Dear Planning Commission,
We are writing this letter as residents of the Palm Street neighborhood that has been proposed as a temporary
overnight safe parking site. We oppose the use of this small area for overnight use as it directly impacts the homes and
services (gas station, hotels, American Legion, and Vets Hall) on Palm Street. This proposal allows participants to park
within a driveway’s width from people’s homes.
We are very familiar with the Railroad Square situation from frequent visits to the businesses that were close and talking
with friends that work in those buildings. Even though there has not been many reports of problems, the police log
indicates an increase in vandalism and police calls to the area. Our friends have shared incidents of confrontations with
some of the clients over parking spaces when the stated time period for parking was not in effect. There was no
apparent security of the area overnight. But at least there wasn’t an impact on a residential neighborhood overnight and
early morning.
We are also concerned that Palm Street would be closed off as a through street between Grove and Grand Avenue
during those hours. That could hinder access to the residents that live right there.
We utilize this section of Palm Street almost daily as a walking route and our grandchildren walk through on their way to
school. Many, many people use this area everyday as their route to work and school. The idea that it is temporary
when no other plan has been proposed nor has CAPSLO made any arrangements with community groups to rotate the
spot is not believable.
We are confident that a better spot for this resource can be found. The people using this resource deserve a better
location. The residents of the neighborhood deserve more consideration.
