(IRONS/ZOCHER — 15 MINUTES ) RECOMMENDATION : 1) Adopt a resolution of intention approving an amendment t o the contract between the Board of Administration of the California Public Employees ' Retirement System (CaIPERS) and the City Council of the City of San Luis Obispo ; an d 2) Introduce by title only an Urgency Ordinance authorizing an amendment to th e contract between the City Council of the City of San Luis Obispo and the Board o f Administration of the California Public Employees' Retirement System, and authoriz e staff to bring back the Urgency Ordinance for adoption to become effective immediatel y on December 4, 2012 . 2 Council Agenda Wednesday, November 7, 201 2 •PH2 .PUBLIC HEARING ON THE 2012-2013 PROGRAM OF PROJECTS FO RFEDERAL TRANSIT ADMINISTRATION SECTION 5307 GRANTS .(MATTINGLYNVEBSTER — 30 MINUTES ) RECOMMENDATION : 1) Conduct a public hearing on the 2012-13 Federal Transi tAdministration Program of Projects . 2) As recommended by the San Luis Obisp oUrbanized Area Technical Committee, adopt the proposed FY 2012-13 Program o fProjects and appropriate $1,424,563 in Federal Transit Administration grant funding fo r2012-13 into the SLO Transit budget . 3) Adopt a resolution authorizing the Interi mPublic Works Director, or his/her designee to file a grant application and execute a gran tagreement with the Federal Transit Administration in the amount of $1,424,563 .4)Direct staff to return to Council with final budget amendment requests, revised revenu eprojections and local matching needs, if any, as part of the Mid-Year Fund Review i nFebruary 2013 . PH3 .OVERSIZED VEHICLE &UNATTACHED TRAILER PARKING REGULATIONS .(MATTINGLY/JOHNSON/GESELL/HUDSON/HORCH/STORTON — 9 0MINUTES) RECOMMENDATION : 1) Introduce by title only an ordinance to adopt amendments t othe City's Municipal Code Title 10 : Vehicles & Traffic to address traffic safety ,neighborhood wellness, and public health impacts associated with on-street storage o f. Oversized Vehicles & Unattached Trailers . 2) Authorize the transfer of $18,000 fro mpublic works general carryover to a new project account for implementation of thi sordinance. STUDY SESSION ITEM S SS1.CONSIDERATION OF PURPOSE, FEATURES AND TIMING OF AWORKSHOP REGARDING WAYS TO ADDRESS HOMELESSNESS IN TH ECITY.(LICHTIG — 30 MINUTES ) RECOMMENDATION : Provide direction about the purpose, features and timing of aCity Council workshop on ways to address issues surrounding homelessness in the Cit yof San Luis Obispo . SS2.UNREINFORCED MASONRY HAZARD MITIGATION PROGRAM STATU SREPORT.(JOHNSON/GIRVIN -60 MINUTES ) RECOMMENDATION : Receive and file report regarding status of Unreinforced Masonr yHazard Mitigation (URM) Program . 3 • Council Agenda Wednesday, November 7, 201 2 COUNCIL LIAISON REPORTS (not to exceed 15 minutes ) Council Members report on conferences or other City activities .
