Dear Commissioners,
As a part of your meeting this week, staff intends to provide you with cost estimates for the Laguna Lake dog park. They
will also be sharing how much is currently available to fund this project. In the event that there is not enough to fund the
entire project, our group felt it appropriate to share what we think should be the priority of improvements made, as
follows:
Essential Elements
1. Fencing and gates to create enclosures (includes perimeter and internal separation fencing); Friends thinks
separation fence should include screening barrier between small/big dogs (e.g. windrow of shrubs, install
continuous length of large, fun dog silhouettes along fence, et.)
2. All-weather ground surface (Friends fully supports as much grass surface as possible) and any needed
infrastructure
3. Dog water stations
4. Dog clean-up elements (dispenser bags, trash cans)
5. Signage
6. Shade – focus should be for both the dogs and humans; as there currently is no shade, the shade structures
should be built first to provide immediate shade for humans and dogs; as trees take many years before they
provide shade, perimeter trees should be planted as soon as possible; windbreak trees would fall into the next
level of priority (see below under Important).
7. Grading to address any drainage shortcomings (excess dirt could be used as berms for windbreaks)
Important Elements (listed in order of priority)
a. Benches, tables
b. Wind break structures near areas targeted for human congregation
c. Entry/Staging parking lot
d. Kiosk
e. Fun elements (tennis balls/basket, agility equipment, water play)
f. Shed to store maintenance equipment
g. Dog rinse station
h. Accessory items (e.g., hand sanitizer)
i. Night lighting
j. Intermittent Fencing Plan (allow a portion of the larger dog area to be temporarily fenced off for special events)
k. Any additional perimeter landscaping (excludes tree planting mentioned above)
l. Landscape for northern edge windbreak

m. If determined needed for drainage, install dry creek (Friends does not think this is a needed/desired element)
Friends looks forward to continue working with the City on making the LLP dog park a signature park. If funding comes
up short, Friends encourages the City to work with local non-profit groups to help get the needed funding, services/labor
and/or materials so all elements are built in relatively short-order. Thank you.
