Dear Council Members ,
I was surprised to see in the staff report for PH3 that Public Works ha s
spare money amounting to at least $18,000 for "neighborhood wellness "
programs, and that it wants you to spend that amount on "implementing" th e
new PH3 parking harassment program .
I am astounded at the city's on-going neighborhood wellness priorities b y
which serious life safety and property protection issues (like

life-threatening neglected flood maintenance and dangerous sidewal k
defects) go untended, while silliness like a new parking harassmen t
ordinance go to the front of the line .
I am astounded in part by the bald arrogance of neglecting the life safet y
of residents, in part by the trivialness of what the city does spend it s
funds on, in part by the pretension that the city takes care of its
residents, in part by the Orwellian use of language like "neighborhoo d
wellness" to hide what you're actually doing, but most of all by the
city's total indifference to things that are important, like life safety ,
and its well-oiled bureaucratic machine's continual diversion of fund s
into trivialities instead of tending to life safety protections .
GIVEN THE IMMEDIATE AVAILABILITY OF THIS STASH OF FUNDS FOR "NEIGHBORHOO D
WELLNESS," I AM ASKING THAT YOU DIRECT IT IMMEDIATELY INTO TW O
LONG-NEGLECTED LIFE SAFETY PROJECTS IN MY NEIGHBORHOOD :
1.THE IMMEDIATE CLEARING OF GRAVEL AND DEBRIS FROM THE BROAD-MURRAY OL D
GARDEN CREEK CULVERT, WHICH HAS BEEN CLOGGED FOR YEARS, ABOUT WHICH YOU'V E
BEEN NOTICED ANNUALLY FOR MORE THAN A DECADE, WHICH YOU'VE REFUSED T O
CLEAR OUT, AND WHICH IN ITS PRESENT STATE WILL FLOOD OUR PROPERTIES AN D
POSSIBLY CLAIM LIVES THE FIRST TIME WE HAVE A LONG-OVERDUE LARGE STORM.
2.THE IMMEDIATE REBUILDING OF THE CITY-OWNED MURRAY MEDIAN SIDEWALK I N
THE 800 BLOCK OF MURRAY, WHICH IS AN ON-GOING LIFE SAFETY HAZARD MR .
HUDSON HAS INDICATED HE HAS NO PLAN FOR FIXING .
Both of these long-postponed projects could be carried out with the fund s
Mr. Hudson indicates in his staff report are readily available.
