HomeMy WebLinkAboutSprinkler King 12-24-231 Teague, Nick From:Dave Wesolowski <dave@sprinklerking.com> Sent:Friday, February 24, 2023 10:12 AM To:Teague, Nick Cc:julie@rpoltl.com; sprinklerkingatascadero@gmail.com Subject:RE: REMINDER: Recycled Water Site Inspections due in March 2023    This message is from an External Source. Use caution when deciding to open attachments, click links, or respond.  Nick, Unfortunately we are out of the country until March 15. and will not fiscally be able to comply until after that date.  Also, I do not see the form required in this correspondence?    As a side note:  It is obvious to me that with the new threats and fines, your group has seen a great deal of push back on the fact that  you want the private contractors to do more of your work.  In typical form you say it is for the benefit of the contractor? I fail see that taking a private contractors time or wasting  the management companies’ resources to do your job is of any benefit to the private sector. It is also my understanding  that our tax dollars and service fees are to be spent providing services to the community, not forcing the community to  do your job.  Additionally, It seems to me that if you are reading the meters then you should be able to take that data and notify the  concerned parties of any anomalies that may need to be addressed.   ( that might be too much work?)    As I said in the opening we do plan to comply upon my return.    In the interim I am requesting a (PDR) Public Documents Request.     Please provide to me on or before March 24. 2023    !.  A. full and unredacted list of the Contractors and Management companies that have negatively responded to your  request to read the meters. Please include their comments     and contact information.  2. A.   complete and unredacted list of the employees and their job positions as it relates to the management of the non‐ potable water system. (processing plant not required)      B.   complete and unredacted list of responsibilities for each position as per the hiring criteria set forth by the city.(  please include all sub‐contractors)      C.   complete and unredacted numeration of benefits and salary package received annually per position, please  include date of hire for each named employee and respective   position. (please include all sub‐contractors)  3.  complete language set forth by the state as it pertains to private contractors and management companies reading  the water meters and providing that data to your group.  4.  current cost of non‐potable water per unit and the per unit cost of potable water.    In summary it is my intention to complete a full cost benefit analysis to determine whether the city has over hired in this  department.      I truly appreciate your compliance with this request and look forward to your response.    Sincerely   David D Wesolowski  President  2 Sprinkler King Inc.                  From: Teague, Nick <nteague@slocity.org>   Sent: Wednesday, February 22, 2023 10:22 AM  To: Teague, Nick <nteague@slocity.org>  Cc: Fortner, Kellie <kfortner@slocity.org>  Subject: REMINDER: Recycled Water Site Inspections due in March 2023      Recycled Water Site supervisors and Property Managers/Owners, This email serves as a reminder that First Quarter 2023 Site Inspections will be delivered next month. To ensure that the City remains compliant with its State-issued permit, we ask that you comply with the policies described in the City’s Procedures for Recycled Water Use. Below are some things to consider when completing this quarter’s inspection forms. 1. Meter reads are required this quarter. This requirement has been added to ensure that Site Supervisors are aware of their meter’s location, know how to read the water consumption using the meter, and know how to recognize irrigation system issues using the meter’s error codes. The City will still be reading each meter monthly for billing purposes. Ultimately, the goal is to provide Site Supervisors with tools and information that can be used to optimize irrigation system operation. If Site Supervisors would like assistance learning the location of, and how to read their site’s water meter, please contact the Utilities Department prior to the inspection due date. For those that do not want to provide a meter read, you will be required to submit a record of all inspections, modifications, and repair work for the quarter. The City’s Procedures for Recycled Water Use state that Site Supervisors should “establish and maintain an accurate record keeping system of all inspections, modifications, and repair work”. Inspection forms without a meter read or without an attached record of inspections, modifications, and repairs will be deemed incomplete and non-compliant. 2. Ensure that the inspection form is completed with accurate information and submitted on or before the due date. Inaccurate or late inspection forms will be deemed non-compliant. 3. Inspection forms can only be signed and submitted by the Site Supervisor on record with the City. If you are no longer a Site Supervisor for a recycled water site, please notify the Utilities Department. New Site Supervisors must complete on-site training with Utilities Department staff before they can sign and submit an inspection form. Inspection forms signed and/or submitted by someone other than the Site Supervisor will be deemed non-compliant. 4. Non-compliant inspection forms will result in suspension of recycled water service. Recycled water service will be restored only after non-compliance issues have been resolved.
