It expresses concern about staff's characterization in the oversized vehicle staff report of RQN engagement and feedback on the proposed regulations . Unfortunately we have found, du e to an erroneous assumption, that RQN as an organization was not formally contacted beyond th e mass e-mail noticing, despite it being identified as a targeted stakeholder . In the staff report the term "targeted stakeholder" is meant as interested organizations, agencies , or businesses potentially affected by the ordinance that received a direct contact above an d beyond the mass noticing to residents and businesses to solicit feedback . Some targeted stakeholders requested a presentation or group discussion on the issues which was accommodated, some engaged in one on one discussion, some were satisfied with bein g informed but declined to provide feedback, and some were unresponsive . Staff did not realize at the time the staff report was written that the RQN board was inadvertentl y omitted from the direct contact list . Mrs . Rowley received an email notification of the wor k effort on September 6 and appears to have visited the survey website ; also two members of the RQN board attended the September 11 public workshop providing feedback . These events le d staff to assume, in error, that the RQN board received direct contact beyond the mass noticin g and that they were engaged on behalf of RQN in providing feedback as a targeted stakeholder . Direct and formal contact would have been consistent with the city's prior outreach efforts . We do apologize for our error and outreach efforts are underway with RQN . Our intent was not t o mislead Council as to our outreach efforts . A significant effort went into trying to reach a vas t audience on this item . While the lack of direct contact with RQN is a disappointing development for all concerned , feedback was received from hundreds of individuals, businesses, agencies, and organizations o n this item within a condensed time frame . It suggests support for the recommended regulations . I n developing its recommendations, staff utilized multiple sources including feedback fro m stakeholder groups and individuals, the online survey, and best practices research .
