HomeMy WebLinkAboutPRR23235 Wesolowski - Request #2B_1Deputy Director ,City of San Luis of Obispo Utilities/Water CITY OF SAN LUIS OBISPO Revision Date: May 2, 2019 Bargaining Unit: Management SALARY RANGE $65.10 $5,208.00 - $11,284.00 - $135,408.00 - JOB DESCRIPTION: . $81.36 Hourly $6,509.00 Biweekly $14,102.83 Monthly $169,234.00 Annually Class Code: 26106 JOB SUMMARY: Plans, organizes, oversees and reviews programs and activities for all water production, storage, treatment, distribution, conservation, solid waste contract management, and customer service systems; ensures compliance with laws, codes, regulations, ordinances and standards; serves as the departmental and City liaison and provides effective customer service to the community, including business and industrial entities as a key member of the departmental management team; performs related work as assigned. CLASS CHARACTERISTICS:This single -position classification has responsibility for overall direction and administration of the City's programs and activities for the raw water and reservoir operations and delivery systems, storage, treatment, and distribution of potable and recycled water, and related customer service activities. The incumbent is accountable for formulating policy, developing goals and objectives, supervising staff, administering the budget and overseeing day-to-day operations. Assignments allow for a high degree of administrative discretion in their execution. This classification is distinguished from the Utilities Director by the latter's overall managerial accountability for a comprehensive municipal department comprised of water supply, treatment, distribution, and conservation programs as well as all wastewater pretreatment, collection, treatment, reclamation, and disposal systems. SUPERVISION: SUPERVISION RECEIVED AND EXERCISED: The Deputy Director of Utilities/Water receives general supervision from the Utilities Director within a framework of broad policies and established organizational values and processes. This classification is accountable for planning and administering the work of professional, technical, operational, maintenance and support staff, normally through subordinate levels of supervision. EXAMPLES OF DUTIES: EXAMPLE OF DUTIES AND RESPONSIBILITIES: (Any one position may not include all of the duties listed nor do the listed examples include all tasks that may be found in positions of this class.) • Formulates and assists in the development and administration of department and division goals, objectives, policies, and procedures. • Plans, organizes, administers, reviews, and evaluates the work of professional, technical operational, maintenance, customer service and support staff; provides training and policy guidance and interpretation to staff. • Ensures that staff provides a high degree of service to both internal and external customers that supports achieving the department's and the City's mission, objectives, and values. • Coordinates and/or provides legal analysis of water rights and supply issues; including recycled water, protects the City's interests in maintaining an adequate potable water supply through various sources. • Contributes to the overall quality of the department's service by developing, reviewing and implementing policies and procedures to meet legal requirements and City needs. • Coordinates and/or provides interpretation of water supply and distribution regulations to protect the City's interests and ensure compliance. • Oversees the multiple program budgets and monitors work to ensure that funds and staff time are used effectively and efficiently; analyzes work flow, assignments, priorities and staffing levels and makes adjustments when required. • Ensures that all plant and operational activities conform to regulatory agency standards, meet permit requirements and that plant and laboratory certifications are maintained. • Prioritizes and oversees capital improvement projects for system development and upgrades. • Responsibility for solid waste contract management and meeting the objectives of AB939 related to solid waste reduction activities. • Prepares and/or directs the preparation of a variety of studies and reports relating to supply, treatment, customer service, Supervisory Control and Data Acquisition (SCADA), distribution and conservation. • Ensures that staff follows appropriate safety procedures, including the handling of hazardous chemicals. • Confers, represents the City, and advises the City Council, the Whale Rock Commission, the County Water Resources Advisory Committee, Groundwater Sustainability Agency, Integrated Waste Management Authority, other committees, commissions, regulatory and business organizations, developers, and a variety of community and stakeholder groups regarding water supply, treatment, distribution, water reclamation and related issues. • Reviews plans prepared or reviewed by other City departments to ensure that water supply issues are adequately addressed; administers and reviews the work of consultants performing studies of water production, storage, treatment, distribution, conservation, SCADA and customer service systems. • Conducts operational studies and special projects for the Department Director; gathers information, evaluates alternatives, prepares and presents reports and recommendations. • Investigates and resolves requests for services and complaints regarding water delivery, quality and operational functions. • Prepares and directs the preparation of a variety of written correspondence, reports, procedures, ordinances and other materials. • Maintains and directs the maintenance of working and official departmental automated and manual files. • Monitors changes in laws, regulations and technology that may affect departmental operations; implements policy and procedural changes after approval. • Performs related duties similar to the above in scope and function as required. KN LEDGE AN ABILITIES: Knowledge of: • Principles and practices of water production, storage, treatment, distribution, conservation and customer service systems. • Equipment, materials, supplies, mechanical and electrical control systems, including SCADA related to the production, treatment, and distribution of potable water. • Federal, state, and local laws, ordinances, and programs regarding water production, storage, treatment, distribution, conservation, SCADA, and customer service and hazardous materials storage and handling functions. • Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures. • Safety practices and equipment related to the work, including the handling of hazardous chemicals. • Principles and practices of budget development, administration, and accountability. • Computer applications related to the work. • Principles of contract negotiation and administration. • Recent developments, current technology, and informational resources regarding water production, treatment, quality control and distribution. • Standard office practices and procedures, including the use of standard office equipment. • Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, regulatory, and legislative organizations. • Techniques for providing a high level of customer service to public and City staff, in person and over the telephone. Ability to: • Plan, organize, administer, coordinate, review, evaluate and personally participate in the functions and activities of comprehensive surface water supply, treatment, and potable / recycled water distribution systems. • Develop and direct the implementation of goals, objectives, policies, procedures, and work standards, and develop and implement management systems, procedures, and standards for program evaluation. • Plan, organize, assign, coordinate, supervise, and evaluate the work of assigned staff. • Prepare clear and concise reports, ordinances, correspondence, policies, procedures, and other written materials. • Interpret, apply, and explain complex laws, codes, regulations, and ordinances. • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines. • Represent the City and the department in various public meetings related to water and solid waste program issues. Establish and maintain effective working relations with those contacted in the course of work. Work in a team atmosphere and participate on a variety of departmental and City-wide committees to enhance the provision of all City services TYPICAL QUALIFICATIONS: EDUCATION AND EXPERIENCE: Equivalent to graduation from a four-year college or university with major coursework in, civil or environmental engineering, environmental sciences, public health, chemistry, public or business administration or a closely -related field. and Five years of experience in the oversight and operation of water production, treatment, distribution, and customer service systems or a closely related field, including three years administrative or management -level experience. or An equivalent combination of education and experience. POSSESSION AND MAINTENANCE OF: A valid California class C driver's license and a satisfactory driving record. Certification as a State water treatment plant operator, State water distribution operator, or registered civil engineer is highly desirable. Working Conditions: Occasional evening or off -hour meetings are required.
