Dear Planning Commissioners, I am writing to express my concern and objections to the proposed safe parking program on Palm Street near the SLO Vet's Hall. Here are a few of my concerns. 1. This is a residential neighborhood. 2. Many students of all ages live and travel, often on foot to classes and activities at SLO High School, Classical Academy, and Cal Poly often before or around the 7 a.m. planned "dispersal hour." (Assuming such compliance goes smoothly and on time on a DAILY basis.) 3. There are well-documented negative issues associated at the current Railroad Square parking site including open drug use, needle discards, public intoxication, human waste, etc. It would be unrealistic and naive to think that such issues will not follow to the proposed Palm Street Site. How will DAILY cleanup occur? It is now shouldered by the business owners at RR Square. Will residents now be required to take on this burden? 4. How will DAILY cleanup occur? How will enforcement of city laws and regulations as well as beginning and end times for parking be monitored and enforced 12 hours each 24 hours DAILY? Will there be a constant City presence each 12 hour cycle? 5. How will participants in the program be checked in and out 7 a.m. and 7 p.m.? 6. Will parking be allowed in the Vets Hall/American Legion parking lots? If not, how will this be enforced? If so see 4, 5, and 7. 7. Will residents and other citizens be excluded from using that section of Palm Street during evening hours? The Vet's Hall and American Legion have frequent evening events. 8. How will the City provide for ingress and egress for residents, emergency vehicles, etc.,DAILY? I would like to state that I have always supported providing homeless assistance and working towards positive solutions for decades. I have supported the Maxine Lewis shelter as well as 40 Prado Road. I have worked one on one with homeless people in obtaining housing and other needs. I am NOT a NIMBY on this topic. BUT I am also a realistic person well-acquainted with the difficulties of helping homeless people especially those with mental, physical, and other disabilities including drugs and alcohol addictions. This area in the North part of the city far from services, which are primarily clustered in the South part of the city, is not the way to go and especially not in a quiet residential neighborhood. 1 I look forward to hearing your answers to these questions (and many others).
