The Tree Committee holds in-person meetings. Zoom participation will not be supported at this time.
INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990
Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your
email, please include the date of the meeting and the item number (if applicable). Emails will not
be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the
agenda item number you are calling about, and leave your comment. Verbal comments must be
limited to 3 minutes. Voicemails will not be played during the meeting.
*All correspondence will be archived and distributed to members, however, submissions received
after the deadline ma not be processed until the following day.
Public Comment during the meeting:
Meetings are held in-person. To provide public comment during the meeting, you must be
present at the meeting location.
Electronic Visual Aid Presentation. To conform with the City's Network Access and Use Policy,
Chapter 1.3.8 of the Council Policies & Procedures Manual, members of the public who desire
to utilize electronic visual aids to supplement their oral presentation are encouraged to provide
display-ready material to the City Clerk by 12:00 p.m. on the day of the meeting. Contact the

Chair Elizabeth Lucas will call the Regular Meeting of the Tree Committee to
order.
2.PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA
The public is encouraged to submit comments on any subject within the
jurisdiction of the Tree Committee that does not appear on this agenda.
Although the Committee will not take action on items presented during the
Public Comment Period, the Chair may direct staff to place an item on a future
agenda for discussion.
3.CONSENT
Matters appearing on the Consent Calendar are expected to be non-
controversial and will be acted upon at one time. A member of the public may
request the Tree Committee to pull an item for discussion. The public may
comment on any and all items on the Consent Agenda within the three-minute
time limit.

Recommendation:
Review a Tree Removal Application to remove one (1) Canary Island
Pine tree located at 3765 Higuera Street and provide a recommendation
to the Community Development Director for final action.
4.b 1250 PALM STREET TREE REMOVAL APPLICATION 21
Recommendation:
Review a Tree Removal Application to remove one (1) Canary Island
Date Palm tree located at 1250 Palm Street and provide a
recommendation to the Community Development Director for final
action.

The next Regular Meeting of the Tree Committee meeting is scheduled for
October 23, 2023 at 5:30 p.m. in the Council Hearing Room at City Hall, 990
Palm Street, San Luis Obispo.

1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Tree Committee was called to order
on August 28, 2023 at 5:30 p.m. in the Council Hearing Room at City Hall, 990
Palm Street, San Luis Obispo, by Chair Lucas.

4. TREE REMOVAL APPLICATION
4.a 1815 MONTEREY STREET TREE REMOVAL APPLICATION
Acting City Arborist Anthony Whipple presented the staff report and
responded to Commission inquiries.

The Applicant's representative, Jennifer Alderman, provided a brief
overview of the project and responded to questions raised.

Recommend the Community Development Director approve Tree
Removal Application #14008 to remove one (1) Incense Cedar
(Calocedrus decurrens) tree at 1815 Monterey Street, with a request that
the applicant select a replacement tree that will offer similar height to the
tree that is being removed, such as a Coast Live Oak.
Ayes (5): Member Bate, Member Canella, Member Rosten, Vice Chair

4.b 1414 SANTA ROSA STREET TREE REMOVAL APPLICATION
Acting City Arborist Anthony Whipple presented the staff report and
responded to Commission inquiries.
The Applicant, Francisco Barroso, provided a brief overview of the project
and responded to questions raised.

Recommend the Community Development Director approve Tree
Removal Application #14072 to remove one (1) Black Wood Acacia
(Acacia melanoxylon) tree at 1414 Santa Rosa Street, with the following
recommendations:
Replace at a 1:1 ratio with a 24-inch box tree.
Select a replacement tree that will be similar in size (reach at least
20-feet in height) to the tree that is being removed, such as a Coast
Live Oak.
Placement of the new tree should occur on the front of the property
near the sidewalk or next to the ally, not in the back where it will
encroach on structures.
Ayes (5): Member Bate, Member Canella, Member Rosten, Vice Chair
Parker, and Chair Lucas

5. COMMENT AND DISCUSSION
5.a MITCHELL PARK HERITAGE ASH TREE LEVEL 3 RISK ASSESSMENT
Acting City Arborist Anthony Whipple provided an informational update
and reviewed the Level 3 Risk Assessment Report for a Heritage Ash tree
located in Mitchell Park, 1400 Osos Street.
Public Comment:

By consensus, the Tree Committee provided the following recommendations
for staff to consider:
When staff post the pending removal notice onsite, consider adding
a QR Code to the notice that will link people directly to the Level 3
Risk Assessment, and increase the number of posted signs.
Select a replacement tree that is native to California, specifically a
southern California native species, with consideration for future
climate shifts.

5.b ARBORIST REPORT
Acting City Arborist Anthony Whipple provided the following update of
upcoming projects and activities in the Tree Division:
On November 4, 2023, the Tree Division will host the annual Arbor
Day celebration at French Park, 1040 Fuller Road, San Luis
Obispo. Staff hope to plant 40 trees to represent the City's 40th
anniversary as a "Tree City USA" and are working with the Parks &
Recreation Volunteer Coordinator to organize volunteers for the
event.
Ongoing consulting with Davey Resource Group for
recommendations on Tree Division staffing levels.
Chair Lucas provided the following update:
While attending the Mayor's Quarterly Meeting with the Advisory
Body Chairs on August 24th, Chair Lucas talked to the Chair of the
Promotional Coordinating Committee (PCC) about an opportunity
to form a partnership to promote the Heritage Tree program. The
PCC manages contracts with local photographers and is currently
working on a project to develop neighborhood maps informing
tourists and community members about the unique history of the
area, and this would offer an opportunity to highlight information on
the City's Heritage trees.
6. ADJOURNMENT
The meeting was adjourned at 7:10 p.m. The next Regular Meeting of the Tree
Committee is scheduled for September 25, 2023 at 5:30 p.m. in the Council
Hearing Room at City Hall, 990 Palm Street, San Luis Obispo.

SUBJECT: Tree Removal Application SR# 14128
COMMITTEE PURVIEW
Due to the property being located within a commercial zone, the Tree Committee’s role
is to review the Tree Removal Application and provide a recommendation to the
Community Development Director.
On September 12, 2023, I posted one Canary Island Pine tree located at 3765 Higuera
Street in response to Tree Removal Application SR#14128. The removal application was
submitted based on:
San Luis Municipal Code 12.24.090.E.1.
E. Criteria and Process for Non-Construction Related Tree Removal Application
Determinations Related to Tree Health or Hazard Mitigation or Property Owner
Convenience (Refer to Subsection G of This Section for Criteria for Construction
Tree Removal Determinations).
Note, the Tree Removal Application (Attachment C) originally requested removal of four
Canary Island Pine trees on this site, but the applicant has since amended their request
to only request removal one tree. The tree in question is located closest to the building
and appears to be causing structural damage to the concrete drainage channel.

application was submitted based on:

The Subject tree(s) is one Pinus canariensis, the Canary Island pine (tree)s. The tree is
located on property located in the Commercial zone; therefore, the Tree Committee shall
review and make a recommendation on the tree removal application to the Community
Development Director as authorized by the City of San Luis Obispo Municipal Code.
