The position is responsible for development and expansion of supplemental water supply programs that are needed to meet future community needs, including stormwater recharge, recycled water system expansion, and potable reuse of highly treated wastewater. The position develops, supervises, evaluates, and participates in a variety of programs and activities related to the expansion of and effective use of water resources to meet community growth projections and regulatory requirements. CLASS CHARACTERISTICS: This single -position, mid -management classification plans and oversees staff and activities and performs professional -level work in the development and administration of a variety of policies and programs to plan for future water supplies, conserve the use of existing water resources, promote and expand the use of recycled water, manage the conjunctive use of surface water and groundwater resources, and coordination of a groundwater pumping and recharge strategy that meets Sustainable Groundwater Management Act (SGMA) requirements. This classification is distinguished from Deputy Director of Utilities/Water by the latter's overall management responsibility for water production, treatment, distribution, telemetry and customer service functions. SUPERVISION: SUPERVISION RECEIVED AND EXERCISED: The Water Resources Program Manager receives general direction from the Deputy Director of Utilities/Water within a framework of broad policies and procedures and established organizational values and processes. Direct supervision is provided to technical staff as well as administrative oversight to contractors and consultants. EXAMPLES OF DUTIES: EXAMPLES OF DUTIES AND RESPONSIBILITIES: (Any one position may not include all of the duties listed nor do the listed examples include all tasks that may be found in positions of this class.) • Develops and administers goals, objectives, policies, priorities, regulations, and projects related to water conservation, recycled water, water supply expansion and planning, and groundwater and surface water management. • Develops and manages City's Source Water utilization strategy and works with operational staff to execute a balanced approach to the use of surface water, groundwater, and supplemental water supplies. • Reviews City General Plan, water supply assessments, annexation plans, and other planning and land use documents to ensure adequate water supply will be available to meet future community needs. • Interprets federal, state and local laws and regulations, and develops, implements, and monitors programs to ensure conformance with such mandates. • Acts as City staff liaison on regional water planning groups such as the Water Resources Advisory Committee (WRAC), the Integrated Regional Water Management Group (IRWM), and Partners in Water Conservation (PIWC). • Acts as City staff liaison to Regional Water Quality Control Board (RWQCB) and State Water Resources Control Board (SWRCB) related to the recycled water, groundwater, and water loss control programs. • Collects data and submits regulatory reports related to recycled water production and demand, SGMA, water loss, and urban water management planning. • Acts as Legally Responsible Person (LRP) for City's Recycled Water Program. • Assists as needed with contract compliance and operational review and analysis of Nacimiento and Salinas Agreements. • Coordinates with water division management to compile and submit Electronic Annual Report to State Water Board. • Manages and reviews the work of contract professional and technical staff; prepares technical specifications; negotiates and administers contracts and coordinates the work of contractors with that of other City departments, outside agencies, contractors and consultants. • Plans, organizes, administers, reviews and evaluates the work of technical support staff; provides training and policy guidance and interpretation to staff. • Coordinates work of employees for the best utilization of available staff and resources; reviews work in progress and resolves work problems. • Ensures that staff provides a high degree of service to both internal and external customers that supports achieving the department's and the City's mission, objectives and values. • Contributes to the overall quality of the department's service by developing, reviewing and implementing policies and procedures to meet legal requirements and City needs. • Develops and implements a public information program regarding assigned functional areas; prepares and provides for the dissemination of informational and educational materials; tracks and provides public outreach metrics to Utilities Director and Deputy Director - Water as needed. • Maintains logs and records of work performed; prepares periodic and special reports as required by law; develops and implements reporting procedures for regulatory agencies; ensures timely submission of required reports. Monitors changes in laws, regulations and technology that may affect departmental and program operations; recommends modifications and implements policy and procedural changes after approval. Supports Councilmembers and acts as the City's representative to a variety of commissions, committees, and groups and to the public; makes presentations to the City Council, Planning Commission, Groundwater Sustainability Commission, and other advisory bodies and community groups. Performs related duties similar to the above in scope and function as required. KNOWLEDGE AND ABILITIES: Knowledge of: • Principles, practices, programs and funding sources for water conservation, recycled water, water supply management, and groundwater management programs. • Scientific principles and industry practices related to hydrogeology, groundwater systems, and groundwater pumping, treatment, and monitoring technologies. • Principles and practices of developing, implementing, and tracking public information and outreach programs. • Principles and practices of employee supervision, including work planning, assignment, review and evaluation and the training of staff in work procedures. • Applicable laws, codes and regulations. • Basic budgetary and contract administration policies and procedures. • Recent developments, current literature and informational resources regarding water conservation, recycled water, water supply management, and groundwater management. • Standard office practices and procedures, including computer applications such as word processing, spreadsheets, and database management. • Records management and reporting practices. • Techniques for effectively representing the City in contacts with contractors, governmental agencies, community groups and various business, educational and other organizations. • Techniques for providing a high level of customer service to public and City staff, in person, over the telephone, and via email. Ability to: • Plan, organize, supervise, coordinate, review, evaluate and personally participate in programs and projects related to water conservation, recycled water, water supply management, and groundwater management. • Develop, implement, and review programs, codes and policies related to assigned program areas. • Plan, assign, and evaluate the work of assigned staff. • Interpret, apply and explain complex laws, codes, regulations and ordinances. • Prepare and administer public agency budgets and contracts. • Prepare clear and concise Council Agenda Reports, correspondence, policies, procedures, public informational and educational materials, ordinances and other written materials. • Maintain accurate logs and records of work performed. • Use tact, initiative, prudence and independent judgment within general policy and legal guidelines. • Effectively represent the City in contacts with governmental agencies, community groups and various business, community, regulatory, educational and legislative organizations. • Monitor legislative and technological changes and recommend operational and code changes as appropriate. • Work in a team atmosphere and participate on a variety of departmental and City-wide committees to enhance the provision of all City services. TYPICAL QUALIFICATIONS: EDUCATION AND EXPERIENCE: Equivalent to graduation from a four-year college or university with major coursework in natural resources management, water resource engineering, planning, environmental studies, business or public administration or a field related to the work; and Three years of professional experience in the development, coordination and/or implementation of water conservation programs recycled water programs, water supply management programs, groundwater management programs, or a closely related field. or An equivalent combination of education and experience. POSSESSION AND MAINTENANCE OF: • A valid California class C driver's license and a satisfactory driving record.
