Review of the proposed conceptual playground designs (Attachment A) for the Community Park in the Orcutt Area / Righetti Ranch Park project. 2. Provide any additional direction to Staff on the conceptual playground designs to proceed to construction documents. DISCUSSION Background The Orcutt Area is in the south-eastern portion of San Luis Obispo and includes subdivisions such as Righetti Ranch, Bullock Ranch, Taylor Ranch, Vinifera, Jones Ranch, and Vintage Apartments. The boundaries include Orcutt Road, Tank Farm Road and the Union Pacific Railroad. The plans for this area include three new parks – 11.25-acre community park (at Tiburon Way and Ranch House Road), 1.16-acre linear park (Tiburon Way and Righetti Ranch Road), and 0.2-acre pocket park (Twin Creek Road and Righetti Ranch Road). This comprehensive park system is required by the conditions of approval of the Orcutt Area Specific Plan and the Righetti Ranch Development. These parks were originally planned with the development and conceptual designs were created in 2016. Due to the recently implemented Parks and Recreation Blueprint for the Future: 2021-2041 (master plan) the consultant updated the conceptual designs to meet the recreational needs of the residents living in the community and the City as a whole. The City is working with RRM Design Group to design the parks. RRM Design Group created conceptual layouts based on the Parks and Recreation Blueprint for the Future: 2021-2041 and community feedback. The current project scope is to design and build three new parks based on the recommendations from the public, staff, and the Parks and Recreation Commission. The playground will be located within the Community Park. RRM has prepared two playground concepts within the previously reviewed footprint in the Community Park for review and discussion from the commission and public. The two conceptual layouts are described below: Meeting Date: September 6, 2023 Item Number: #2 Orcutt Area/Righetti Ranch Parks Project Page 2  Playground Concept A has a ‘Nature Discovery’ theme that includes a Moku-Yama 11.1 ‘wooden mountain’ (climber), sand play, an embankment slide, Pine (climber), Log Tangle 2.1 (2-5 ages play structure), giant rope swing, two double bay swings (belt + tot, all-user + basket), and a Forest Tower Duo (5-12 ages play structure) with a treehouse feel.  Playground Concept B has a ‘Utility’ theme that includes a Geoarena.01 (climbing dome), Butterfly (seesaw), Disk XL (spinner), O’Tannebaum 3.1 (spinner), Spoo M.06 (2-5 ages play structure), bouncing mat, ‘Yalp Sona Arch’ (interactive play arch), Triitopia.20 (5-12 ages play structure), Horizonto.3 (horizontal bars), Palmetto Saucer, Shout.07 (climbing equipment) and a Face-to-Face Swing. Public Outreach The public’s input about its parks and park amenities is a critical foundational step that staff facilitates with all projects in parks. City staff conducted an in-person Open House at the Ludwick Community Center on April 11, 2023 attended by approximately 200 community members, as well as promoted an online survey from April 2023 through May 2023 to receive community input on the project components for the design with over 1,000 responses. Previous Parks and Recreation Commission Meeting On May 3, 2023, staff presented an overview of the public engagement process for three new parks in Orcutt Area / Righetti Ranch neighborhood and two conceptual layouts for the Community and Linear Parks and one conceptual layout for the Pocket Park to the Parks and Recreation Commission and the public. Staff received feedback from the commission and the public on the preferred layouts and features to include in the final design. Staff used input from the meeting to update the design features and produce one revised layout for each park. On June 14th, 2023, staff presented the final conceptual layouts for all three parks. The revised layout for the Community Park incorporates two parking lots (133 parking spaces), two restrooms, two tennis courts (lighted), eight pickleball courts (lighted), two basketball courts (lighted), playground equipment (2-5 ages and 5-12 ages), four hydration stations, shaded seating, BBQ/picnic area, bike and walking paths, two soccer fields, a bike pump track, pedestrian bridges to park amenities, two bocce courts, and possible future expansion of a dirt bicycle skills trail. The revised layout for the Linear Park incorporates fifteen garden plots, two fenced dog areas, picnic tables, a compost area, a maintenance shed, hydration station, and an expanded parking lot (22 parking spaces). The revised layout for the Pocket Park includes tables, benches, and a hydration station. Based on feedback regarding the importance of this new playground staff is returning for additional evaluation from the commission on these two playground concepts. PARKS AND RECREATION COMMISSION CONSIDERATION / NEXT STEPS The Parks and Recreation Commission purview is to review and make recommendations for changes which could have an impact on the City’s parks and park facilities. Staff reviewed all feedback from both public outreach events, survey responses, community submitted comments via email, and PRC recommendations and feedback from April, May, and June meetings this year.
