share this statement: From, Bill Van Horbek's, ISA Board certified Master Arborists: "Blackwood Acacia where a large scaffold limb failed and ripped deep into the trunk. The failed limb left the Acacia highly unbalance with its weight heading towards the street and electric wires. Based on the location of the wound and how highly unbalance canopy is, the only recommended safe mitigation is to remove the tree" Beyond the arborists expert opinion, here are the reasons for my petition to have the tree remove: 1) Safety issue that it poses to my family and immediate community due to extensive rip, large visible rot, unbalance of the canopy and unforgiving location over residential roofs and electric lines. My son, Kiko Barroso, is attending Cuesta College with future plans to attend CalPoly — I don't wish the experience I lived on August 10th on anybody, the shuttering noise felt like a head on collision right into my house and alerted neighbors far down the block to my area out of concern. I have had many sleepless nights because I fear more branches falling and causing harm to my son or a neighbor, and watch the weather anxiously for rain and wind , especially given weather events like the recent hurricane that swept through southern California. 2) The tree is causing significant and immediate hardship to my family, with no viable remediation other than safe removal given the tree will continue to grow and cause further damage to my property and immediate community. Because of its location, intruding on the property line with the neighboring property - significantly pushing the fence on the property line that is in need of repairs - and adjacent to the driveway and foundation of the ADU. As the tree grows it is certain it will cause further damage to my property and surround properties at a my personal expense and liability. That property fence is essential to my ability to prevent transients who roam Mitchell Park from entering my property, which was vandalized August 2"d and recorded by San Luis Obispo Police Department as felony trespassing. The tree's future growth will also inevitably pose damage to the foundation and driveway. There is no fix to this situation other than removal. Estimated amount to fix current damages exceeds $5,000.
